Planning & A request was received from Orville and Wilda Stieferman, owners of
Zoning a lot located at 3227 South Ten Mile Drive, to change zoning from
Commission. single dwelling to multiple "C" Dwelling with a permit to install a
beauty salon in the building. The request was referred to the
Planning and Zoning Commission.
Refund - A request to refund Mr. Donald Coots $50.00 for an unused license to
Donald Coots .operate a service station was received from Roy W. Farmer, License
Inspector.
Councilman Haake moved that the request be approved.

I hereby submit for your approval the name of Robert Ray Brenner,
Capital View Village, to be placed on the Tire Department.
Mr. Brenner replaces Harold Creston Austin, who resigned February
26, 1969 .

Street A request was received from Architects engineers Planners, in behalf
Committee. of Mr. Harold B. Remley, for a curb opening of 65 feet on McCarty St.
The request was referred to the Street Committee. A new Office
Building is to be located at the corner of Marshalland East McCarty
Street.

The Jefferson City Police Personnel Board examined five (5)
applicants for the position of Police-Patrolman on March 5, 1969.

Councilman Scrivner moved that the appointments be approved.

A letter of resignation was received from Mary Lou Holmes, Police Resignation
Clerk, effective April 1, 1969. Police Clerk
Councilman Hawes moved that the resignation be accepted with re-
luctance.

The following report of the Finance Committee was presented by "Finance
Councilman Kliegel, Chairman: Committee
Finance Committee Meeting Report.
March 17, 1969 - 6:40 P.M.
Present: Stone, Haake, Walther, Hiesberger, Riner, Scrivner,
Wildhaber, Borgmeyer and Kliegel.
1. Riner moved Police Judge and City Collector receive $50.00 per
month salary increase.
Police Judge to receive $380.00 per month. $100.00 per month
increase and no expense account, and City Collector $750.00
per month.
The motion carried.
2. Hiesberger moved that a sub-committee be appointed to meet with
County Court to plan a jointly sponsored County - City Health
program.
The motion carried.
The following committee members were appointed to this sub-
committee: Mr. Hiesberger, Chairman, Mr. Wildhaber and Mr.
Walther, members .
3. Riner moved a supplemental appropriation of $500.00 be made to
the Health Department for insect control program.
The motion passed.
It was also reported the Park Board has pledged an amount of
$2500.00 toward the cost of insect control program in the
Park System.

The following report of the Public Utilities Committee was present- Public
ed by Councilman Haake, Chairman: Utilities
March 17, 1969 Report.
Mayor Christy:
Your Utilities Committee recommends the following street light
installations and payment of existing lights in annexed areas, if
they meet with the Missouri Power & Light Company Master Plan. The
Committee also recommends the installation of fire hydrants in the
following areas.
1. Install a fir:- hydrant on Crystal View Terrace.
2. Install six 11,000 lumen mercury vapor lights on Highway 54
outer Roadway.
3. Install three 6800 lumen mercury vapor lights on Sunset Lake
Road from 1716 to 1738.
4. Assume payment of light located at 1413 Sunset Lake Road, now
being charged to Ward Paden.
5. Install 6800 lumen mercury vapor light at the corner of Belair
Dfive and Royal Air Drive.

Committee- 'Councilman Haake referred the matter of the installation of lights
of-the- on State right-of-way on Highway 50 East to the Committee-of-the-
Whole. Whole.
March 7, 1969
Planning & Dear Mayor Christy & Council Members:
Zoning A special meeting of the Planning and Zoning Commission was held at
Commission 7:30 p.m. , February 6, 1969, in the Board room of the Chamber of
Reports Commerce for the purpose of viewing maps and plats prepared thus for
by City Planners Harland Bartholomers and Associates .
Mr. Malcom Drummond of the St. Louis office and Mr. Scott Cantine of
the Jefferson City office presented the maps and gave a detailed
briefing on their make up and purposes .
After viewing and discussing the Housing map it was voted to recommend
the adoption of same with the provision that one area between Missouri
Blvd. and Weirs Creek be changed to take in more area for renewal.
The Commission voted to recommend the acceptance of that portion of
the Central City Map which sets out the proposed location of City and
or County facilities , such as offices, police department, parking lot
and auditorium.
No other business coming before the Commission, the meeting was
adjourned at 10:00 P.M.

