Haake, Hawes , Hiesberger, Kliegel, Roll Call Riner, Scrivner, Stone, Walther & Wildhaber Councilmen absent: None A quorum was declared present The minutes of the meeting of February 3, 1969, were approved as Approval received. of Minutes. Petitions, "Shall a Commission be chosen to Frame a Charter" were Petitions - presented to the City Clerk by Ed. Martin, Chamber of Commerce. Charter Form of Govt. Dr. Harold Walters attended the Council meeting with a group of Boy Scouts . Boy Scouts. Bill Patterson of Troop 1 presented certificates to the Councilmen. Ruth L. Allen requested that the 700 block of Lafayette Street be Planning & changed from single family residential zone to a duplex zone. The Zoning request was referred to the Planning & Zoning Commission. Commission. A letter of resignation was received from Leonard Moffett of the Resignation Jefferson City Police Department, effective February 28, 1969. Leonard Councilman Scrivner moved that Mr. Moffett be appointed as night Moffett. watchman for the City Hall . Motion passed. A request for the appointment of Mr. Phillip Putnam as a probation- Appointment ary patrolman, Jefferson City Police Department, was received from Phillip Captain Patton, Personnel Officer. Putnam Councilman Scrivner moved that the appointment be approved. Police Dept. Motion passed. The following was received from Mayor Christy: Library February 17, 1969 Board. To the members of the City Council: I have the honor to transmit herewith, for your consent and appro- val,, the following appointment to office: Mrs. Robert T. Donnelly, 3459 Hobbs Lane, as a member of the Jefferson City Library Board, to fill out the unexpired term of Mrs . Leon Taylor, resigned. Respectfully submitted, /s/ John G. Lale to rezone property lo- Planning & cated in the Garden View Terrace Subdivision from 1 "A" to B 112" Zoning Family Dwelling. Commission. The request was referred to the Planning and Zoning Commission. I' 3 / 7 Regular Council Meeting, February 17, 1969 Planning & A petition was received from Keith W. & Gladys Major and Robert J. Zoning and Edith Major to rezone property located at 804 Broadway from Commission. "C" Multiple Dwelling to "D" Multiple Dwelling" . The request was referred to the Planning & Zoning Commission. LAGERS. Councilman Haake moved that the $10,000. 00 in the LAGERS Fund be invested. The motion passed. Street The following report of the Street Committee was presented by Committee Councilman Hawes, Chairman of the Committee: Report. February 5, 1969 Gentlemen: STREET COMMITTEE REPORT The Street Committee met at 7 :30 p.m. , on Wednesday, February 5, 1969. Present for this meeting were: Chairman Hawes, Councilmen Riner, Scrivner, Kliegel, and Director of Public Works Rackers . Items discussed were: 1) Renaming a portion of E. McCarty - a group of property owners along E. McCarty appeared and requested the name of the north- south portion of E. McCarty Street (approximately 2000 feet) be changed to City View Drive . The Committee recommends approval of the request. 2) SuQplemental budget request - The Committee considered the request of the Director of Public Works for a supplemental appropriation to continue the operations of the Street Division. The supplemental appropriation request of $13,500 would restore part of the budget cut made at the beginning of the current fiscal year. The Committee unanimously recommends approval of the request. 3) Pavia Chestnut Street - The Committee discussed paving of the remaining portion of Chestnut Street up to Winston Drive and recommends that plans be prepared for paving this section during the coming construction season. Parking Mayor Christy explained that the Riley lot is being made a part of the Garage. Parking Garage. The Scheperle Const. Co. , was the low bidder but had submitted a change order of slightly over $1,000 for the construction of a supporting beam and ramp with the entrance in the alley and exit on Capitol Avenue. Councilman Borgmeyer moved that the bid be accepted. The motion passed. Ilic Bldgs. Councilman Riner, Chairman of the Public Buildings and Grounds & Grounds Committee presented the following report: Committee Mr. Mayor: Report. Your Committee on Building & Grounds met at 7 :15 p.m. on Feb. 17th. The following motion by Borgmeyer that the Fire Insurance policy on City Buildings and contents be renewed for the next 3 years. The motion passed. 