A quorum was declared present.
A I oval of Councilman Hiesberger offered the following correction - Page 295,
Minutes, line 35 by striking $355.00 and inserting in lieu thereof "not to
exceed $600.00" .
The minutes of the meetings of October 7 and October 15, were
approved as received.

Street Councilman Hawes , Chairman of the Street Committee, presented the
Committee. following from the Director of Public Works :
Mr. Larry Bates who was the Assistant Street Commissioner prior to
entering military service has now completed his tour of duty and
desires to be reinstated with the Street Division. The ,job title of
Assistant Street Commissioner has been eliminated from this year' s
Ordinance. Therefore, we will have to classify him as a Leadman Step
#4, with an annual salary of $5910.00. He was earning $5408.00
when he was drafted two years ago.
I am, also, submitting Mr. George Reinhard of 428 E. Ashley for
approval as a Chainman, Step 1, in the Engineering Division as a
replacement for Mr. Roy Ramsey who left in September to re-enter
school.
I would appreciate if these two men could be submitted and approved
at Monday' s Council Meeting.
Councilman Riner objected to the hiring of George Reinhard until it
had the approval of the Street Committee, he then moved that the
Street Commissioner be given the power to act on the reinstatement
of Larry Bates .
The motion passed.
Finance Councilman Hawes presented a request from the Director of Public
Committee. Works in regard to the employment of a resident engineer to oversee
the construction of the Sewerage Treatment Plant or to utilize
Horner & Shifrin' s resident engineer until such time as the City is
able to hire another qualified engineer for this project.
The request was referred to the Finance Committee.
Planning The following report of the Planning & Zoning Commission was pre-
& rented to the Council: October 11, 1968
Zoning Mayor Christy & City Council Members :
Commission At a regular meeting of the Jefferson City Planning & Zoning
Report. Commission which was held at 7:30 P.M. in the Board Room of the
Chamber of Commerce last evening, the following zoning requests were
discussed and acted upon, and recommendations are as follows :
1. Request of Martin Oidtman to rezone Sunset Lake and land
within the boundries of Sunset Lake Road.
Recommend that a strip of land 150 ft. in depth (measured
from the centerline of Sunset Lake Road in a southwesterly direction
extending along the northeasterly portion of Sunset Lake Road from
Route 6, to the centerline of the portion of Sunset Lake Road that
extends east and west over the dam be rezoned to E-District.
2. Request from Mrs . Mary Studer for a special permit to
operate a Beauty Shop in her home at 1410 W. Main Street.
Recommend that the request be granted.
3. Request from R. G. Willsey, Lot 3, Part 1 of Westwood
Subdivision be rezoned from A-2 to D. Multiple Dwelling, Southwest
Blvd. (908)
Recommend that the request be denied.
4. Request from Osage Outdoor Adv. Co. to rezone strip of land
between Industrial Dr. and Hwy. 50 West Expressway to F. or J.
District.
Recommend that the request be denied.
5. Petition from M. A. Holding Co. to rezone land in the 1100
block Madison Street - Part of Outlot 77 - on east side of Madison
between Woodlawn and Franklin from B two Family Dwellings to E Local
Commercial for the purpose of constructing a new Nursing Home.
Recommend that the request be granted.
T. Scott Cantine of Harland Bartholomew and Associates attended
the Meeting and gave a report of progress being made on the Compre-
hensive Plan.

Gentlemen: Commission
The following constitutes a report of the regular meeting of Report.
the Parking & Traffic Commission, held at 7: 30 o' clock A.M. , Oct.
15th. , 1968. The Commission makes the following recommendations to
the Mayor and Members of the City Council:
1. Recommends parking meters be installed in the 400, 500 and
600 block of East High Street and on the east side of Adams Street
between Capitol Avenue and High Street.
2. Recommends that Yield signs at the intersection of Carol
and Rose Valley be replaced with Stop signs, and further recommends
that sidewalks be installed on both sides of Carol and Rose Valley.
3. Recommends that the City enact an Ordinance premitting
unlimited parking in metered spaces for service, maintenance and
repair vehicles, with the purchase of a Permit from the City
Collectof for a fee of two hundred ($200.00) dollars per year, per
vehicle.
4. Recommends that the request for a two-hour parking in the
600 block of West McCarty be denied.
5. The Commission is dropping consideration of truck parking
in residential areas.
6. Recommends Yield signs be installed at Tower Drive and
Westwood Drive for southbound traffic on Westwood Drive entering
Tower Drive and westbound traffic entering Tower Drive upon entering
the North land of Westwood Drive, and further recommends that parking
be restricted on the south side of Tower Drive from the City Limits
to Southwest Boulevard.
7 . Recommends the removal of parking on the south side of
Dunklin Street from Clark Avenue to Cardinal Street,
8. Recommends the removal of the two-hour parking zone on the
west side of the 200 block of Marshall Street.
9. The Commission recommends that the request for a twenty
mile per hour speed zone on West McCarty, between Vista Road and
Hub Street be denied, for the reason that West McCarty Street is a
thoroughfare street.

