The regular meeting of Council w?s held today at 5:00 P. M.
in the Council Room in the Town Fell_ and wee attended by the -
Mayor, who presided, and Councilmen Walsh, Young, Slotin, Lovell
Hosti, Town Attorney Alexander and Mr. G: R. Vinson.
The minutes of the meetings of August 10th and 30th were
reed_ and approved.
Co ?ncilmen Slotin info/wed Council that an inspection of
conditions in connection with the unfinished work to be done
in several locations was made this morning by Messrs. Attaway,
Vinson, Young, Dutton and himself, a list wPs carried and check -
ed and an understanding was €arrived at as to the work to be done
by .the Attnway Company and work to be done by the Town.
Mr. Vinson .^.-toted that Mr. W. H. Toms of the W. F. A. wrs
down yesterday >nd found the t some of the '1Wye"" plugs hod blown
out and stated that they must be corrected, Mr. Vinson stated
that he would write e letter to the Town cr1ling their attention
to this.
Councilman Slotin asked whet the nrogrsm 'rags to correct the
sewer system, Mr. Vinson stated that the Chicago Pump Compsny
:^re finished their work here, they have given additional flap
valves rnd if they work the system will function, he suggested
that a complaint be filed ui th the Chicago Pump Compsny about the
bad condition of the system that the Town expects the Chicago
Pump Compsny to reimburse the To-en for expenditures made by the
Town in en endeavor to correct these conditions. Councilman
Lovell stated that ?fir. Toms suggested having the Chiesgo Pump
Compsny notify the Town that they are through then the Town
c' n take action.
Town AttorneyAlexar der ^e asked in connection with the
bill of the Byck Electric CorTe -ny ss to who was reen onsible,
he stated that the Town is responsible to Byck, -gut that he
doesn't know who is responsible to the Town whether it is
Chicago Pump CompF:ny or J. H. McCrary Company end suggested
that Council inform them that the Town is holding them respon-
s°ible - Councilmen Slotin moved that Town Attorney Alexander be
instructed to write letters to the Chicago Pump Compsny end.

seconded end the motion pissed.
The Meyor informed Council that he had gotten nn estimate from
the Espy Company for reneirinr-~ the spaces t'hnt hrd been cut in
the asphalt streets in connec` on with the laying of the stub -
bins lines- that the estimate wes for 1k- 900.00 whereupon he had
the Public Works. department to do it at a cost between 4200.00
and 1;300.00, that so far nothing had been done towards repair-
ing the Jail :es the matter was being held up waiting for e. Con-
tractor who is now engaged' on enother ,fob, that he had gotten
en estimate from A. P. Solomon to build additional room pt the
Convict Camp but he wanted 600.00 and we furnish all materials,
it was suggested that Mr. M. A. Toette be contacted with a

view of him doing the work.
The Mayor informed Council that he had filed an application
with the ration board for n truck for the sewerage department.
but that it had not been authorized, he also stated that the matter
of having a. doctor locate on the Island should be handled fur-
ther, that the Town may•have to participate in some plan to
accomplish this or have the Army lease, ' lend or sell an am-
bulence to the.Town to partly releive the situation, Council-
man Siotin asked why buy an ambulance which would have such
little use, that it might be well if a combination Police car
and ,ambulance could be worked out and suggested that an effort
be made to get a vehicle that would be suitable for use by
the Police department and as an ambulance, Councilman Young
moved that the matter be referred to the Mayor be empowered to
act. Councilman Slotin seconded and the motion pessed.
The Mayor informed Council that Fort Screven had been placed
on the surplus list, that Colonel Carmody stated that it has
happened.before.that if the Town would get after the matter,
he believed that the government would utilize it.
%he Mayor informed Council that.thea members of the State
Highway Board would be in Savannah. on Monday the llth and that
they were being intertwined at the DeSoto Beach Hotel that even-
ing by Mr. J. J. Bouhan, and to which all the members of Coun-
cil were invited to attend.
Mayor Dutton informed Council that an application had been
filed by Mr. D. R. Davis for the position of Engineer of the
Town. The matter was referred to the Finance Committee.
Councilman Siotin read the 191 -3 Audit and stated that it
showed that the Town was in good financial condition.
A bill from Chicago Pump Company for acme parts of the
sewerage system amounting to was referred to the Town
Attorney Alexander with the recuest that he write then, to the
effect that the Town was not responsible.
Mr. Vinson had submitted a bill for ,42.25 rert of which
hovered woi4 in connection with drawing plans, specifications,
etc. which had been instructdd to do by Mayor Jones. Council-
man Siotin moved that after a copy of the plans were attached
to the invoice that they be paid. Councilmen Welsh seconded
and the motion passed.
The bill of J. C. Attaway for $867.00 was presented which
covered work done in connection with replacing the storm sewer
on 10th street some of which was torn up by J. G. Attaway Com-
peny. Councilman Young stated that an agreement had been made
with J. G. Attaway to repair part of the line for which the
Town was responsible and the Attaway had agreed to do it pro-
vided we furnish the 188 pipe that was necessary. Another bill
was presented by J. G. Attaway Company for $392.00 covering
some work done for the Town, Councilmen Siotin moved that the
bill for 1867.00 and the one for /392.00 be feferred to the
Mayor to handle with the Attaway Company to get the best ad-
justment that he could with them and also that he be empow-
ered to act. Councilman Young seconded and the motion passed.