Dear Mayor Christy & Council Members:
The regular meeting of the Jefferson City Planning & Zoning
Commission was held at 7:30 P.M. , February 13, 1969, in the Board
Room of the Chamber of Commerce .
The following requests were studied and discussed and recommendations
are as follows :
1. Request from Major Brothers to rezone Part of Inlots 955 and 956
located on the corner of Broadway and Ashley Streets from C to D
zone.
Request 30 day delay - ask that Major Brothers be advised to present
plat or drawing showing lot lines , present usage and information on
intended use, at next regular meeting.
2. Request of James H. Lale to rezone Lot # 85, Section 4, Garden
View Terrace Subdivision from A-1 to B-2 for two family apartments.
Recommend that this immediate area bounded by Geneva, Iola, Wesley
and Ihler Streets remain zoned as single family (A-1) dwelling. This
lot is in the same block as the Elbert Raithel lot in which he re-
quested B-2 zoning.
3. Request from Wilbur Lage to rezone lots 13 to 24 and parts of
Lots 12 and 25 of the W. A. Beck Addition from A-2 residence to E-
Local Commercial.
Recommend that all of Lots 13 to and including Lot 25 of the W. A.
Beck addition be rezoned to E. Local Commerical. This area is
bounded by Williams Street on the north, Hilda Street on the West,
Beck Street on the East and and F. Highway Commercial Zone on the
South.

Meeting held Tuesday, March 11, 1969, 7:30 o' clock P.M. , in the

Council Chamber, with the following members present: Chairman Crewz,
Councilman Hawes, Lieutenant Duncan, Members Vetter, Pope, Rackers .
Dale Findlay excused absence.
The Commission makes the following recommendations:
1) Inaugurating a new traffic enforce ment procedure called SEZ
(Selective Enforcement Zone) to control speeding. The procedure
provides for white marking lines at a specified distance and
an officer with a stop watch to determine traffic speed over
the previously measured distance. The initial SEZ procedure is
being installed in the 1300 block of Rose Valley on a trial
basis.
2) Two-hour parking on the West side of the 300 block of Broad-
way Street.
3) Enacting an Ordinance regulating planting or placing of trees,
shrubs, fences, or other sight obstructions, near intersections,
including on private property.
4) Removal of Stop Sign on Beck Street at St. Mary' s Blvd. , and
installing a Yield Sign for east-bound traffic on St. Mary' s
Blvd. , before entering the Beck Street intersection.
5) Two-hour parking (7:00 A.M. to 7:00 P.M.) be installed on the
west side of Monroe Street, from Dunklin Street to Ashley
Street.
6) That the No-parking restriction on Madison Street adjacent to
the Parking Garage be retained in order to facilitate the
efficient flow of traffic.
7) The present operation of the downtown traffic signals be re-
tained.
8) That the No-parking request in the 100 block of Clay Street be
clarified as to the need for such.
9) That Loading Zones be established in the 100 block of East
Dunklin Street, the 600 block of Jefferson Street and the
300 block of East Capitol Avenue, as per applications received
in accordance with Ordinance No. 8025. The exact dimensions to
be furnished by the City Engineer.
10) The traffic problem at the Industrial Drive, Ten Mile Drive,
Route #179 intersection be referred jointly to District No. 5
of the Missouri State Highway Commission and the traffic
Consultant.
11) That traffic counts and turning movements be taken at the
Chesebrough-Ponds, Inc. , exit onto North Ten Mile Drive.
12) That two-hour parking be established on the west side of the
100 block of Lafayette Street.
13) That parking be restricted in the East-West Alley lying between
the 400 blocks of West Elm and West Dunklin Streets.

1. Install six 11,000 lumen mercury vapor lights on Highway 54
Outer Roadway.
2. Install three 6800 lumen mercury vapor lights from 1716 to 1738
Sunset Lake Road.
3. Assume payment of light located at 1413 Sunset Lake Road, now
being charged to Ward Paden.
4. Install 6800 lumen mercury vapor light at the corner of BelaiL
Drive and Royal Air Drive,

to His immortal legions our beloved fellow Citizen of Jefferson City
and Cole County, Missouri, Michael Richard Forck, and
WHEREAS, we humbly bow to the will of Divine Providence,
while ever cherishing in our hearts the memory of his distinguished
service to our Nation, and his outstanding ex ample to his fellow
American Citizens through his belief in his Country' s heritage of
freedom and his willingness to give his life in an effort to pre-
serve that heritage, Now, therefore, be it
RESOLVED, that the City Council of Jefferson City, Missouri,
at its meeting assembled on this seventeenth day of March, in the
ygar of our Lord, nineteen hundred and sixty-nine, does mourn the
passing of our distinguished young fellow citizen, Michael Richard
Forck and that we commend to all men his works, to God his spirit;
