Hemmel and Raymond J. Krau & to rezone property located on Old St. Louis Road and at the inter- Zoning �( section of U. S. Route 50 East and Old St. Louis Road for business Commission. ' The requests were referred to the Planning & Zoning Commission. Planning & Mr. Clifford Summers, Executive Director of Missouri Water Resourc s Zoning Board appeared before the Council in regard to the Wear' s Creek Commission. I flooding problem. Under the Housing Act of 1968 - Flood Insurance, the Federal Government is underwriting an insurance pool that will establish reasonable rates for flood insurance. He suggestedithat the Council assign Department to work with the Water Resources Board in filling out applications, etc. Councilman Scrivner moved that the matter be referred to the Planning & 'Zoning Commission. Finance Councilman Kliegel, Chairman of the Finance Committee, presented Committee the following report: Report. Finance Committee met at 7:30 P.M. , December 22, 1969 . { The following recommendations were approved: That Roger Verslues be hired as Acting City Engineer at an annual Salary of $11,200, effective January 1, 1970. Supplementary appropriation approved in the amount of $9,333:30 plus Employer' s share of Social Security for period January 1 to October 31, 1970. Motion by Kliegel that an supplementary appropriation of $2,904.00, for the period Dec . 1, 1969 to Oct. 31, 1970, be made to pay the cost of installing parking meters on Jefferson and State Streets . Street Councilman Scrivner, Vice Chainiian of the Street Committee, presen ed Committee I the following report: Report. Street Committee Meeting 7 :00 P.M. , Dec. 22, 1969 All members present except Chairman Haake with an excused absence. Also present, Councilman Wildhaber. Items discussed: 1) Vacating of Cambridge Street - The Committee recommends the request be held over until the property owners involved could be contacted to meet with the Street Committee. 2) The improvement of Dix Road lying south of Rt. 50 - The Committee recommends that the portion of the Road lying south of Highway 50 be improved on tax bills . 3) The Committee held Bill #80 over for further study I regarding sidewalks. 4) On the St. Louis Road project, the Committee recommends the $25,000 received from the Special Road District be ear- marked for St. Louis Road. /si Forrest Scrivner Vice Chairman. Fire Department Committee Meeting The Fire Committee held meeting Friday, December 12th. at 12:00 no n. Recommend the hiring of Wilfred Wood, 437 Hamlin Street for Firema as of January 1, 1970. Recommend the advancement of the following personnel: Lt. Eugene Austeel to Captain Lt. Donald Thompson to Captain Regular Council. December 19, 1969. Present were Councilmen Borbmeyer, Wildhaber fi and Iuen. �+ The Committee heard from Mr. J. T. Fondron, President of the Capitol City Water Company, relative to the purchase of a new I accounting machine pursuant to action by the Committee-of-the- I Whole and a contract entered into between the City and the Capital�� City Water Company, dated January 1, 1964 and expiring December 31� 1968, relative to the purchase of a new accounting machine. Under , the contract the City agrees to purchase a new machine for $7, 900. 0, however, the new machine costs $12,000 .00. The company is seeking to increase the cost of billing to 13F/bill the first year; 14�./ (� bill the second year; and 15q/bill the third year, and to give the company $7,900 .00. The Committee decided to have a study made �( by an analysist of Administrate Services and to make a recoinnenda- 11 tion to the Committee. , The Committee recommends the installation of the �I following Street Lights and Fire Hydrant: 1. Install a fire hydrant on Highway 170 approximately 600' from the last hydrant. 2. Install street lights on the southside of Missouri. �I Boulevard from one pole west of Dix Road to Howard Street approximately seven poles . 3. Install street light in the 700 block of Linden (between South School and the Highway 54 Overpass) as near to the bridge as possible. 4. Install street light at 2024 St. Mary's Blvd, 5. Replace two (2) old style lights on St. Mary' s Blvd. - one West of Heisinger Drive. 6. Replace light at Debrah and Thompson. 7 . Replace light at end of Thompson. 8. Replace light in the 500 block East Atchison - dead end. 9. Replace light on Oakwood at the entrance to McClung Park. 10. Replace light at 211 Cedar with mercury vapor light. Councilman Strong, Chairman of the Accounts, Claims and Personnel Accounts - Committee, presented the following report: ; Claims and Minutes of the Account-Claims and Personnel Committee Personnel Councilman Strong called the Committee to order at 4P.I5, Committee, December 5, 1969. i7 c:1 Regular Council Meeting, December 22 1969 The following were present in addition to the Chairman: Councilman Kliegel, Scrivner and Haake. The Street Department was represented by LeRoy Lampe, Ed. I Schulte, Ed. Gibler, Shop Steward and Union Representative Neil I Thursby. The Union presented a new list of requests in the form of an agreement which contained the following items : 1. Dues checkoff 2. Sundays and Holidays would be double time. 3. Additional paid holidays 4. Sick leave accumulated to 90 days . 5. Three weeks vacation after five years of employment. 6. Minimum starting pay of $2.50 per hour, after sir, months probation the salary would be $3. 