_Regular Council Meeting, April 16, 1968
Mayor Christy presided.
Prayer was offered by Mayor Christy Prayer.
Councilmen present: Debo, Haake , Hawes, Kliegel, Scrivner and
Stone,
Councilmen absent: Hiesberger and Riner.
A quorum was declared present.
The minutes of the meeting of April 1, 1968, were approved as . Approval
received. of Minutes.
The annual report of the Estate of Mary B. Heinrichs, deceased, Mary B.
was submitted to the Council. Heinrichs

A public hearing was held on the rezoning of property owned by Public
Ferd Balkenhol, located on Southwest Blvd. , from "A-1" to ,"D" . Hearing.

A public hearing was held on the zoning of land at Ramada Inn for Public
indoor theatres to '.'F" Highway Commercial. There was no opposition. Hearing.

A communication was received from Harold Miller, Executive Vice Mozark
President, of Mozark Enterprises, Inc. , informing the Council that Enterprises.
Mozark Enterprises, Inc. , has been unable to secure a definite
financial commitment for construction for the development of the
Dunklin-Lafayette parcels of land and meet the April 12th. deadline
as set up by the local Housing Authority.
Councilman Haake, moved that the City Clerk write a letter to
Mozark Enterprises to compliment them on their endeavor to develop
the land.
The motion passed.
A request was received to rezone the acreage of real estate known Planning &
as the Ben Schrimpf property which is bounded on the south by Ellis Zoning
Boulevard and Hough Park Road and bounded on the Cast by Chestnut Commission.

Mayor Christy:
Your Utilities Committee recommends the following street light
installations. Payment of the existing lights in annexed areas is
to be made by the City if they meet with the Missouri Power and
Light Master Plan,
1. Install one (1) 6800 lumen mercury Vapor light on the corner of
Adams and Ro-Mar Place.

The following report of the Parking and Traffic Commission was Parking &
presented by Councilman Hawes: Traffic
April 9, 1968 Commission
Report.
To: The Mayor and Members of the City Council of the City of
Jefferson
Subject: Report and Recommendations of the Parking and
Traffic Commission.
Gentlemen:
The following constitutes a report of the regular meeting of
the Parking and Traffic Commission, held at 8: 30 am, April 9, 1968.
The Commission makes the following recommendations to the Mayor
and the members of the City Council:
1. The Commission recommends that Clay Street between McCarty
Street and West High Street be made one way southbound in
lieu of the recommendation made by the Commission at its
previous meeting that the street be made a dead-end street.
2. The Commission recommends that Beck Street from Southwest
Boulevard to Williams Street be made one way north-bound.
3. Pursuant to recommendation No. 8 in the March 1968 report,
the City Engineer had traffic counts taken at West Main,
Dix Road and Boonville Road intersection. These traffic
counts and other information were sent to our traffic con-
sultant, Norman Schemmer. Based on the recommendation of
our traffic consultant, the Commission finds that the traf-
fic flow does not warrant either a four-way stop sign or a
traffic control signal. Due to the heavy traffic from
7: 30 to 8: 30 a.m. , the Commission recommends that a
patrolman be at the intersection to direct traffic during
this period. The Commission further recommends that the
intersection be widened to accommodate left turn and right
turn lanes.
4. The Commission recommends that the intersection of Tanner
Bridge Road And Ellis Boulevard be modified to improve the
sight distance at the intersection. After this modification
is accomplished by the street department, the Commission
recommends that the stop signs on Ellis Boulevard be re-
moved.
5. The Commission recommends that the stop signs on State
Street at Monroe Street be removed.
6. The members of the Commission have asked the Secretary
together with the City Engineer and Captain Patton to re-
view the federal law to see if Jefferson City can qualify
for a federal grant to PL 89-564 for traffic commission
work.
The Parking and Traffic Commission will hold a public meeting
in the City Council chambers on May 1, 1968 at 7:00 p.m. . At this
time any persons desiring to bring up any complaints concerning the
parking and traffic in Jefferson City will be heard,

