Prayer was offered by Mayor Christy, Councilmen present : Boargmeyer, Haake, Hawes , Hiesberger, Kliegel, Roll Call. Riner, Scrivner, Stone, Walther & Wildhaber. Councilmen absent: None. A quorum was declared present. The minutes of the meeting of January 20th. and the Special Meeting Approva of January 24th. were approved as received. of Minutes --------------- Lowell Nolte, Business Route 50 East , appeared representing residents Street living in a three block area between old Highway 50 and the Express- Committee way, requesting that the name of their street be changed. The matter was referred to the Street Committee . A meeting was called for February 5th. at 7:30 p.m. , in the Council Chambers . --------------- Mr. Joe Stevens, Attorney for International Telemeter, appeared to Internationa report on the progress of Cable TV. He stated that they had executed Telemeter, a contract with the Capital City Telephone Company for pole attach- Inc. ment, the FCC had granted the company a construction permit between Kansas City and Jefferson City =vcxbaft mxglvy and St. Louis and Jefferson City. They will be in operation within eight months time. He, also, stated that the company name had been changed to Athena Communications Corporation, a subsidiary of the parent company, Gulf and Western Industries , Inc . A notice was received from the Missouri Public Service Commission Mo. for a public hearing on Friday, the 28th, day of February, 1969, Transit in its hearing room in the Jefferson Building, Jefferson City, Mo. , Lines , the application of Missouri Transit Lines, Inc . , which seeks author- Inc. ity from the Commission to discontinue all bus service between the Elkhurst Regional Airport , on the one hand, and, on the other hand, Columbia and Jefferson City, Missouri . The authority which the carr- ier seeks to abandon covers the transportation of passengers , their baggage and express in intrastate commerce . Request on behalf of Steve A. and Lorretta L. Schauwecker to change Planning & the zoning of a portion of a tract presently owned by them from Zoning area A-2 Single Family residence to Area C Multiple Dwelling,was Commission referred to the Planning and Zoning Commission. A letter was received from Col. Frank Borman acknowledging the Letter - Resolution applauding the flight of Apollo VIII, as well as their Col. Frank reading from the Bible during the lunar orbit . Borman. The semi-annual request in the amount of $350. 00 for the visting Council nurse program was received from the Council of Clubs. of Councilman Riner moved that the request be granted. Clubs , The motion passed. A letter of appreciation was received from Kenneth R. Hicks , in Sgt . regard to the resolution passed by the Council expressing their Jeffrey L concern for the loss of Sgt. Jeffrey L. Hicks in Vietnam. Hicks, ---------------- i 369 Council Meeting,_February 4,_1969_ --__ _ Council of A letter of protest was received from Kenneth R. Hicks in regards Clubs. to the changing of the name of Taylor Street to Green Meadow Drive . LAGERS A check for $10,000.00 was received from International Telemeter, Fund. Inc. , pursuant to the minimum fee provision of Franchise. Councilman Hiesberger stated that the funds are to be placed in escrow in the LAGERS Fund. Street Councilman Hawes, Chairman-of-the-Street Committee, presented the Committee following report: Report. STREET COMMITTEE REPORT. The Street Committee met on January 29th, with Councilman Kliegel, Stone, Riner, Scrivner and Hawes present . The Committee voted unanimously to recommend to the Council that a sewer trunk line be constructed to serve the Tanner Bridge residents and that the project be given priority consideration. Councilman Hawes, Chairman of the Street Committee, moved that the report be approved. The motion passed. Police Dept. Mayor Christy stated that Patrolman Gary Downs had resigned from the Police Department. Councilman Scrivner moved that the resignation be accepted. The motion passed. Police A letter requesting the appointment of James W. Bush, 114 E . Whitley Dept . Street , Mexico Missouri, February 3rd. , was received from the Police Department. Councilman Scrivner moved that the appointment be approved. The motion passed. Public Councilman 11aake, Chairman of the Public Utilities Committee, pre- Utilities sented the following report: Committee February 3, 1969 Report. Mayor Christy: Your Utilities Committee recommends the following street light installations and payment of existing lights in annexed areas , if they meet with the Missouri Power and Light Company Master Plan. 1. Install 11,000 lumen mercury vapor light on corner of Dix Road and Industrial Drive to replace a 6800 lumen light. 