Annual Jefferson City, Mo.
Budget. June 19, 1968

The Council' s Finance Committee has completed its series of 1�
hearings concerning the 1968-69 fiscal budget, and begs leave to
11 report the following recommendations:
1. That the City Attorney investigate and take necessary
i; action on the allegation that payment has not been made to the
City for that portion of the elevator maintenance contract to be
paid by the Herman Department Store as stipulated in the City' s
agreement with the department store.
2. That the ordinance pertaining to the salary of the Judge
of the City Police Court be reviewed by the Claims, Accounts and
If City Officers Committee.
3. That the Fiscal Officer in instructing department heads onl�
it the operation of the 1969-70 budget request that each department
head include in his budget request full explanations concerning
all office equipment maintenance contracts his department has. Allit
ri equipment under such contracts is also to be itemized.
4. That the ordinance authorizing payment of City funds for
1. private telephones in the homes of members of the Police Departmen6,
Fire Department, Humane Officers and Street Commissioner be re-
pealed.
5. That the fogging of mosquitoes be continued in emergency
areas to the extent that funds are appropriated and that the
Director of the Department of Public Health notify the Jefferson
City Park Board that the Council expects and requests that they
pay the proportionate share of costs for fogging within the City
Parks.
6. That the position of Acting Planning Director be established
j and that the present Building Commissioner be appointed to that
office with the understanding that the Federal Government is to
participate in the payment of his salary. If
7 . That the City Fiscal Officer consult with the Missouri
Municipal League and draw up specifications and let bids on the
total recodification of the City' s Ordinances as appropriated in
li the Administrative and Legislative budget.
8. That the City Clerk determine which two weeks of the month(
Miss Libby Tihen, in her office, can be released to work in the
office of the City Fiscal Officer and that such arrangements be
made with the Fiscal Officer.
9. That the position of Janitor, City Hall, be established at
the pay of $266.00 per month for a forty-hour week, and that his
duties be established and supervised by the Acting Planning
Director.
10. That a person other than a present city employee be hired
il as Civil Defense Director for the City at $50.00 per month.
11. That the position of full-time Inspector within the
Engineering Division of the Department of Public Works be establis'hed
1; at the salAry .approved in the Department' s budget.
12. That the following seven days be approved as Holidays for jl
all City employees: New Year' s Day, Decoration Day, Labor Day,
Veteran' s Day, Thansgiving Day, 4th. of July and Christmas.

No loss of pay is to be suffered by any employee
expected to work on the above holidays, and these
holidays shall not affect the present Kelly days
approved for the Fire Department.
The above holidays are to be considered the only '
authorized holidays for which City employees may have
time off or be paid for.
13. That no City funds are to be utilized in the future for
purchase of color television sets for fire stations, as was done
in the Industrial Drive Station.
14. That the present Housing Inspector be placed in the firstil
bracket of the newly created position of Acting Building Inspector.��
15. That the City Fiscal Officer re-evaluate the appropriation
needed for supervisory wages in the City Assessor' s budget and re-
port his recommendations to the Council on projected needs in that !;
category no later than the end of the first quarter of the fiscal
year.
16. That no department head is to spend more than appropriated
for each category within his budget and that the Fiscal Officer
notify the department head if a proposed expenditure will exceed
the funds remaining in said category.
17. That the Airport Manager forward itemized quarterly �!
reports of the airport' s income, expenditures and operations by
mailing a copy to each member of the Council.
18. That the question of establishing separate brackets for �I
members of the Detective Division of the Police Department be re-
ferred to the Police Personnel Board with a request that they con-
sider whether the position should be established, the salaries for !'
said positions , and the tests to qualify for a said position, and
that they report their findings to the Council.
19. That departments appropriated funds for new notor
vehicles, in all cases except the Police Department, defer the i1
purchase of said vehicles until January 1, 1969, and that the Polic;b
Department trade in all vehicles in multiples of three; and that
the specifications for such vehicles state that the horsepower of t1h, e
engine shall be reduced to 265 horsepower so that the vehicles may !
0ae regular gas and that the Department avail itself of gasoline
purchased and stored by contract by the City.
20. That Tires for all motor vehicles of the City be pur-
chased by the Fiscal Officer by letting bids for tires on a con-
tract basis with the low bidder storing said tires until needed
by the Departments.
21. That the position of City Sanitarian be established !!
and that the categories of Restaurant Inspector and Milk Inspector Ii
be abolished. �f
22. That the Scriven Report on salaries be accepted for the
Police, Fire and Street Departments. That those Patrolmen-Police-
men within that Department with more than five years experience be
placed in the second bracket of their category; and that all other l
members of the Department be placed in the first bracket.
That all Firefighters in that Department with more than five j
years experience be placed in the second bracket of their categories
and that all other members of the Department be placed in the first`.
bracket.
It is understood that the Chiefs of both Departments are to ;I
be placed in the second bracket of their category.
23. That the City Attorney be instructed to have ordinances
in preparation for presentation to the Council, typed by the Office;
of the City Clerk.
24. That the minimum hourly rate paid for part-time City
( employees, as outlined in Sections 6 through 9 of the present
` ordinance on salaries, be raised from$1. 57k per hour to the Federal;,''
minimum wage established.
25. That the administrative branch be reminded that Section
4 of the present City Salary Ordinance reads ;

26. That a copy of the salary ordinance as revised as a result

the City Clerk to each member of the Council as passed in final

men will be paid one and one-half (1k) times the regular pay. }
The Manager of the Transit Authority will establish the work of
this department' s employees.

