Dunklin and Kansas from 30 feet to 35 feet.
The request was referred to the Street Committee.
Planning and A request was received from Mrs. Ellazine Schulte to rezone her
Zoning residence located at 1129 East Elm Street from a single family
Commission. dwelling to "E" Local Commercial.

The following report of the Finance Committee was presented by Finance
Councilman Hiesberger, Chairman of the Committee: Committee
REPORT OF THE FINANCE COMMITTEE TO THE MAYOR AND CITY COUNCIL Report.
JEFFERSON CITY, MISSOURI.
Monday, June 3, 1968.
The Council 's Finance Committee is continuing a series of meetings
concerning the 1968.69 fiscal budget and begs leave to report the
following on these meetings:
The Committee recommends: and take necessary action on
1. That the City Attorney investigate/the allegation that payment
has not been made to the City for that portion of the elevator
maintenance contract in City Hall by the Herman Department Store
as stipulated in the City' s Agreement.
2. That the ordinance authorizing payment of city funds for private
telephones in the homes of membersof the police department, fire
department, humane officers, and street commissioner be repealed.
3 . That the ordinance pertaining to the salary of the Judge of the
City Police Court be reviewed by the Claims, Accounts, and City
Officers Committee.
4. That the Director of the Department of Public Works review any
agreement the city may have with the Federal Government pertain-
ing to the continuance of maintenance of the siren warning system
that the city has and report his findings to the Council ' s Finance
Committee along with a copy of said agreement.
5. That the fiscal officer, in instructing department heads on the
preparation of the 1969-70 budget, requests each department head
include in his budget request explanations concerning all office
equipment maintenance contracts the city has and itemize all
equipment under such contracts.
6. That the Street Department immediately let bids for a Brush Hog
from funds remaining in this year's Department Budget. In the
event that said funds are inadequate, the Committee recommends
that the difrerence be paid from the Contingency Funds of the
current year' s Budget.
Councilman Haake asked that the report be deferred until complete
budget is submitted.
Councilman Hiesberger moved that Item No. 1 be approved. The
motion passed.
Councilman Stone moved that Item No. 6 be approved so that it could
be advertised. The motion passed.
The balance of the report was held over until the budget is
submitted.

Mayor Christy:
Your Utilities Committee recommends the following street light
installations and payment of existing lights in annexed areas , if
they meet with the Missouri Power and Light Master Plan.
1. Install 6800 lumen mercury vapor light on the north side of the
street in the 300 block of West Atchison.
2 . Assume payment of 6800 lumen mercury vapor light at 1630 S.
Taylor Drive.
3. Replace existing light in the alley between Jefferson and
Madison and Ashley and Atchison with 6800 lumen mercury vapor
light.

SUBJECT: Report and recommendations of the Parking and Traffic
Commission
Gentlemen:
The following constitutes a report of the regular meeting of the
Parking and Traffic Commission, held at 7: 30 A.M. , May 14, 1968.
The Commission makes the following recommendations to the Mayor and
the members of the City Council:
The Commission recommends the following changes , additions and
subtractions to the Parking and Traffic Code of Jefferson City,
Missouri:

ARTICLE I
GENERAL PROVISIONS
Change Section 1.020, part (4) , to read as follows:
(4) Commercial vehicle, every vehicle designed, maintained,
or used primarily or the transportation of property, which
bears the name of the owner or business prominently and
permanently displayed on the side thereof.
Change Section 1.020, part (7) to read as follows:
(7) Delivery truck a vehicle primarily used to pick up or
deliver goods , wares or merchandise, which bears the name of the
owner or business prominently and permanently displayed on the
side thereof.
�;Change Section 1.020, part (18) , to read as follows:
(18) Park or parking, the standing of a vehicle, whether
occupied or not, of erw I-se than temporarily for the purpose of
and while actually engaged in loading or unloading of passengers.
Change Section 1.020, part (32) , to read as follows:
(32) Stand or standing, the halting of an occupied vehicle
for the purpose of and while actually engaged in receiving or
discharging passengers.
Add the following section to Section 1.020:
(40) Business district,, the territory contiguous to and
including a highway when within any 600 feet along the highway
there are buildings in use for business and industrial purposes,
including but not limited to hotels, banks, office buildings,
railroad stations , stores and public buildings, which occupy at
least 300 feetof frontage on one side or 300 feet collectively
on both sides of the roadway.
ARTICLE III
TRAFFIC ADMINISTRATION
Change Section 3.050 to read as follows:
Section 3.050. Traffic accident studies. Whenever the accidents
at any particular location become numerous, the Traffic Division
shall cooperate with the Parking and Traffic Commission and the
Director of Public Works in conducting studies of such accidents and
determining remedial measures .
Add the following sections to Article III:
Section 3.100. City Traffic Engineer. The office of City
Traffic Engineer is established. The Director of Public Works shall
serve as City Traffic Engineer in addition to his other functions
and exercise the powers and duties with respect to traffic as
provided in this ordinance.
The City Traffic Engineer shall determine the installation and
proper timing and maintenance of traffic control devices , conduct
engineering analyses of traffic accidents and devise remedial
measures, conduct engineering investigations of traffic conditions,
plan the operation of traffic on the streets and highways of the
city, and cooperate with other city officials in the development of
ways and means to improve traffic conditions , and carry out the
additional powers and duties imposed by ordinances of the city.
Section 3.110. Emergency and experimental reSu ations. The
Chief of Police by and with the approval of the City Trafric
Engineer is hereby empowered to make regulations necessary to make
effective the provisions of the traffic ordinances of the city and
to make and enforce temporary and experimental regulations to cover
emergencies or special conditions. No such temporary or experiment-
al regulations shall remain in effect for more than ninety NO) days.
The City Traffic Engineer may test traffic control devices under
actual conditions of traffic.
ARTICLE IV
ENFORCEMENT AND OBEDIENCE TO TRAFFIC REGULATIONS
Delete Section 4.090, part 2 of Section 4.100 and all of Section
4.110.
ARTICLE V
TRAFFIC CONTROL DEVICES
Change Section 5.010 to read as follows:
Section 5.010. Authority to install traffic control devices.
The City Traffic Engineer shall place and maintain traffic -control
signs, signals and devices required to implement all parking and
traffic regulations of the city. The City Traffic Engineer is
authorized to place markers, buttons, or signs within or adjacent to
intersections indicating the course to' be traveled by vehicles
turning at such intersections , and such course to be traveled as so
indicated may conform to or be other than as prescribed by law or
ordinance.

When authorized markers , buttons or other indications are placed
within an intersection indicating the course to be traveled by vehi-
cles turning thereat, no driver of a vehicle shall disobey the
directions of such indications .
Amend Section 5.030, Obedience to traffic control signals , by
changing the ward signals to the word device.
Change Section 5.0 to read as follows':"
Section 5.040. Traffic control device required for enforcement
purposes . No provision ot Section I.UlU through ect on 13.010 For

against an alleged violator if at the time and place of the alleged
violation an official device is not in proper position and suffi-
; ciently legible to be seen by an ordinarily observant person.
.Change Section 5.080 to read as follows:
Section 5.080. Traffic lanes . The City Traffic Engineer is
:authorized to make tra c apes upon the roadway of any street or
highway where a regular alignment of traffic is necessary or desirable.
Where such traffic lanes have been marked it shall be unlawful
for the operator of any vehicle to fail or refuse to keep such vehi-
cle within the boundaries of any such lane except when lawfully
passing another vehicle or preparatory to making a lawful turning
movement.
Add Section 5.090 to read as follows:
Section 5.090. Stop and yield signs . The driver of a vehicle
approaching a yield sign it required for safety to stop shall stop
before entering the cross walk on the near side of the intersection,
or in the event there is no cross walk, shall stop at a clearly
marked stop line, but if none, then at the point nearest the inter-
secting roadway where the driver has a view of approaching traffic
on the intersecting roadway.
Except when directed to proceed by a police officer or a traffic
control signal, every driver of a vehicle approaching a stop inter-
section indicated by a stop sign shall stop before entering the
cross walk on the near side of the intersection, or in the event
there is no cross walk, shall stop at a clearly marked stop line,
but if none, then at the point nearest the intersecting roadway
where the driver has a view of approaching traffic on the intersect-
ing roadway before entering the intersection.
Add Section 5.100 to read as follows:
Section 5. 100. Whenever traffic is controlled by traffic control
signals exhibiting different colored lights, or colored lighted
arrows successfully one at a time or in combination, only the colors
green red and yellow shall be used, except for special pedestrian
signals carrying a word legend and said lights shall indicate and
apply to drivers of vehicles and pedestrians as follows:
(1) Green indication:
a. Vehicular traffic facing a circular green signal may
proceed straight through or turn right or left unless a
sign at such place prohibits either such turn. Vehicu-
lar traffic , including vehicles turning right or left,
shall yield the right of way to other vehicles and to
pedestrians lawfully within the intersection or in an
ad scent cross walk at the time such signal is
exM iced;
b. Vehicular traffic facing a green arrow signal, shown
alone or in combination with another indication, may
cautiously enter the intersection only to make the
movement indicated by such arrow, or such other move-
ment as is permitted by other indication shown at the
same time. Such vehicular traffic shall yield the
right of way to pedestrians lawfully within an adjacent
cross walk and to other traffic lawfully using the
intersection;
c. Unless otherwise directed by a pedestrian controlled
signal as provided in Section 5.110, pedestrians facing
any green signal, except when the sole green signal is
a turn arrow, may proceed across the roadway within any
marked or unmarked crosswalk.
(2) Steady yellow indication:
a. Vehicular traffic facing a steady yellow signal is
thereby warned that the related green movement is being
terminated or that a red indication will be exhibited
immediately thereafter when vehicular traffic shall not
enter the intersection;
b. Pedestrians facing the steady yellow signal unless
otherwise directed by a pedestrian controlled signal as
provided in Section 5.110, are thereby advised that •
there is insufficient time to cross the roadway before

a red indication is shown and no pedestrian shall then
start to cross the roadway.
(3) Steady red indication:
(a) Vehicular traffic facing a steady red signal alone shall
stop before entering the cross walk on or near the near
side of the intersection or, if none, then before enter-
ing the intersection and shall remain standing until a
green indication is shown;
(b) Unless otherwise directed by a pedestrian controlled
signal as provided in Section 5.110, pedestrians facing
a steady red signal alone shall not enter the roadway.

(4) In the event an official traffic control signal is erected
and maintained in a place other than an intersection, the
provisions in this section shall be applicable except as
those provisions which by their nature can have no applica-
tion. Any stop required shall be made at a sign or marking
on the pavement indicating where the stop shall be made,
but in the absence of any such sign or marking the stop
shall be made at the signal.

Section 5. 110. Pedestrian control signals. Whenever special

;walk" are in place such signals shall indicate as follows:
(1) Walk" Pedestrians facing such signal may proceed
across the roadway in direction of the signal and shall be
(2) kgiven the right of way by the drivers of all vehicles;

cross the roadway in the direction of such signal but any
Redestrian who has partially completed his crossing on the
walk" signal shall proceed to a sidewalk or a safety zone
while the "wait" signal is showing.
Add Section 5. 120 to -read as follows:
Section 5.120. Flashing si4nals.
(1) Whenever an illuminated flashinred or yellow signal is
used in a traffic sign or signal it shall require obedience
by vehicular traffic as follows:
(a) Flashing red (stop signal) - - when a red lense is
illuminated with rapid intermittent flashes , drivers
of vehicles shall stop before entering the nearest
cross walk at an intersection or at a limit line when
marked, or if none, then before entering the intersec-
tion, and the right to proceed shall be subject to the
rules applicable after making a stop at a stop sign;
(b) Flashing yellow (caution signal) - - when a yellow
lenne is illuminated with rapid intermittent flashes,
drivers of vehicles may proceed through the intersec-
tion or pass such signal only with caution.
(2) This section shall not apply at railroad grade crossings.
ARTICLE VI
DRIVING REGULATIONS
'Change Section 6.010 to read as follows:
Section 6.010. Speed limit; careless and imprudent drivin ,
(1) Every driver of a motor vehicle shall drive in a care ul and
prudent manner on the roadways of this city and at a rate of
speed so as not to endanger the ro�erty of another or the
life or limb of any person and shall exercise the highest
degree of care.

Amend Section 6.060, part (D) , to read as follows:
Section 6.060. Vehicles to be kept to ri ht.
(D) When being- operated at the maximum permissible speed
limit on a laned roadway with two or more lanes in the
same direction..
Amend Section 6.080, part 2, to read as follows:
Section 6.080. Turning regulations,
(2) The driver ot a vehicle shall not turn the same in a manner
to proceed in the opposite direction, commonly termed a Ifull
turn, at any intersection where traffic lights are in oper-
ation, or in a business district, or at an intersection
where a police officer is directing traffic , or at any
other place unless the movement can be made safely without
creating a hazard of collision with any other vehicle.
Amend Section 6.150 to read as follows:
Section 6.150.
Right of way• through roadways. A traffic

Section 6.170. Right of way; crosswalks . Where there is no

of a vehicle shall yield the right of way, by slowing or stopping if
''necessary, to (a) any pedestrian crossing the roadway at an inter-
section within any marked or unmarked crosswalk, or (b) any pedes-
f,', trian crossing the roadway within a marked crosswalk.

MISCELLANEOUS REGULATIONS
�i The Commission recommends that Section 7.060 be revised to
11conform with recently passed riot control ordinances.

C. On High—9—treet from Broadway to Adams Street from the
hours of 7: 30 A.M. to 5: 30 P.M. except by Police
Department permit.
ARTICLE IX
PEDESTRIANS

ARTICLE X
STOPPING STANDING AND PARKING REGULATIONS
'Amend Section 10.120 b� changing it to read as follows:
Section 10.120. Parking prohibited 'at certain times. The
':driver of a vehicle shall not park on any of the followrng roadways
!!at any time between the hours of 7:30 A.M. to 8: 30 A.M. and/or 4: 30
I!P.M. to 5: 30 P.M. on any day except Saturday, Sunday or legal
!:holidays.
10� On Broadway Street between High Street and wall Street.
20 On the north half of Capitol Avenue, east and within 160
feet, of the east curb of Jefferson Street.
(30) On the south half of Capitol Avenue, east and within 230
feet, of the east curb of Jefferson Street.
(40) On the south half of Capitol Avenue, west and within 220
feet, of the west curb of Jefferson Street.
(50) On the south half of High Street east, and within 220 feet,
of the east curb of Broadway Street.
(60) On the north half of High Street between points 100 and
250 feet east of east curb of Broadway Street.
(70) on Jefferson Street between Capitol Avenue and
Commercial Avenue.
Said areas to be used for the purpose of loading or unloading
passengers during the aforementioned periods.
,Amend Section 10.170 to read as follows:
Section 10.170. Reserved parking. The driver of a vehicle
shall not park it at any point on the following roadways except as
;hereinafter authorized:
(10) Airport Limousine. On the west half of Madison Street
between points 10 and 30 feet south of the south curb of
Capitol Avenue; provided that the operator of the Airport
Limousine, under a franchise granted by the city, may park
said vehicle within said area.
(20) County Jail. On the east half of Monroe Street south, and
within 40 feet, of the south line of Commercial Avenue;
provided that the Cole County Sheriff and his deputies
while engaged in the performance of their duties may park
a vehicle within sai d area.
(30) Police Department. On the east half of Monroe Street
south, and within 96 feet, of the south curb of McCarty
Street; provided that Police Department personnel and aw
enforcement officials may park vehicles within said area
while in the performance of their duties.

introduced and defeated.
"Amend Section 10.180 to read as follows:
Section 10. 180. Loading zones.
1. The described areas on the following roadways are load-
ing zones between the hours of 8:00 A.M. and 5:00 P.M. every day
except Sunday. The driver of a vehicle shall not park it in any
of these named. loading zones except that commercial vehicles and
trucks shall be permitted to park in these loading zones for
fifteen minutes while loading or unloading materials at the
business places in the area:

(10) w on Jefferson Street from the northeast corner and curb
line of Jefferson and High Street, north 73 feet.
(20) From the southeast corner of the intersection of Jefferson
and High Street south on Jefferson Street 52 feet.
(30) From the northwest corner of the intersection of Monroe
and High Street north on Monroe Street 51 feet.
(40) From the southwest corner of the intersection of Monroe
and High Street south on Monroe Street 52 feet.
(50) From the northeast corner of the intersection of Madison
and High Street north on Madison Street 62 feet.
(60) From the northwest corner of the intersection of Madison
Street and High Street north on Madison Street 76 feet.
(70) From the southeast corner of the intersection of Madison
Street and High Street south on Madison Street 64 feet.
(80) From the southwest corner of the intersection of Madison.
Street and High Street south on Madison Street 81 feet.
2. The described areas on the following roadways are
passenger loading zones and special loading zones . A driver of
a vehicle shall not park it in any of these named loading zones
for a longer and/or for a purpose other than prescribed herein:
(10) Governor Hotel. On the west half of Madison Street
between points 30 and 82 feet south of the south curb of
Capitol Avenue; provided that patrons of the Governor Hotel
may park in said zone for 15 minutes or less.
(20) Missouri Hotel. On the south half of High Street between
points 60 and 130 feet east of the east curb of Adams
Street; provided that patrons of the Missouri Hotel may
park in said zone for 15 minutes or less .
(30) Missouri Pacific Depot. On the north half of State Street
between the west curb of Monroe Street and a point 22 feet
east of the east curb of Monroe Street; provided that the
driver of any vehicle, other than a taxicab , discharging
or picking up passengers , baggage or express at the
Missouri Pacific Railroad Depot may park in said area for
15 minutes or less.
(40) Paul Griffen Body Shop. On the north half of Commercial
Avenue between points 180 and 234 feet west of the west

prescribed on any day, except Sunday, unless loading or

REPORT OF THE CITY COUNCIL LABOR COMMITTEE Report.
The City Council Labor Committee met on Saturday, May 25, 1968,
and the following recommendations are made in writing to the govern-
ing body in compliance with state law that became effective October
13, 1967.
The following recommendations are submitted for adoption, modi-
fication, or rejection which is the procedure outlined in the
opinion from the Attorney General 's Office.
A. The request for a salary increase in line with salaries paid by
other communities of similar size was referred to the Council' s
Finance Committee.
B. The Committee recommends the elimination of the 5 year step plan
after the first 5 years , with a raise of 100% of an officers pay
when the employee is promoted, total Department cost not to
exceed $500.00 annually.
C . We recommend that the fire fighters request for 1% longevity pay
for each year of service for a total of 20 years , 1% being
accumulative, be referred to the Finance Committee.
D. We recommend that the City provide fire truck liability insurance.
E. We recommend that the request for Hospitalization and Life
Insurance be held over for further study.
F. The committee recommends that pay for seven holidays , - New
Years, Decoration Day, Labor Day, Veterans Day, Thanksgiving
Day, Fourth of July and Christmas be approved.
G. The committee also recommends that the work week be reduced from
72 to 63 1/2 hours per week.
The committee further recommends that the city present a pension
plan for all City employees to be submitted to the people for
adoption.

Committee to engage competent legal counsel in the field of labor
relations to work with the City ' s eventual bargaining unit at a rate
not to exceed that paid by the city for other non salaried legal