2 . Install a new 6800 lumen light at corner of West Main and Aix Road on Dix. 3. Assume payment of light located at 1913 Old St . Louis Road, now charged to Billy M. Conner. 4. Assume payment of light located at 2118 old St Louis Road, now charged to Fred H. English. 5. Assume payment of light located at 1820 Southwest Blvd, now charged to the Reorganized Church of Jesus Christ of Latter Day Saints . 6. Turn light around to face the street in front of 2715 St. Louis Road. 7 . Install 6800 lumen mercury light at 2702 Old St , Louis Road, move one light east and one light west to fall within over- all plan. 8. Assume payment of light located at 2210 Buehrle Drive. 9. Assume payment of light located at 2037 Buehrle Drive. 10. Assume payment of light located at 2118 Buehrle Drive . 11. Assume payment of light located at 1414 Sunset Lake Road, 12. The following report of the Planning and Zoning Commission was Planning & ;; presented to the Council: Zoning January 11, 1969 Report. ;' Dear Mayor and City Council Members; At a regular meeting of the Planning and Zoning Commission which : was held on January 9, 1969 at 7: 30 p.m. , in the Board Room of the ;. Chamber of Commerce, the following items were received and acted upon. Action was as follows: 1! 1- Request from Donald L. Campbell, Trust Office of Exchange ;' National Bank acting as Trustee for Clyde Gibler to resone property located at 1009 West High Street which is now zoned for duplex pro- perties to C-Multiple Dwellings for the purpose of finishing the basement apartment. Recommend that the request be granted. 2- Rehearing on the December request of Melvin N, Champlin for rezoning of land in the Norris Drive - Livingston Drive area . Ask that the City Clerk mail Mr. Champlain a letter setting out the information that was requested of him at the December meeting of this body - Request that Mr. Champlain submit this information to the City Planner not later than Feb, 13 from the City Council to act on this request . 3- Request from Ray Roling to rezone land on Southwest Blvd, : near Route C from A-1 single family dwelling to E local Commercial . Wren to rezone approximately 5 Nacres of land in the Cole Junction area - Said tract being bounded ,, by Highway 179, Boonville Road and Grays Creek. Recommend that the Wren tract which is now zoned A - Abe rezoned to I - Light Industrial. City Clerk to request legal description from Wren - along with legal names of property owners. 6 - Request of Wilton S . Request delay to February meeting for the purpose of having Harland Bartholomew and Assoc . investigate the area and report back to P. & Z. Commission. 7 - Request of Harry Adrian (represented by David Brydon attorney) to rezone all of Adriin rock quarry tract located on Higghway 54 South and land of Jefferson Asphalt Co. located 2211 Idlewood Rd. to I - Light Industrial. Request delay to February meeting of Commission to give H & B and A. officials time to examine the area and report back to the Commission. 8 - Request of Ferd Bolhenhol to rezone land across from 'Memorial Hospital on South West Blvd. from AA to D - Multiple ,Dwellings. V�1 ___.._.�.____-__..._Regular-_._Council_ Mee.ting.,....February. 3_,_. 1.9.69. _._ Request delay to February Commission meeting to give H & B and A. officials time to examine the area and report back to the Commission. 9 - Request of Elmer Schmeitzler and James Kraus to rezone several tracts of land located in the area of Eastwood Drive, Old Highway 50 East and the Expressway from A.A. - Residential H. to F. Highway Commercial. Request extension of time to February meeting so that H & B and A. officials may have time to inspect the area and report back to the Planning and Zoning Commission. Scott Cantine of H.B. and A. attended the meeting and gave a progress report on the City Plan. It was decided by the Committee to hold a special meeting in the Chamber of Commerce Board Room at 7: 30 P.M. on February 6 for the purpose of studying in detail the proposed Zoning Ordinance and viewing and discussing the proposed Zoning Plan and to handle any other matters that may come before the meeting. Parking The following reports of the Parking and Traffic Commission were and presented to the Council: Traffic Commission The following constitutes a report of the December meeting of the Report. Parking and Traffic Commission. The Commission makes the following recommendations to the Mayor and Members of the City Council: 1. Recommend that traffic lights on High Street and on McCarty Street be left flashing on Sunday, and after 6:00 P.M. on week days, except when the downtown businesses remain open. 2. Recommend that parking be prohibited on the west side of Monroe Street for fifty (50) feet north from Woodlawn. 