Approval The minutes of the meeting of October 21st. were approved as of Minutes . received. Public A public hearing was held in regard to the land use change and re- Hearing - zoning changes of the Campus View Area for the Housing Authority. Housing There was no opposition. Authority. ----------- Opening of The following bid was received for the purchase of a City Bus: Bids - Ansel Sitton $326. 00 City Bus. Councilman Borgmeyer moved that the bid be accepted. The motion passed. Appointment. Mayor Christy presented the following to the Council: L. E. November 4, 1968 Shikles. To the Council of the City of Jefferson: I have the honor to transmit herewith, for your consent and approval, the following appointment to office: L. E. Shikles, 2214 Hillsdale, Jefferson City, Mo. Housing Authority, for a period of four years or until his successor is duly appointed or qualified, vice, reappointment. Respectfully submitted, /s/ John G. The motion passed. r Street A request was received from the Central Dairy to withdraw the Committee. request to vacate the east end of Cedar Street and in lieu thereof request is now made of the City to grant the Central Dairy an ease- ment through the air space over the east end of the alley known as Cedar Street for the purpose of locating a conveyor mechanism to connect the main dairy-plant with a new facility to be constructed by the Dairy. The request was referred to the Street Committee. Street A request was received from S. W. O'Brien for a refund in the Committee. amount of $1,800.00 for the construction of sewers. The request was referred to the Street Committee. Planning & Prints of Heritage Hill Subdivision were submitted for the review Zoning and approval of the Planning and Zoning Commission. Commission. November 4, 1968 The following was presented to the Council by Mayor Christy: Proposed October 23, 1968 New Rules. To Members of the City Council At the Council Meeting of October 21st. , I informed the Council that an amendment to the "Rules and Order of Business" would be presented in conformance with Rule 47. In accordance attached hereto is a proposed amendment to Bills laid over informally (Placed upon Informan Agenda) for your consideration. {j So that it will not be necessary to renumber the Rules, I have listed the proposed changes 16(a) , 16(b) and 16 (c) . In studying them, you may decide they should be listed 15(a) , 15(b) and 15(c) . It is a moot question where they properly belong. Please study the proposed rules carefully. PROPOSED NEW RULES 16(a) , When a bill is reached in it' s order to be agreed to and read a third time and placed upon it' s final passage, it may upon the request of the author thereof, be laid over informally, and thereafter called up at any time when otherwise in order. 16(b) . All bills laid over informally and not taken up and disposed of at the same meeting, shall appear in order upon the agenda for the regular Council Meeting following. 16(c) . If a bill laid over informally be not taken up for further consideration within three regular council meetings, after being so laid over, it shall lie upon the table and be dropped from the agenda of the Council without further action of the Council. /s/ John G. Christy Mayor of Jefferson City, Missouri 65101 According to the news media Jefferson City is planning to proceed with the construction of a sewage pumping station and a sewage treatment plant without adequate engineering supervision during construction. I wish to call to your attention Section II of Part A "Offer and Acceptance of a Federal Grant, Item G" . This assurance states as follows: "That the applicant will provide and maintain competent and adeugate engineering supervision and inspection at the project to insure that the construction conforms with the approved plans and specifications." Failure to provide adequate engineering supervision may place your federal grant in Jeopardy. Please notify me not later than November 15, 1968 the City' s plan for providing adequate engineering supervision of the project. Construction of a sewage pumping station and a sewage treatment plant is specialized construction and in order to provide a facility that will serve its intended purpose, good experienced engineering supervision is essential. Jefferson City has constructed, and it will probably be many years before another sewage treatment plant is constructed. Therefore it is important and in the long run more economical to provide adequate engineering inspection. Smith, Executive Sec. Mo. Water Pollution Board. Engineer - Proposals were received for a resident engineer for the Sewerage Treatment Treatment Facility from the following firms: Plant. Architects Engineers Planners, 113 1/2 West High, Jefferson City, Mo. Forrest Capps and Associates, 1238 W. Dunklin, Jefferson City, Mo. Councilman Hawes asked that a resident engineer be employed from the firm of Horner and Shifrin on a temporary basis, to be paid on a month to month basis. Ralph Johnson of the firm of Architects Engineers Planners stated that their firm would charge $19, 000 for inspection. and fees, the engineer to work 20 hours per week - $15. 00 hourly rate on a temporary basis. The matter was referred to the Finance Committee for a decision by November 18th ------------------ Finance The following report of the Finance Committee was presented by Chairman Committee Kliegel: Report. "The City Council's Finance Committee held a meeting on October 30th with the following Councilmen present: Vince Borgmeyer, Jerry Walther, John Riner, Omer Stone, Perry Hawes, Ken Wildhaber and Ed Kliegel. Also in attendance were George Salwozer and Ed Wisley of Horner & Shifrin, Engineering Firm, together with Ed Racicers, Director of Public Works. The Committee recommends the following: (1) Motion by Vince Borgmeyer, seconded by Perry Hawes, that the city execute an agreement with the Consulting Engineering Firm of Wilbur Smith and Associates, Inc. , of Kansas City, for traffic engineering services. The motion further recommends that Section VI of the agreement should be amended to read: "The city agrees to pay the Consultant for sustained traffic engineering service requested by the city on the basis of the per diem rate, not to exceed $125. 00 or $15. 00 per hour, as set forth in the hate Schedule attached hereto and by this reference is made it part of this agreement. Motion paused. (2) Motion by Ken Wildhaber, Hcconded by John Miner, thc►t the Council defer the hiding of it resident engineer to oversee thr construc,t.ion of the city's new sewer treatment plant. Monday, November 4, 1968 Present - Chairman Hawes, Councilmen Riner, Stone, Scrivner, Kliegel, and Director of Publics Works. Items discussed: 1) Personnel appointment, The Committee recommends approval of Mr. George Reinhard for employment, as chainman, Step I, in the Engineering Division. 2) Tree planting. The Committee considered the request of the Central Missouri Trust Company for permission to plant trees in the sidewalk area at the northwest corner of High and Madison Streets. The Committee recommends approval of the request subject to the owner assuming all liability and maintenance costs, including the collection of leaves. 3) Vacating of Sanford Street. The Committee recommends Sanford Street west west of Carter Street be vacated. 4) Lagoon site. The Committee approves the location of a proposed lagoon site to serve the Tanner Bridge Road Sewer District. Respectfully submitted, /s/ Perry Hawes, Chairman.
