Regular Council Meeting, September 16, 1968
Mayor Christy presided.
Prayer was offered by Mayor Christy. Prayer.
Councilmen prevent: Borgmeyer, Ilaake, Ificsberger, Kliegel, Riner, Scrivner, Roll Call,
Stone, Walther and Wildhaber.
Councilman absent: Hawes, absent with leave.
A quorum was declared present.
The minutes of the meeting of September 3, 1968, were approved as received. Approva
of

A petition was received from residents on Tanner Bridge Road, requesting Petition
the City Council to take the necessary steps to extend the sewer main so that Sewer on
they can attach to the City's Sewer System. Tanner
Mrs. E. B. Kinder and Richard Keown were spokesmen in favor of the petition. Bridge Rd.
A petition was received in regard to the dray license. The petition was License
referred to the License Committee. Committee.
A public hearing was held in regard to the rezoning of land lying generally south Public
of the Interco Warehouse and Southwest of Von Hoffman's Building from District Hearing.

There was no opposition.
A public hearing was held for the rezoning of land lying between U. S. Highway Public
50 and St. Mary's Blvd. , from District "A-111 to "burr Hearing
There was no opposition.
A public hearing was held for the rezoning of land west of Dix Road, South of Public
U. S. highway 50 from "A-1" to "h". Hearing
There was no opposition.
A public hearing was held to repeal paragraph 2 of Section 1102 of Ordinance Public
No. 5880 in regard to advertising billboards. Hearing.
There was no opposition.
The following; hids were received for liability insurance for the Fire Department. Fire
Central Missouri 'Trust Comp any--------------- ---------$1, 052. 00 per year. Committee.
Fred Vogel Inwwanee Co- --------- ------------------- 762. 00 per year.
The bids were referred to the 10ire Committee for study.
A request was received from Clyde J. Popp for a refund in the amount of Refund.
$20. 84 on the balance of his i-nerrhants license, due to the fact that lie was
forced to cloud his business.
Councilman Scrivner moved that the refund be allowed. The motion passed.

Councilman Scrivner, Chairman of the Police Committee, reported that no Police
action was taken on Councilman Hawes request as the Committed was not clear Committee
as to what was wanted. Report.
The following report of the Public Utilities Committee was presented by Public
Councilman Haake: Utilities

Your Utilities Committee recommends the following street light installations Report.
and payment of existing lights in annexed areas, if they meet with the Missouri
Power and Light Master Plan,
1 . Install 6800 lumen mercury vapor light in the 1000 block of Westwood Drive.
2. Install 6800 lumen mercury vapor light on Pamela to be located on second
pole south of Swifts Highway, approximately 125' .
3. Install 6800 lumen mercury vapor light on the west side of the 200 block
of Bolivar at the alley.

Transportation Mayor Christy submitted the names of R. Dale Findlay, Parking and Traffic
Planning Commission; Thomas H. Benton, Planning and Zoning Commission; and
Committee. Edwin Rackers, Jr. , Director of Public Works as members of the Transportation
Planning Committee.
Councilman Riner moved that the appointments be approved. The motion passed.
Planning and The following report of the Planning and Zoning Commission was presented
Zoning Comm. to the Council:
Report. "A meeting of the Planning and Zoning Commission was held last evening in the
Board Room of the Chamber of Commerce for the purpose of reviewing the plans
and reports made thus far on the Comprehensive City Plan by Harland Bartholomew
and Associates. Mr. Scott Cantine presented the plans and explained how and
why certain figures and decisions were made. Mr. Clifton Jett of the Missouri
State Highway Commission attended the meeting on behalf of the Highway
Commission.
It was recommended by the Commission that the current and proposed Land Use
Plan and the Employment and Population figures as presented by Mr. Cantine
be accepted.
No other business came before the Commission. "

Property, into Ordinance Number 5880, by rezoning certain specifically described land

Resolution - The following resolution was introduced by Councilman Haake:
Street Lights. RESOLUTION
BE IT HEREBY RESOLVED by the City Council, City of Jefferson, Missouri,
that the Missouri Power and Light Company make the following installations,
in accordance with recommendations presented to the City Council by its
Committee on Public Utilities, and adopted by the City Council on September 16,
1968.

Resolution - The following resolution was introduced-by Councilman Hiesberger:
Lohman's RESOLUTION
Landing. BE IT RESOLVED that the City of Jefferson, Missouri, earnestly requests and
urges the State of Missouri to preserve and protect the building known as
"Lohman's Landing" and that, in consultation with public and private agencies,
steps be taken to bring forth its restoration and its ultimate use to provide a
maximum benefit and enjoyment for its people of this State.
