Regular Council Meeting, September 3, 1968
Mayor Christy presided.
Prayer. Prayer was offered by Mayor Christy.
Roll Call. Councilmen present: Borgmeyer, Haake, Hawes, Hiesberger, Kliegel, Hiner,
Scrivner, Stone, Walther and Wildhaber.
Councilmen absent: None.
A quorum was declared present.
Approval The minutes of the meeting of August 19th were approved as received.

Opening of The following bid was received for the improvement of Franklin Street:
Bids - Roy A. Scheperle Const. Co ------$4362. 25
Franklin St. Councilman Hiner moved that the bid be accepted. The motion passed.
Housing Mayor Christy asked that the Council approve using the money received from
Authority. the Housing Authority in the amount of $4694. 81 which was received in lieu of
taxes. The funds are needed on the Dunklin Street Project.
Councilman Borgmeyer moved that the funds be placed in the Public Streets
and Expressways Fund. The motion passed.
Appointment Director of Public Works, Edwin Rackers, submitted the name of Betty Joe Treese
Secretary to 705 Ihler Road, for the position of Secretary in his office, She is to start in
Dir. of Public Step 1 of the pay scale.
Works. Councilman Borgmeyer moved that the appointment be approved. Motion passed.
Petition - A petition was received from property owners requesting that the Cedar Street
Cedar St. Alley not be closed.
Alley. Councilman Hiner moved that the petition be filed. Motion passed.

Fire Comm. The following report of the Eire Committee wall presented by Councilman
Report. Wildhaber:
1 . The Committee reconinlends that the city owned property located on Ellis
Blvd. and Peach 'free Urive be accepted as the sight to build the new Fire
Station for "Area 13". They further recommend the station be built on the west
end of the lot.
2. The committee also recommends the employment of the architect having
the contract for the stations to begirt preliminary drafting and studys. They
further recommend that the station be built for an overall cost of $75, 000.
3. The Committee recommends that the use of the Fire Department and
equipment to install lights and flag pole ropes be discontinued. They also
recommend the practice of removing cats from trees by the Fire Department be
discontinued and that such calls be referred to the Humane Office for removal.
4. The Committee recommends since the person that has been servicing our
radio equipment has sold out that the maintenance contract on the two-way
radio equipment be redrawn and rebid.
5, The Committee recommends that all areas being voted on for annexation
In November be given immediate fire service. In giving this service not more
than one truck be sent outside of the present city limits at any given time. The
trucks to go out on a first call first serve basis. In the case where there are
two calls at one time, the Chief use his best judgement on which would be more
dangerous toward human life be serviced first.
Councilman Wildhaber moved that the report be approved.
Councilman Hawes asked for a division of the question on Item No. 5.
After much discussion Councilman Wildhaber moved that Items 1, 2, 3, and 4
be approved. Motion passed.
Councilman Borgmeyer moved that all areas being voted on for annexation in
November be given immediate fire protection.
Councilman Hawes asked for a roll-call vote.
The motion passed by the following vote.
Councilmen voting Aye: Borgmeyer, Haake, Hiesberger, Kliegel, Hiner,
Scrivner, Stone, Walther and Wildhaber.
Councilmen voting Nay: Hawes.

The following report of the Public Utilities Committee was presented by Public Utilities
Councilman Haake: Comm. Report.
Mayor Christy:
Your Utilities Committee recommends the following street light installations
and payment of existing lights in annexed areas, if they meet with the Missouri
Power and Light Master Plan,
1, Install 6800 lumen aYaercury vapor light across from 813 ])our
las Drive.
2. Install 6800 lumen mercury vapor light in front of Bill Roark home on
Allen Road.

"The Executive Committee of the Mid Missouri Regional Planning Commission Planning Comrn
met August 21 at the Fulton City Hall with Mayor George Nicklaus of Columbia Report.

Mr. Heffner of the Department of Community Affairs briefly outlined the work
of several other commissions.
A motion was made that the Chairman appoint a sub-committee to submit a
tentative budget for the operations of the Commission until the opening of the
now fiscal year. The following were appointed:
Mayor Snyder of Mexico, Chairman
Judge C. W. Stock, Presiding Judge Moniteau County
Larry Hwike of Jefferson City
This sub-committee will convene in Mexico on September 4 at 7:30 p. m.
The Department of Community Affairs was requested to submit a list of
planning consultants who would be available to the Commission in order
that interviews could be set up. The ComITlission briefly discussed various
aspects of overall planning; and decided to hold ►nonthly naecting;s in Fulton
temporarily until a permanent location has been decided upon.
The next meeting; of the lxecut.ive Comrnitt.ce has been called for 7:30,
September 18.

Councilman Borgmeyer referred the matter, of "Yield Right of Way" signs Parking and

Councilman Borgmeyer presented a petition requesting the removal of a wall Street
located on the corner of Tomlee Road and Allen Road due to its being a traffic Committee.

The petition was referred to the Street Committee.

Parking and Councilman Hawes referred the matter of investigating the possibility of signs
Traffic .placed on Payne before entering Green Berry Road to the Parking and Traffic
Commission.
Police Board Councilman Hawes referred the matter of expanding the duties of the Police
Committee, Personnel Board to take over in assigning duties in the Police Department
to the Police Board Committee.
Public Utilities';: Councilman Borgmeyer referred the matter of a street light to be placed on
Comm. Pamela Street 50' north of Swifts Highway on the first pole to the Public
Utilities Committee.