00 per hour minimum. The following motion was unanimoulsy adopted by the Committee It is recommended that no action be taken at this time on any proposals for new or increased taxes and or salary expenditures un it such time as the Committee has completed its study as the Ways and' Means Committee has at this timeseveral proposals under considerat on. It is hoped that the Committee can complete its work on or before January 19, 1970. The Committee also recommends that a composite survey be made ) using the following cities : Berkeley, Clayton, Ferguson, Florissan , Overland, St. Charles, University City, Webster Groves , Gladstone, 11 , Independence, Raytown, Columbia, Sedalia, St. Joseph, Joplin, Springfield, Gape Girardeau and Poplar Bluff. Strang Chai rman !i Minutes of the Accounts , Claims & Personnel Committee: �{ Meeting; called to order at 7 : 1.0 p.m. , December 8th. , 1969 , � Monday, in the Council Chambers . Members present: Jerry Walther, Larry Haake, Ed. Kliegel and Chairman, Jim Strong, Ken Wildhaber attending. Jerry Heard, from Policemen' s Betterment Organization was pre sent with several members of their organization. They wished to present the Committee with a list of the purpose and goals of thei Organization (copy attached) . They presented their list and were excused. The Committee having decided on procedure at previous meeting were distributed bulletins furnished by the Mo. Municipal League a d went immediately to work. The necessary statistics were transferred to work sheets and the first phase of the study was completed at approximately 10 P.M at which time the committee adjourned. The Committee set tentative plans for meeting Thursday,Decemb r llth.�, 1969, at 7 :p.m. Chairman' s Note: Committee has been unable to meet since the Dec. 8th. meeting, due to sickness, Christmas, sufficient for quorum. The Mo. Municipal League has sent out to the 18 Cities that we have selected and asked for a current up to date salary structure to be returned to them immedia- tely (as of 12/22/69, they have received 4 of the 18) . Councilman Strong moved that the report be approved and that the Council hold any action on Bills 91, 92, 952 98 and 99 at this time. The motion passed with Councilman Riner voting Nay. ---------- _Regular Council Meeting,_December 22, 1969 The following report of the Planning & Zoning Commission was pre- Planning sented to the Council: 1 & December 12, 1969 Zoning Dear Mayor Christy and Council Members : Commission The Jefferson City Planning and Zoning Commission met in regular Report. session at 7:30 p.m. , December 11, 1969, in the Board Room of the Chamber of Commerce in the Governor Hotel. The following items were discussed and recommendations are as follows : 1. Request from James R. Strong that Lots 14 to 19, Block 1 of Wagner Place (Old Moreau Heights School Property) be rezoned to E-Local Commercial - Present zoning is B-Two Family Dwelling. Recommend that request be granted. 2. Request from Tom Rose, Attorney in behalf of the owners of the Old Klug Rock Quarry property on Chestnut Street that the zoning of that property be changed from A-Single Family Dwelling to E-Local Commercial, and that a Special Permit for construction and operation of a trailer park be granted. ' Recommend that both requests be granted. 3. Request from Ray Roling to rezone A-1 Single Family Dwelling to C-Multiple Dwelling lot in Stanford Subdivision - this lot fronts on Southwest Boulevard near Cedar Hill Subdivision. Recommend that request be denied. The following report of the furling & Traffic Commission was pre- Parking & sented to the Council: Traffic Report of Parking & Traffic Commission Commission Meeting held Tuesday, December 9, 1969, 8:00 A.M. , with all Report. members present with the exception of Dale Findlay with an excused absence. The Commission makes the following recommendations : 1. At the Hough Park Road-Greenberry Road area-- (a) that the intersection be channelized (b) that an adult cross guard be employed morning and . evenings at the cross walk (c) that the parking area along the Moreau Heights school be marked, and (d) that the possibility be explored of standardizing the lighting sequence at the cross walk signal 2. That parking meters be installed on the east side of the 400 block of Jefferson, the rate to be 5,r,- per hour, 2 hour limit 3. That the no-parking restriction from 4:30 to 5:30 P.M. , be re-installed on the west side of the north one-half block of the 300 block of Broadway --- the existing 2 hour parking restriction would be retained the remainder of the day 4. That parking be restricted from, 7:30 to 8:30 A.M. and 4:30 to 5:30 P.M.. on the north side of West Main from Boonville Road to Douglas 5. That the traffic consultant be instructed to proceed with drawing up specifications for the traffic signals at West Main •- Dix Road intersection as approved in the current budget. 6. Parking & Councilman Riner stated that the Parking and Traffic Commission Traffic had passed "no Parking" in alley in the 100 block of Jefferson Commission, known as Handley Lune. He moved that the matter be referred back t the Parking &. Traffic Commission and that the Council instruct the Police Department to withhold until the Parking and Traffic Commission reports back to the Council. The motion passed. Finance Councilman Wildhaber moved-that-the matter of purchasing a pump foil Committee. ethyl gasoline be referred to the Finance Committee. The motion passed. Adjournment.