378 Regular Council Meeting, February 17, 1969 Councilman Haake, Chairman of the Public Utilities Committee pre- Public sented the following report: Utilities February 17, 1969 Committee Mayor Christy: Report, Your Utilities Committee recommends the following street lights installations and payment of existing lights in annexed areas, if they meet with the Missouri Power and Light Company Master Plan: 1. Install 6800 lumen mercury vapor light on Southern Air Drive, to be erected on the utility pole on the Bel Air School side of Southern Air Drive , near the school' s rear parking lot. 2. Assume payment of light at Cedar Hill Road and Timberlane, now charged to B. T. Wegman, Missouri Power & Light Co. , move light across street to pole at Timberlane and Cedar Hill Road. 3. Install 6800 lumen mercury vapor light in the area behind Woodman' s and the Western Union Office. 4. Assume payment of light located at 2026 Buehrle. 5 . Assume payment of light located at 1213 Pondorosa. 6. Assume payment of light located between 2615 Mohawk and 2619 Mohawk. ' 7 . Assume payment of light located on corner of Nohawk and Redwing Drive, now charged to Ray Kleffner. 8. Install 6800 lumen mercury vapor lights located at 104 E. Circle 1913 Allen Drive, 403 Jordan, 1839 W. McCarty, 208 and 416 Hughes, Karen & Taylor Street and middle of 100 block south Taylor Street. 9. Assume payment of light located on pole located on lot just opposite Tower Court Motel, 2320 I . McCarty, now charged to Tower Court Motel . The following report of the Planning & Zoning Commission was pre- Planning & sented to the Council: Zoning February 10, 1969 Commission Dear Mayor Christy & Council Members: Reports. A special meeting of the Planning & Zoning Commission was held at 7:30 P.M. , February 6, 1969 in the Board Room of the Chamber of Commerce, the following items were discussed and acted upon. 1 - Request from Elmer Schmutzler and James Kraus to rezone several tracts of land located in the area of Eastwood Dr. , Old Highway 50 East and the U. S. 50 Expressway from A.A. residential to F. High- way Commercial. Recommend that the rezoning be limited to that portion of the land that is shown to be zoned for business on the proposed zoning map prepared by H. B. & A. - City Planner to supply the City Clerk with description of that portion of land recommended for rezoning. 2 - Request of Harry Adrain to rezone all of Adrain rock quarry tract located on Highway 54 South and land of Jefferson Asphalt Co. located 2211 Idlewood Road to I, Light Industrial. Recommend that the rezoning be limited to that portion of the tracts that is shown to be zoned I on the proposed zoning map pre- pared and amended by H. B & A. - City Planner to supply City Clerk with Plat and description of that portion of the land recommended i' 379 for rezoning. 3 - Request from Ray Roling to rezone land on Southwest Blvd. near Route C from A-1 single family to E. Local Commercial. Recommend that the land on which Mr. Roling has erected two foundations along with necessary parking area around the foundations be rezoned to D - Multiple Dwellings. Further recommend that the balance of the land be continued as AA until at such time as the H.B. & A zoning map is finally accepted. City Planner to supply City Clerk with descriptions and plats. 4 - Request of Melvin N. Champlin for rezoning of land in the Norris Drive - Livingston Drive area - Continued from last meeting. Request 30 day delay so that Champlin may produce plats, etc. , as requested. 6 - Request of Wilton S . Stanford to rezone 4 lots on Cedar Hills Road from AA residential to C - Multiple Family. Recommend that the request be denied. 7 - Request of Fred Balkenhol to rezone land across from Memorial Hospital on Southwest Blvd. from AA to D - Multiple Dwelling. City Planner to supply description and plat. Recommend request be granted. Scott Cantine of H. February 14, 1969 Dear Mayor Christy & Council Members : The regular monthly meeting of the Planning & Zoning Commission was held at 7: 30 P.M. , February 13, 1969 in the Board Room of the Chamber of Commerce, the following items were discussed and acted upon. 1 - Request from Lawrence Thoenen to rezone lots 113 to 119 inc . , of Garden View Terrace Subdivision from AA single to B- Duplex Zone. Recommend that the request be granted. 2 - Request from Major General, L. B. Adams, Jr. , for a special permit to allow installations of an antenna tower and radio equip- ment building on corner of State Route C and Cedar Hills Road. The proposed tower will be utilized to effect day to day and emergency communications for state agencies . Recommend approval of request on the condition that the City Airport Board concur in the matter. 