3. Request that the Director of Public Works contact the Housing Authority concerning parking restrictions on Elizabeth Street and Buena Vista Street. 4. Recommend that East McCarty, Old St. Louis Road, Southridge Drive (Route C) , rdlewood Road, Rockhill Road (Route 179) , Edgewood Drive, be designated as through streets . 5. Recommend a Yield Sign on Algon Road before entering Tomahawk Road. 6. Recommend a Yield Sign on Skyview Drive before entering Eastwood Drive. 7. Recommend a Yield Sign on all crossovers between divided highways. 8. Recommend a Stop sign for northbound traffic on Porting-Schott Drive before entering T intersection at the Highway connector. 9. Recommend a Stop Sign for eastbound traffic on Cedar Hills Road before entering Overlook Drive. 10. Recommend Yield Sign on Sun Valley before entering Overlook Drive. 11. Recommend that an Ordinance be adopted making all exit ramps for Ellis Boulevard and Highway 54 interchange one way. 12. Recommend that the speed limit be fifty (50) miles per hour for Business Route 50 East (East McCarty Street) from Old St. Louis Road intersection to the junction with Routes 50 and 63. 13. Recommend forty (40) miles per hour speed limit on Route C . 14. Recommend a seventy (70) miles per hour speed limit from the city limits to Ellis Boulevard interchange, and fifty-five (55) miles per hour speed limit on the balance of Highway 54. 15. Meeting held Thursday, January 23, 1969, Council Chamber, with the following members present: Chairman Crewz, Councilman Hawes, Mr. Louis Vetter, Street Commissioner Pope, Captain Patton, Director of Public Works Rackers. Also present was Lieutenant Duncan. The Commission set the next meeting for 8:00 o'clock A.M. , Tuesday, February 11, 1969. Successive meetings are to alternate between evening and morning meetings . Recommendations to Mayor and Members of City Council: 1) The Commission reviewed the December report and recommended its adoption. 2) The Commission requests speed checks from the Highway Commission at two (2) locations on Route #179, in order to further review the proper speed limit. Christy, President of the Council Councilman Haake introduced the following resolution: Resolution WHEREAS, the Mid-Missouri Regional Planning Commission has Approving prepared and approved a Budget reflecting the costs of its operationsBudget for and services to the local governmental units within the region; and Mid-Mo. WHEREAS, this local governmental unit within the region has Regional examined the approved budget and the proportionate share of the same Planning to be charged against it; and Commission WHEREAS, this unit of local government within the region desires to approve the budget as prepared and approved by the Commission, NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS : Section 1. That the City of Jefferson does , in accordance with Section 251.400, R.S.Mo. , 59 (Laws 65,2nd extra session) , hereby approves the budget prepared and approved by the Mid-Missouri Regional Planning Commission for the fiscal year 1969. Councilman Hiesberger introduced the following resolution: Resolution WHEREAS The members of the Jefferson City Fire Department have Fire faithfully carried out the directive of an earlier Council Department resolution calling for the flying of the flags in downtown Jefferson City each Saturday, and WHEREAS This is a minimal, but s mbolic , tribute to Jefferson Citians who have given heir lives while fighting for their fellowman; BE IT RESOLVED by the City Council of Jefferson City, Missouri, meeting at its regularly scheduled meeting of February 3, 1969, hereby commends the members of the Jefferson City Fire Department and other civic groups participating in the dawn to dusk installation and removal of the flags each Saturday and instructs the Clerk to send a copy of this Resolution to the Jefferson City Fire Chief so that departmental members may be made aware of the Council 's expressed appreciation. The motion passed. Mr. David Brydon, Attorney, appeared representing Elbert Raithel in Public regard to the construction of duplexes in the newly annexed area Hearing and stated that their position had not changed. He stated that the Elbert foundation was not deep enough for a single family dwelling and that Raithel if they used the footings for a single family dwelling they would be unstable. The Building Commissioner had informed Mr. Raithel that if the footings were poured, the structure was considered under construction. The footings were poured before the annexation date. Mr. Raithel appeared and stated that the purchase price of the lot was $3800 and a had invested approximately $1000 for construction.
