Regular Council Meeting, January 6, 1969
Mayor Christy presided.
Prayer. Prayer was offered by Mayor Christy.
Roll Call. Councilmen present: Borgmeyer, IIaake, Hawes, Hiesberger, Kliegel,
Riner, Scrivner, Stone, Walther and Wildhaber.
Councilmen absent: None.
A quorum was declared present.
Approval The minutes of the meeting of December 16th were approved as received. .

Public Hearing. A public hearing was held in regard to the proposed zoning of annexed areas
B, D, E and F.
The Planning Director presented four letter-,from individuals objecting to
certain parts of the proposed zoning.
The objections were referred to the Planning and Zoning Commission.

Bldg. Mr. Michael H. Bohan, 2718 Lola Drive presented petitions objecting to the
Commissioner. construction of multiple dwelling units in the Garden View Terrace Subdivision
since annexation. ff

Mo. Transit Mayor Christy reported that the Public Service Commission had notified him

of the limousines operating between Jefferson City and Elkhurst Regional
Airport, effective/January 10, 1 969.
Planning A request was received from Norman G. Sanning to rezone property located
and on Bald Hill Road from A-1 single family district to E local Commercial district.

Public Utilities The following report of the 1'►iblic Utilities Committee was presented by its
Committee Chairman, Councilman Ilaake:
Report. Mayor Christy:
Your Utilities Committee recorrrniends the following street light installations
and changes of existing lights, if they meat with the Missouri Power and Fight
Company's Master Plan:
1. Replace all lights on Southwest Blvd. , with 6800 Lumen Mercury Vapor
Lights.
2. Install 6800 lumen mercury vapor light at the corner of Riverview Drive
and Windriver Drive.
3. Assume payment of light located in front of 107 Skyview Drive.
4. Assume payment of light located oil the corner of Geneva and Lola Drive.
5. Assume payment of light situated between 2929 and 2933 Cochise.
6. Assume payment of light located at 341 Capitol View Drive.
7. Assume payment of light located in the 2100 block of West Edgewood.
8. Assume payment of light located at 1719 Southwest Blvd.
9. Assume payment of light located on the corner of Indian Meadow Drive.
10. Assume payment of light located in the 2000 block of Old St. Louis Road.

Councilman Hawes, Chairman of the Annexation Committee, reported that his Annexation
committee had met and recommended that the City annex three pieces of Committee
property lying north of the Municipal Airport, since it is prime industrial Report.
property. Councilman Hawes moved that the report be approved. Motion passed.
The following Committee of the Who.l(• report was presented by Councilman HaakeCommittee of
"The Committee of the Whole met ai 7:00 p. m. , January 6, 1969, with all the Whole
members of the Council present. Report.
The Committee recommends that the Mayor be authorized to sign the lease
agreement with the Housing Authority for Lot No. 24 and that the City Attorney
be instructed to draw up the necessary ordinance with an effective date of the
lease being February 1, 1969.
The Committee further recommends that due to the recommendations made by
the Greater Jefferson City Committee and the Parade of Progress Committee
that the entrances and exits to the Riley Lot be established through the parking
garage and that the Capitol Avenue Exit be temporarily blocked and that
furthermore, the lot be put to use as soon as its availability is determined by
the Housing Authority.
The Mayor pro tem made a motion that the report be adopted and the report
was adopted by the full Council. "

Councilman Hawes moved that the report of the Parking and 'Traffic Commission Parking and

Changes. WHEREAS, a majority of property owners living on each of the following
described streets have petitioned the City of Jefferson, Missouri, to change
the name of their particular street,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF JEFFERSON, MISSOURI,
That the City Council deems it necessary to change the name of the following
streets:
1. Taylor Drive (Greenberry Road area) propose change to Green Meadow
Drive;
2. Porting-Schott Road (from Landwehr Hills Road to dead end) propose
change to Capitol View Drive;

3. A short un-named road extending north from the Rex Whitton
Expressway to Porting-Schott Road (Capitol View Drive) proposed
change to Roling Hills Road;
4. Sun Valley Drive (north-south portion) propose change to Sun Meadow

5. Cedar Hills Road (north-south portion) propose change to Vieth Drive;
6. Timber Lane (from intersection of Cedar Hills Road and Oakridge
Drive northerly and westerly to the intersection of Timber Lane)
propose change to Timber Trail.
BE IT FURTHER RESOLVED that this Resolution be published for seven (7) days
in the Jefferson City Post Tribune.
BE IT FURTHER RESOLVED that if, within four (4) weeks from the day of the
last publication, a majority of the resident property owners do not file with
the City Clerk their written protest against such change of name, the Council
shall, by Ordinance, change the names of the above streets in accordance with
the terms of this resolution.

22 and 15, T44N, R11W, to a point 130 feet south of the

Jeffrey Hicks. RESOLUTION
WHEREAS, it has pleased Almighty God, our Father to summon to His immortal
legions our beloved fellow citizen of Jefferson City and Cole County, Missouri,
Jeffrey Hicks, and
WHEREAS, we humbly bow to the will of Divine Providence, while ever
cherishing in our hearts the memory of his distinguished service to our Nation,
and his outstanding example to his fellow American citizens through his belief
in his Country's heritage of freedom and his willingness to give his life in an
effort to preserve that heritage. Now, therefore, be it
RESOLVED, that the City Council of Jefferson City, Missouri, at its meeting
assembled on this sixth day of ,January, in the year of our Lord, nineteen hundred
and sixty-nine, does mourn the passing of our distinguished young fellow citizen,
Jeffrey Hicks, and that we commend to all rnen his works, to God his spirit; and

of Christ--with their memorable prayer and receding from the biblical verse
from Genesis.
THEREFORE, we, the City Council of Jefferson City, applaud the masterful
flight of Apollo 8 astronauts--Frank Borman, James A. Lovell, Jr. , and
William A. Anders--for their historic mission into the unknown.
Moreover because their reading from Genesis and sharing of their prayers with
their fellow men were both timely and laudable, we commend them for their
dedication to God and their meaningful Christmas greetings.
We believe this resolution is necessary because one American has been given
nationwide publicity when site criticized the three astronauts for praying openly
on a government-financed mission. The complaint of this woman should surprise
no one, because she was the individual who was primarily instrumental in having
prayer banned from our public schools.
In conclusion, the Jefferson City Council joins with countless other Americans
in saluting the gallantry and achievements of the three Apollo 8 astronauts and
also for their publicly acknowledged deep and abiding faith in God.