3 - Request of Frank Landwehr to rezone recently annexed land on Business Route 50 East from AA to E - local commercial. Recommend that zoning of certain area along Old Highway 50 be changed to E. Local Commercial, Scott Cantine of H. B. & A. to supply plat and description of land to be rezoned. 4 - Request from Steven Schauwecher to change the back half of his property located 1301 E. High Street from A-2 single family dwellings to conform with the front portion of the tract which is zoned C - Multiple Dwellings. Recommend that request be granted. City Planner to supply plat and description. 5 - Continued request of Melvin N. Champlin to rezone land lying between Norris Drive and Livingston Drive be rezoned from A.A. single family to C-Multiple Zoning to be developed as per plat presented by Mr. Champlin. Recommend that the request be granted. City Engineer to pro- vide plat and description of land to be rezoned. 6 - Request of Elbert Raithel to rezone Lots 72 and 73 Section 4 Garden View Terrace subdivision from AA single family dwellings to C-Multiple Dwellings. 380 Regg _IAK_Council Meeting, Februar y_,17,,__ l969 Recommend that this immediate area shall remain zoned A-1 single family residence - further believe that this particular case would be a legal matter and it would not be at the descretion of this body to decide the legality of construction that has been started on these lots . 7 Recommend that the city furnish aerial maps of the City to the Planning and Zoning Commission. City Engineer and City Planner to provide information as to size and type of such maps . 8 - Recommend that the City Council support House Bill 265 relating to zoning by certain cities outside limits of those cities. ( copy of Bill attached hereto.) Further recommend that city officials attend hearing on this bill when it comes before committee. Scott Cantine of H.B. & A. attended the meeting. The following report of the Parking & Traffic Commission was pre- Parking & sented to the Council: Traffic PARKING AND TRAFFIC COMMISSION MEETING Commission February 11, 1969, 8:00 o' clock A. M. Report. The Parking and Traffic Commission makes the following recommenda- tions to the Mayor and Members of the City Council : 1. That bus parking be restricted on Lafayette Street, from Dunklin Street to Franklin Street, and on Dunklin Street From Lafayette Street to Chestnut Street. 2. That funds be appropriated in the coming fiscal year' s budget to modify and signalize the West Main Street - Dix Road intersection. 3. That parking be restricted on both sider of Dunklin Street seventy (70) feet West of the West curb line of Monroe Street. 4. That parking be restricted on the West side of Monroe Street fifty (50) feet north of the north curb line of Woodlawn. 5. That Jackson Street be designated a through street, for the purpose of regulating traffic at intersections . 6. That on-street parking be restricted on both sides of Elizabeth Street, from Myrtle Avenue to Edmonds Street, except where parking bays are provided 7. That parking be restricted on the west side of Myrtle Avenue one hundred (100) feet north of the Elizabeth Street intersection. 8. That on-street parking be restricted on the east side of Buena Vista, except where parking bays are provided. 9. That the present parking restriction at the Broadway Dunklin Street intersection be retained in order to facilitate the necessary traffic turning movements . The motion passed. 384 Regular Council Meeting, February 17, 1969 The following resolution was presented to the Council: Resolution - RESOLUTION Declaring WHEREAS, Section 10. 130 of Ordinance Number 7593 of the City candidacy for of Jefferson, Missouri, requires that a primary election be held Political on the second tuesday of March of each year, and Office . WHEREAS, the second Tuesday of March in 1969 falls on March 11, 1969, and WHEREAS, Section 10. 150 of said Ordinance requires that all de- clarations for candidacy for any City Office must be filed with the City Clerk no later that 5:00 p.m. , of the third Monday of the month preceding the month in which the primary election is to be held, and WHEREAS, under the terms of the aforementioned section, all de- clarations of candidacy for the primary election to be held on March 11, 1969 are required to be filed by 5 :00 p.m. , on Monday, February 17, 1969, and WHEREAS, Section 10 . 