Councilman Hawes moved that Item No, 1 be eliminated. The motion
passed.
Councilman Hawes moved that the remainder of the report be approved,
Councilman Hiesberger asked for a division of the question.
Councilman Hiesberger moved that Item No. 2 be amended as follows:
by striking "Yield Signs" and inserting in lieu thereof 114-way stop
sign" be installed and inserting a period after Rosevalley and
striking the rest of the sentence.
The motion passed.
Councilman Stone moved that Item No. 3 be withdrawn. The motion
passed.
Councilman Riner moved that the word denied be striken from Item
4 and the word approved inserted in lieu thereof. The motion passed.
Councilman Hawes stated that the Parking and Traffic Commission had
no solution for Item No. 5. Councilman Hiesberger moved that the
Parking and Traffic Commission be provided with samples of
Ordinances from other cities be given to the Commission. The motion
passed.

Councilman Wildhaber moved that Bill No. 61 be placed on the informal
calendar.

Councilman Wildhaber moved that the Mayor appoint a Committee con-
sisting of five councilmen to work with the City Attorney or a
disinterested attorney to study Bill No. 61 and report findings at
the second meeting of the Council in November. Councilman Riner asked
for a roll-call vote. The motion failed to pass by the following vote:

The Council took up for consideration the matter of calling for bids Resolution -
on certain of the sewer revenue bonds of the City of Jefferson, Mo. , Directing
as authorized at an election held in said City of the 8th, day of Sale of
October, 1963. After a discussion of the subject, Councilman Riner Sewer Revenue
offered and moved the adoption of the following resolution: Bonds.
RESOLUTION TO DIRECT SALE OF BONDS
BE IT RESOLVED by the Council of the City of Jefferson, Cole
County, Missouri, that One Million, Five Hundred Thousand Dollars
($1,500,000) of bonds of said City, being part of the $5,600,000
Sewer Revenue Bonds of said City authorized at the special election
held in said City on the 8th. day of October, 1963, be offered for
sale to the highest bidder therefor on the 18th. day of November,
.1968.
BE IT FURTHER RESOLVED that said bonds be sold on sealed bids
to be filed with the City Clerk of said City at the City Hall,
Jefferson City, Missouri, at or before the hour of 8 o'clock P.M. ,
Central Standard Time, on the aforesaid date; each bid to be accom-
panied by a certified (or cashier' s) check on some solvent bank or
trust company in the amount of Thirty Thousand Dollars ($30,000) ,
to evidence the good faith of the bidder, the Council reserving the
right to reject any or all bids submitted.
BE IT FURTHER RESOLVED that bidders for said bonds be requested
to designate in their bids the price they will pay for bonds bearing

interest at a rate or rates, but not more than four different rates,
and not exceeding five per centum (5%) per annum, likewise to be
designated in their bids; provided, however, that each interest rate
so designated shall be a whole multiple of one-eight of one per
centum (1/8 of 1%) or one-tenth of one per centum (1/10 of l%) , and
that all bonds of the same maturity shall bear interest at the same
rate; and provided, further, that the spread between the highest
rate bid and the lowest rate bid shall not exceed two per centum
(2%) . No bid specifying supplemental interest coupons will be con-
sidered.
BE IT FURTHER RESOLVED that in determining the best bid sum-
mitted, the Council will take into consideration the lowest net
interest cost to the City, in dollars.
BE IT FURTHER RESOLVED that the City Clerk be and she is here-
by authorized and directed to give notice of the sale of said bonds
by mailing to all interested banks and bond houses and investment
bankers in the State of Missouri or elsewhere, a notice in sub-
stantially the following form:

CITY OF JEFFERSON,
COLE COUNTY, MISSOURI
Sealed proposals will be received by the Council of the City of
Jefferson, Cole County, Missouri, at the City Hall in said City
until the hour of 8 o' clock P.M. , Central Standard Time, on Monday
the 18th. day of November, 1968, at which time said bids will be
publicly opened for the purchase, at not less than par and accrued
interest, of the above bonds of said City.
Said bonds are to bear date of December 1, 1968, are to be of the
denomination of One Thousand Dollars ($1,000) each or Five Thousand
Dollars ($5,000) each, at the option of the purchase, and shall
bear interest at a rate or rates to be determined pursuant to sale
of said bonds , payable March 1, 1969, and semi-annually thereaftet
on September 1 and March 1 in each year. Both principal of and in-
terest on said bonds will be payable at a bank or trust company to
be designated by the purchaser, subject to approval by the Council,
and said bonds shall mature serially on March 1 in each of the years
as follows:
$10,000 in each of the years 1973 and 1974
20,000 in each of the years 1975 and 1976
25,000 in each of the years 1977 and 1978
35,000 in each of the years 1979 and 1980
40,000 in the year 1981
45,000 in the year 1982
50,000 in the year 1983
55,000 in each of the years 1984 through 1988
60,000 in each of the years 1989 through 1991

