HomeMy Public PortalAbout2001-15 Authorizing to issue a request for Proposals from Firms interested in providing Design and Construction Services re: Street SignsRESOLUTION NO. 2001-15 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA; AUTHORIZING THE VILLAGE MANAGER TO ISSUE A REQUEST FOR PROPOSALS FROM FIRMS INTERESTED IN PROVIDING DESIGN AND CONSTRUCTION SERVICES RELATING TO STREET SIGNS AND RELATED WAY FINDING SIGNAGE; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Village Council adopted the FY 2001 budget which includes a listing of the Goals and Objectives within three prioritized categories; and WHEREAS, the establishment of a Residential Street Sign Program including, the replacement of existing signs, is within the Top Priority (0-12 months) category; and WHEREAS, it is necessary to issue a Request for Proposals from firms interested in providing consultant services to design and manufacture new streets; and WHEREAS, the establishment of a citizens committee to assist the consultant and staff in the design of the street signs will facilitate the approval and implementation of the Residential Street Sign Program. NOW, THEREFORE BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA AS FOLLOWS: Section 1. That the Village Manager is authorized to issue a Request for Proposals from consultants interested in designing and construction new street signs and related wayfinding signs. Section 2. The Mayor, with the consent of Council, will appoint citizens to a Street Sign and Wayfinding Committee for purposes of assisting staff and the consultant in the design and implementation of the Residential Street Sign and Wayfinding Signage Program. Section 3. That the Village Manager and the Village Attorney are authorized to take any and all action necessary to implement this Resolution. Section 4. RASCO VILLAGE OF KEY BISCAYNE Public Notice Request for Qualifications Design and Construction of Street Signs/Wayfinding System REQUEST FOR PROPOSAL: The Village of Key Biscayne is soliciting competitive sealed proposals from qualified suppliers to assist the Village in the design and manufacture of a finished wayfinding signage system to be installed to identify streets, public areas, and related municipal signage. SCOPE OF WORK: The wayfinding package for the Village may include street signs, destination signing, traffic control signing, festival banners, and other signage as may be required by the Village. The complete scope of the wayfinding signage project shall be developed using input from the selected firm. The selected firm will assist the Village in the planning of the system, design, and manufacture the wayfinding signage program for the designated areas as identified. The firm will also be responsible for the production and printing of design specifications, drawings, providing graphic samples and specifications for all components of the sign system and to provide a finished specification book upon completion of the project. The Village will work with the firm and use its resources to provide available existing information concerning the designated area including mapping, existing sign inventory and infrastructure as it relates to installation of the signing system. The Village may install the sign system itself or have the sign system installed by an outside contractor. This will be a separate contract. The firm must demonstrate an understanding of the citizen participation process and be prepared to work with an advisory committee. PROPOSAL CONTENT/EVALUATION CRITERIA: At a minimum, the proposal shall include the following: 1. Description of the proposed approach to the project as it relates to the project scope of services. 2. Statement of the firm's experience and qualifications to perform the requested work. 3. Qualifications of staff to be assigned to the project. 4. The Proposal must be signed by a company representative authorized to bind the offeror contractually.