160 of said ordinance provides for a canvass of the declarations of candidacy and the adoption of resol- tions declaring unopposed candidates for City Office, other than to membership to a City Committee, as the nominee of their party to the office declared for, and declaring unopposed candidates to membership to a City Committee to be elected to membership on the City Committee of their political party, and WHEREAS, the City Council has convened at 8:00 pm. on February 17, 1969, to canvass all declarations of candidacy, and WHEREAS, from its canvass the City Council finds that each person whose name appears on Appendix "A" attached hereto is the only person who filed a declaration of candidacy for nomination to the political office on behalf of the political party shown on the Appendix, and WHEREAS, from its canvass, the City Council finds that each person whose name appears on Appendix "B" attached hereto is the only person who filed a declaration of candidacy for nomination to the political office mentioned above their name on behalf of the political office shown on said Appendix, now therefore: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: That each person whose name appears on Appendix "A" , attached to this resolution, is declared to be the candidate of the Political party appearing above his or her name at the top of Appencis "A" for the political office named at the side of the candidate' s name. RESOLVED FURTHER. that each person whose name appears on said Appendix "A" is hereby declared to be nominated by his political party to the office declared for by such person. RESOLVED FURTHER. that each person whose name appears on Appendix "B" attached to his resolution as a candidate to the City committee of the political party appearing above his or her name, is hereby declared to have been elected by said political party to the city committee of that party as the Committeeman or Committee- woman from the precinct and/or ward of the city appearing at the side of the name of such person. The following resolution was introduced by Councilman Hiesberger: Resolution -RESOLUTION Msgr. Vogel- WHEREAS, the Right Reverend Monsignor J. A. Vogelweid of weid. St. Peter' s Catholic Church in Jefferson City, will retire effective March 3rd. , 1969; and WHEREAS, Monsignor Vogelweid has served this Parish for forty-eight years and is held in high esteem and deep love by all of the people in Jefferson City; and WHEREAS, Monsignor Vogelweid has participated in all worth- while programs in Jefferson City, and has contributed inunensely to the growth, development and improvements that have been made in his beloved city, and, because of which, he and his ideas and service have meant so much to the entire community; and WHEREAS, his ability and efforts have been recognized to the extent that he has twice been accorded Papal recognition by the late Pope Lius XII, who named him a domestic prelate with the title of Right Reverend Monsignor, and made him a Protonotary Apostolic, the highest honor a Monsignor can receive, and was later appointed Vicar General of the Diocese of Jefferson City. NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, does hereby recognize the outstanding service of Monsignor Vogelweid to his Church, his home city and his state, and does extend to him every good wish for his continued good health and happiness, and the City Council is happy to know he will remain in Jefferson City, where he will continue to contribute to all civic and worthwhile programs; and BE IT FURTHER RESOLVED that the City Clerk of the City of Jefferson deliver duly inscribed copies of this Resolution to Monsignor Vogelweid and to the Most Reverend Joseph M. WHEREAS, the City of Jefferson has great pride in the Labor Organizations of our Community; and WHEREAS, their members are active in civic affairs and are loyal and firm supporters of the City and an asset to the labor movement; and WHEREAS, Local Union No. 279 has at all times proven itself to be one of our outstanding Labor Organizations; and WHEREAS, the work now being performed in a competent manner by members of Local Union 279 is being claimed by Local Union No. 562. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Jefferson, that they respectfully request Mr. Peter T. Schoemann, General President, United Association Building, Washington, D. C. , to support Local Union No. 279, a fine group of craftsmen, in their efforts to avoid being absorbed by the St. Louis based Union. Mayor Christy: THE COMMITTEE ON WAYS AND MEANS - shall examine and report on all questions referred to it relating to revenues and public debts of the City, and the interest thereon, and the administration of taxation and revenue laws. The Committee shall also inquire into and suggest. to the Council such changes, if any, as should be made in respect to existing sources of revenue, and such new revenue, if any, as in the judgment of the Committee shall be donsidered by the Council.