80,000 in the year 1996
85,000 in the year 1997
95,000 in each of the years 1998 through 2000
Bonds maturing March 1, 1980, and thereafter may be called in, paid,
and redeemed on March 1, 1979, or on any interest payment date there-
after, in the inverse order of their numbers, at par and accrued
interest, plus a premium of one-fourth of one per centum (1/4 of 1%)
of the principal amount of said bonds for each year or fraction there-
of between the date of redemption and the respective maturity dates
of the bonds called for redemption, such premium, however, in no
event to exceed $25.00 per bond for $1,000 bonds, or $125.00 per
bond for $5,000 bonds . Provided, further, that said bonds shall be

redeemable without a premium on March 1, 1991, or on any interest
payment date thereafter.
Bidders are requested to designate in their bids the price they will
pay for bonds bearing interest at a rate or rates , but not more than

Proposals should be addressed to the Council and should be filed
with the City Clerk on or prior to the date and hour hereinabove

check, payable to the City of Jefferson, Missouri, in the amount of
Thirty Thousand Dollars ($30,000) , to evidence the good faith of the
bidder.
Proposals tendered by mail should be addressed to the Council, City
Hall, Jefferson City, Missouri, 65101, and should be plainly marked
"PROPOSAL FOR BONDS."
The Council reserves the right to reject any or all bids, and all
bids must be made on the form supplied by the undersigned.
These bonds are being issued to provide funds for the purpose of
extending and improving the sewerage system of said City, including
the construction of a sewage treatment plant; and said bonds are
payable solely from the revenues to be derived from the operation of
said system.
These bonds are offered subject to the unqualified approval of the
legality thereof by the law firm of Charles and Trauernicht of St.
Louis, Missouri. The City will pay legal fees and will pay for the
printing of the bonds , including the printing thereon of the legal
opinion, if desired by the purchaser. Delivery of the bonds will be
made to the purchaser within fifty days after the date of sale, in
the City of Jefferson, Missouri, without cost to the purchaser. De-
livery elsewhere will be made at the expense of the purchaser.
Further, information, including the Official Statement relating to
these bonds , may be obtained from the undersigned.

BE IT FURTHER RESOLVED that the City Clerk shall attach to
each copy of the aforesaid notice a financial statement showing the

Gentlemen:
For One Million, Five Hundred Thousand Dollars ($1,500,000) , par
value, Sewer Revenue Bonds of 1968 of the City of Jefferson, Missouri,
bearing interest at the rate or rates specified below, we will pay
you

The said bonds shall bear interest as follows :

It is hereby represented that the gross interest cost, computed

It is understood and agreed by the undersigned that if there be any
discrepancy as between the actual interest cost or average interest
rate computed upon the rate or rates of interest above specified and
the interest cost or average interest rate figures hereinabove set
forth, the interest rate or rates above specified and the actual
interest cost or average interest rate computed upon said rate or
rates shall prevail.
Subject to your approval, the said bonds shall be payable as to
principal and interest at a place to be designated by the undersigned
within forty-eight hours after the acceptance of this bid. The
designation of the denomination ($1,000 or $5 ,000) in which the
bonds shall be issued likewise shall be made by the undersigned with-
in forty-eight hours after acceptance of this bid.
This proposal is subject to all of the terms and conditions of the
notice of sale, which notice, by this reference thereto, is hereby
made a part of this bid.
A certified (or cashier' s) check in the amount of Thirty Thousand
Dollars ($30,000) , payable to the City of Jefferson, Missouri, ac-
companies this proposal as evidence of good faith, and said check
shall be returned to the undersigned if this bid be not accepted,
or if the City should fail to deliver said bonds to the undersigned
in accordance with the terms of this bid; otherwise said check shall
be held by the City and shall be applied as and when the bonds are
delivered and apid for under the terms of this bid, as part payment
therefor, or be applied as and for liquidated damages in the event
that the undersigned fails to take up and pay said bonds .
This bid is for immediate acceptance.
(Note : No addition to or alteration in this proposal is to be made,
and any erasure may cause a rejection of the bid, Bids must be
filed with the City Clerk of the City of Jefferson, Missouri, sealed
at or prior to the hour of 8 o'clock P.M. , Central Standard Time,

BE IT FURTHER RESOLVED, that the City Clerk shall cause the
foregoing Notice of Bond Sale to published one (1) time in the
Bond Buyer of New York not less that fifteen (15) days prior to the :
date of the bond sale.