FINANCE COMMITTEE REPORT
Your Finance Committee considered a request from the employees
in the Health and Welfare Department for a salary review and
agreed to uphold a motion passed at a previous finance committee !
meeting regarding the Salaries of the Vector Sanitarian and Milk j
Sanitarian.
Motion passed that W. S. Stanford, part time Assistant Sani-
tarian be paid at a rate of $200.00 per month for 10 working days. �+
The Committee approved a motion to establish the following
brackets for the collector clerk in the collector' s office.

June 24, 1968
The Committee met with representatives of Police DepartmentI

and agreed on the Mayor' s Salary Committee recommendations and s!
recommended the Nine patrolmen who are not in Step 5 of present 'i
salary schedule be placed in Step of the revised plan- at a salary !�
l of $5 ,736.00.
The Finance Committee chairman was instructed to contact the
Mayor's salary committee in reference to Salary brackets of the '
Police Clerk. a
Payment of Court time to members of the police Deartment was 4
approved. Estimated annual cost of this item was placed at $4,500. �!

Compensation for overtime for In-Service Training, Parades,
Football games, Emergency calls, Standby alerts, will be held over
for future study.
Overtime pay after 40 hours referred to the Council' s Police
Committee and Police personnel Board.
Hospital and Life Insurance and Longevity pay held over for
further study.
Mr. Haake stated that unless new revenue measures were found, the
City would have a deficit of some $27,000.00 by November of 1969.
Mr. Kliegel, Chairman of the Finance Committee, moved that the
reports of the Finance Committee and the annual budget, as submitted,
be approved.
The motion passed by the following roll-call vote:

and all other Ordinances of the City, or parts thereof, in conflict
herewith."

Resolution. The following resolution was presented by Mayor Christy:
Planning RESOLUTION
Director.
WHEREAS, the City Council of the City of Jefferson, Cole
County, Missouri, has, by Ordinance, provided for the creation of

' an official City Planning and Zoning Commission in conformity with
the Missouri Statutes; and
WHEREAS, the members of such City Planning and Zoning
Commission have been duly appointed; and
WHEREAS, said City Planning and Zoning Commission is now duly
constituted and operating; and
WHEREAS, said Commission has determined that for the orderly
future growth of the City of Jefferson and to prevent the spread
of blight, it is necessary that a comprehensive plan be prepared;
and provision made for a continuing planning program; and
WHEREAS, said Commission has requested the City of Jefferson
to request the Department of Community Affairs (the official state
planning agency for the State of Missouri) to enter into a contract
with the Department of Housing and Urban Development for Urban
Planning Assistance for the City of Jefferson, Missouri, under the
, provisions of Section 701 of the Federal Housing Act of 1954, as
amended; and
WHEREAS, said contract was entered into on the 29th. day of
February, 1968 and
WHEREAS, the City Council of the City of Jefferson did create
a Department of Planning within the City government and did appoint
an Director of Planning; and
WHEREAS, the City of Jefferson has a population of less than
50,000;
NOW, THEREFORE, BE IT RESOLVED that the City of Jefferson,
Missouri, request that the Department of Community Affairs make
additional application to the Department of Housing and Urban
Development for Urban Planning Assistance to aid the City of
. Jefferson, Missouri, in financing the Department of Planning.
BE IT FURTHER RESOLVED that the City of Jefferson, Missouri,
provide one-third of the cost of the proposed planning budget,
an amount not to exceed $4,532.00 and agree to provide for a con-
tinuing planning program. The proposed planning budget is herewith
attached and is a part of this resolution.
I, Margaret Christian, Clerk of the City of Jefferson, Missouri,
do hereby certify that the above is a true and cYrect copy of a
resolution passed at a council meeting on the day of June, 1968,

Councilman Wildhaber moved that the Lions' Club be allowed to use ., Fire
a surplus vehicle that had been converted into a Fire-fighting Protection.
unit, (to be operated by former Fire Chief John Sullivan) at their Lions ' Club
annual Festival, and that the City assume no obligation as far as Festival.
any liability concerned in the use of said vehicle; that it must
be agreed to by the Lions Club that any liability in moving the
vehicle to the grounds , while on the grounds and returning the
same, be the direct and sole responsibility of the Lions Club.