The hill of the J. G. Attawav Company for stubbing
amounting to was upon motion of Councilman Slotin
referred to to r to handle and if it was in order he
would be authorized to pay it. Councilman Young seconded
and the motion passed.
Councilman Lovell reed ..r rt of the communication that
he had had from Southeastern Underwritters Assotation in
txzat they reccommend for fire protection purposes that a.
well on pump be placed Ft the southeastern part of the is-
land, among other suggestions. Councilman Young stated
thrt it was the intention of the Tybee Waterworks to run
another water line down 3rd Avenue pt P , later date, Council-
man stated. that Edmound J. Soloman was acting as Chief of
Fire Department at present time. Councilman Young stated
that there had been lexiety of the fire handling equipment,

would go to the fire sty tion and thake the hose -from the fire
truck, most of which has been recovered, some OCD equipment
hrs been taken away, tires have been taken off the treilor
pumps and used elsewhere, privately owned cars have been

his been misplaced.
It was decided to discontinue daily collection at the
parkingstation effective September 7 and that tolls be
collected by the Police Department just on Sundays through
September.
Councilman Slotin moved that the following taxes be

Councilman Lovell seconded the motion and the motion passed.
Councilman Slotin moved that some of the property of the
following property owners be advertised and sold for'non pay-
ment of taxes amounting to 1,44:45 for taxes delinquent to
May 1st, 1943, excepting thoes mowe only 1943 taxes.
Councilman Lovell seconded a'nd the motion .passed.

Councilman Slotin moved that bills for purchases made during
month of August for general government amounting to be paid
and bills for month of August for the stubbing aceoun amounting to
ac!�._i , and bills for the month of August for the sewerage
count amounting to 210.71 , be paid. Councilman Young seconded
and the motion passed.
Councilman Biotin moved that the following ordinance be adopted
Councilman seconded and the motion passed.
Ord#.nanoe
An ordinance to prohibit the sale of alcoholic or intoxicating
beverages, including beer and wine, within the limits of the Town
of Savannah Beach, Tybee Island, Georgia, for forty -eight hours after
the announoement of a cessation of the present hostilities against
the governments of Germany And Japan; to provide penalties for the
violation thereof; and for other'purposes.
SECTION 1. Be it ordained by the Mayor and Couneiimen of the
Town of Savannah Beach, Tybee Island, Georgia, in Council assemb-
led, that for a period of forty -eight hours after the announcement
of the cessation of the present hostilities between the United
States of America and the governments of Germany and Japan, or

with either of them, whether by armistice, surrender, or otherwise,
it shall be unlawful for any person to sell, or offer for sale,
any alcoholic or intoxicating beverage, including beer and wine,
within the limits of the said Town of Savannah Beach.
SECTION 2. Be it further ordained by the authority aforesaid
that said announcement shall be officially made by the Mayor of
said Town of Savannah Beach, or in his absence by the acting Mayor
and notice thereof shall be given to all persons who may have
licenses for the sale of said beverages in such manner as said
Mayor or acting Mayor may direct.
SECTION 3. Be it further ordained by the authority aforesaid
that all licenses issued by said Town of Savannah Beach for the
sale of said beverages shall be suspended ofr a perior of forty -
eight hours after said announcement.
SECTION 4. Be it further ordained by the authority aforesaid
that any person violating the provisions of this ordinance, shill
upon the conviction thereof, be fined not to exceed One Hundred
Dollars ($100.00), or imprisoned for not to exceed thirty (30)
days, or both, in the discretion of the Court, and any license
issued to such person or his employer for the sale of alcoholic
or intoxicating beverages, including beer and wine, may be revolked.
SECTION 5. All ordinances and parts of ordinances in conflict
herewith, be, and the same are hereby, repealed.
There being no further business Council adjourns subject to
the call of the Mayor.

The regular meeting of Council was held today at 3 :30 P.M.,
in the Council Room, and was attended by Mayor Dutton, who pre-
sided, and Councilmen Walsh, Young, Slotin, Lovell, Hosti and
Town Attorney Alexander,
The minutes of the meeting of September 7th were read and
approved.
The Mayor informed the Council that recently the War Depart-
ment had instructed the Commanding Officer at Fort Screven to pre-
pare to receive a large number of Bahamian Negros, but that pro-
tests were. immediately_•sent to Washington and they were sent to
Norfolk, Virginia instead.