Code and regulating plumbing within the City of Jefferson, Missouri,
and enacting a new ordinance prescribing a Plumbing Code for the
City of Jefferson, Missouri, providing for the administration and
enforcement thereof and providing a penalty. "
On motion of Councilman Scrivner, Bill No. 128 was read the third
time by title and placed on final passage and was passed by the
following vote as Ordinance No. 8011.
Councilman voting Aye: Debo, Haake, Hawes, Kliegel, Scrivner and
Stone.
Councilmen voting Nay: None.
Councilmen absent: Hiesberger and Riner.
Bill No. 129", Bill No. 129, introduced by Councilmen Scrivner, Haake and,
Building Hiesberger, entitled:
Code. "An Ordinance regulating the construction, alteration and equipment
of buildings and other structures in the City of Jefferson, Missouri,
providing for a building official, providing the duties and powers
of the building official, repealing Ordinance No. 7187 of the City
of Jefferson, Missouri, and all amendments thereto, and providing
penalties . "
On motion of Councilman Haake, Bill No. 129 was read the third
time by title and placed on final passage and was passed by the
following vote as Ordinance No. 8012.
Councilmen voting Aye: Debo, Haake, Hawes , Kliegel, Scrivner and
Stone .
Councilmen voting Nay: None.
Councilmen absent: Hiesberger and Riner.
The following resolution was introduced by Councilman Debo:

Street
Lights . BE IT HEREBY RESOLVED by the City Council, City of Jefferson,
Missouri, that the Missouri power and Light Company make the
following installations in accordance with recommendations presented
to the City Council by its Committee on Public Utilities, if they
meet with the Master Plan of the Missouri Power and Light Company.

Judge Wilson Administered the oath of office to all elective Oaths of
officials . Office.
Councilmen present: Borgmeyer, Haake, Hawes , Kliegel, Scrivner,
Stone, Walther and Wildhaber.
Councilmen absent: Hiesberger and Riner.
A quorum was declared present.
On motion of Councilman Stone, Councilman Haake was nominated for Election
the office of President Pro-tem. Councilman Scrivner moved that President
nominations cease and that Councilman Haake be elected by acc- Pro-tem.

Following the election, Judge Wilson administered the oath of office
to Councilman Haake.

Mayor Christy submitted the name of Ed. Pope, Tanner Bridge Road as Street

Mr. Pope was administered the oath of office by Judge Wilson.

Mayor Christy submitted the name of Dr. Robert J. Nemer, 1906 city

Mayor Christy submitted the name of Councilman Borgmeyer to replace Electrical

Mayor' s Mayor Christy presented the following recommendations to the

tions. 1) To increase the gross receipts tax on public utilities from
0.05 to 0.07 - 2/7 to Park Board, 1/7 to Airport and 4/7 to General
Revenue Fund.
2) Increase cigarette tax from 0.03 to 0.04 per pack.
3) Increase the cost of a car license when cars are traded - the
owner to pay the difference in cost of horsepower and to increase
the transfer stickers from 250 to $1.00.
He explained that this will be necessary to increase city funds as
the operation expenses are increasing every month.

Art Hochberg, Psychology Professor at Lincoln University questioned
the Council' s action on the passage of the above bills without
consulting persons at Lincoln University and to find out the basic
�i reason for riots.
An Ordinance was received from the town of New Bloomfield for Fire Contract
interchange of fire service between their town and Jefferson City. New
Mr. Rose, City Attorney, was ordered to prepare the necessary Bloomfield.

Resolution - The following resolution was presented by Councilman Kliegel: !'
ighting In recent weeks it has been brought to my attention that a
Highway 54 serious qu6sti6n of traffic safety exists on the Highway 54

Be it resolved that the Jefferson City Council ask the
State Highway Department and State Highway Commission review
this situation toward the end of implementing minimal

Negotiating Mayor Christy appointed the following Negotiation Committee to deal:
