Roll Call Councilmen present: Haake, Hawes , Hiesberger, Kliegel, Riner, Scrivner, Stone, Walther and Wildhaber. Councilmen absent: Borgmeyer, absent with leave. A quorum was declared present. Approval of The minutes of the meeting; of June 3 , 1968, were approved as Minutes received. Greater Sam Cook, Chairman of the Greater Jefferson City Committee presented Jefferson the following report: City (1) The Committee recommends that the City employ a full time Committee Planning Director immediately, who has experience in urban Report. planning, a degree in engineering or architecture or a graduate degree in Urban Planning. He would need a secretary, space for office and an assistant who could probably be the Building Inspector. (2) Recommended that the Mayor appoint a committee to be coordinat- ing agency to present plan to Council on parking and trafficways . Item No. 2 was referred to the Street Committee. American An invitation was extended to the Council and City Employees to Red Cross attend an open house at the Chapter Headquarters , 817 E. High Street, on June 23rd, from 2:00 P.M. to 4: 00 P.M. , to observe its 50th Anniversary. Planning A request to rezone 5 acres of land located at the NW Corner of and Tanner Bridge Road and Ellis Boulevard from "A-1" single family Zoning dwelling to "C" multiple Family from S. W. O 'Brien. Commissi,on.The request was referred to the Planning and Zoning Commission. Refund. A request was received from Roy W. Farmer , License Inspector to refund $7. 50 to Betty Jones on the unused portion of her license. Councilman Haake moved that the refund be granted. The motion passed. Vacation A request was received from Thomas A. Vetter, representing the of Central Dairy Company, to vacate the east end of the alley known as Alley. Cedar Street from the intersection of said alley with Madison Street thence westerly 104 '4 1/2", bounded on the north by the southerly line of Inlot 814 and bounded on the south by the northerly line of Inlot 818. Milk The request was referred to the Street Committee. Inspector' s The annual report of the Milk Inspector was received by the Council. Report. A petition was received by the Council for a strong fair-housing law Fair Housing in Jefferson City. Resignation A resignation was received from Larry Ludwig, Police Officer, Larry effective June 24, 1968. Ludwig. Councilman Scrivner moved that the resignation be accepted. The motion passed. Holidays. Councilman Wildhaber moved that all city employees receive seven holidays per year and any employee who works on a holiday be reim- bursed at their regular hourly rate. Councilman Riner asked for a roll-call vote. The motion passed by the following vote: Councilmen voting Aye: Haake, Hawes , Hiesberger, Kliegel, Riner, Scrivner, Stone, Walther and Wildhaber. Council Meeting, June 17, 1968. . _ The following report of the Street Committee was presented to the Street Council: Committee The Street Committee met on Friday, June 14, 1968, at 5: 15 p.m. Report Present for this meeting were: Chairman Perry Hawes ; Councilmen Ed Kliegel and Omer Stone; Director of Public Works Ed Rackers; and Street Commissioner Ed Pope. Items discussed were: 1) The request of the Midstate Oil Company for permission to con- struct a 35-foot driveway on Madison at Ashley Street, a 40-foot driveway on Ashley Street, and a 35-foot driveway on Kansas Street at Dunklin Blvd. The Committee recommended approval of the request. ! 2) The Committee recommended approval of Carl David Monteer as Laborer, Step I, in the Sewer Division as the person approved at the May 20th council meeting did not accept the job. Councilman Wildhaber, Chairman of the Fire Department Committee, Fire Dept. reported that the VFW and American Legion will assist the Fire Committee Department in the flag flying on Saturdays and they will begin on Report. The following report of the Labor Committee was presented by Labor Councilman Scrivner, Chairman of the Committee. Committe The City Council Labor Committee recommends the following Report. requests to the governing body and suggests that all matters pertain- ing to additional costs be referred to the Finance Committee, That Mayor John G. Christy' s salary proposal be grunted, with the exception of the 5th step patrolmen. It is requested that these officers be placed in step # 2 under Mayor' s proposal if recommended individual) by Chief of Police and approval by the Mayor. (Total 9 men - 2, 646.00) That, compensation for overtime: court time in service train- ing, parades, football details , emergency caf1s , standby alerts , etc. straight time be paid. That, we recommend discontinuing present 5 step promotion system, provided officer has five years of service when promoted. We recommend that 7 days for holidays be paid if worked. We recommend the requests for, automobile, hospital insurance for officers and life insurance be referred to the Council for study. We recommend the following request be referred to the Council for further study, longevity of 1% after five (5) years service for 20 years. We also recommend consideration for 40 hour work week or over time pay after 40 hours , based on monthly work schedule. 261 days or 2,080 hours per year where amounts to no days or 170 hours a year more than some other employees before any overtime for police personnel. Parking and Traffic Commission, held at 8: 30 A.M. , on June 11, 1968. The Commission makes the following recommendations to the Mayor and Members of the City Council: 1. The Commission recommends the installation of pedestrian crossings at Chestnut and Dunklin Streets , with appropriate traffic signs. 2. The Commission recommends the request for stop sign at Locust and Dunklin Streets be denied. 3. The Commission requests clarification of the request for elimination of parking on Williams Street west of Dix Road. 4. The Commission recommends the passage of an ordinance to install a stop sign on Industrial Drive before entering Route # 179. 5. The Commission recommends removal of parking on the East side of Cherry Street from McCarty Street to Miller Street. 6. The Commission recommends parking on the North side of the 300 block East McCarty Street be restricted to two-hour parking. 7. The Commission recommends that the Department of Public Works make a traffic count on Miller Street between Clark Avenue and Vetters Lane. Respectfully submitted - Isl Michael P. Ailey, Chairman. Planning The following report of the Planning and Zoning Commission was and Zoning presented to the Council: Commission The Jefferson City Planning and Zoning Commission at official meet- Report. ing held June 13 , 1968, recommend the following action taken at said meeting to the members of the City Council and Housing Authority of the City of Jefferson for their consideration. The request of Mrs. Ellazine Schulte to rezone property located at 1129 East Elm Street from "A-2" single family dwelling to "E" Local Commercial. This residence is on the corner of East Elm St. and Clark Ave. and adjoins the Clark Ave. exit on the north and East Elm St. on the south, The Commission is in favor of this rezoning request and recommends to the Housing Authority Commissioners that they approve and change the Land Use of this lot from "A-2" Residen- tial to "E" Local Commercial and it is further recommended by the Planning and Zoning Commission that the entire area north of East Elm St. from Clark Ave. west to Locust St. and north to right-of-way of Clark Avenue exit be changed on existing Land Use and Zoning Maps of the Campus View Project from "a-2" single family dwelling to "E" local Commercial, after which time these changes as required can again be refered to the City Council and Planning & Zoning Commission for further action.
