The following report of the Public Utilities Committee was presented Public
to the Council: Utilities
Mayor Christy: Committee
Your Utilities Committee recommends the following street light Report
installations , if they meet with the Missouri Power and Light Master
Plan.
1. Replace three (3) existing lights with 6800 lumen mercury vapor
lights , in the 200 and 300 blocks of North Binder Drive.
2. Install three (3) new 6800 lumen mercury vapor lights on Williams
Street, between Dix Road and Blair Drive.
3. Replace existing light in alley behind the Police Station, close
to new parking lot, with 6800 lumen mercury vapor light.

The following report of the Ad Hoc Committee was presented to the Ad Hoc
Council: Committee
November 4 , 1968. Report.
Dear Colonel Christy:
The Ad Hoc Committee appointed by you to study and report on the
feasibility and practicability of integrating the Police and Fire
Departments into a Department of Public Safety at its meeting of
October 29, 1968, with all members present voted unanimously to make
the following report:
"Since the proposed merger was suggested as an economy measure
and since the Committee finds that such a merger would initially be
very costly in equipment and cross-training and would thereafter
continue to cost much more than the present two departments while
furnishing no greater or better fire and police protection than at
present the Committee advises against such integration."
Before arriving at the above decision the Committee took the
following action:
A. Held open meetings at which Mr. Robert VanArk of the Missouri
Public Expenditure Survey, Inc . , spoke and answered questions . Police
Chief Short- and Fire Chief Hunter made statements strongly urging
the proposed merger not be favorably considered by the Committee.
B. (1) Sent out questionnaires to more than forty (40) cities
and town with populations of 10,000 to 100,000 that were reported as
having or as having had integrated Police and Fire Departments . It
was felt it was just as important to know why integrated departments
were discontinued as to know why they were in effect.
(2) Twenty-five (25) replies were received; only seven (7)
presently have some form of integrated Police and Fire Departments .
Eleven (11) cities reported they had given up integrated departments
after periods of from thirty-one (31) days to thirteen (13) years .
Reasons for discontinuance varied from differences between the
departments to higher insurance rates .
C . The Committee endeavored, without success , to find a city
comparable to Jefferson City in population, situation, industry,
high rise buildings , etc . , that had integrated departments. However,
members of the Committee did visit Augusta, Kansas and Des Peres and
Town and Country in St. Louis County, Missouri.
The Committee urges adoption of its Report and begs to be
relieved.

Resolution - The following resolution was introduced by Councilman Walther:

Lights .
BE IT HEREBY RESOLVED by the City Council, City of Jefferson, Missouri,
that the Missouri Power and Light Company make the following in-
stallations in accordance with recommendations presented to the City
Council by its Committee on Public Utilities, and adopted by said
City Council on November 4, 1968.
1. Replace three (3) existing lights with 6800 lumen
mercury vapor lights, in the 200 and 300 blocks of
North Binder Drive.
2 . Install three (3) new 6800 lumen mercury vapor
lights on Williams Street, between Dix Road and
Blair Drive.
3. Replace existing light in alley behind the Police
Station, close to new parking 16t, with 6800 Lumen
Mercury vapor light.

to His immortal legions our beloved fellow citizen of Jefferson City.
and Cole County, Missouri, Lt. William Hugh Shackelford, and
WHEREAS, we humbly bow to the will of Divine Providence,
while ever cherishing in our hearts the memory of his distinguished
service to our Nation, and his outstanding example to his fellow
American citizens through his belief in his Country' s heritage of
freedom and his willingness to give his life in an effort to preserve
that heritage, Now, Therefore, be it
RESOLVED, that the City Council of Jefferson City, Missouri,
at its meeting Assembled on this fourth day of November, in the year
of our Lord, nineteen hundred and sixty-eight, does mourn the
passing of our distinguished young fellow citizen, Lt. William Hngh
Shackelford, and that we commend to all men his works , to God his
spirit; and be it further

Change.
WHEREAS, the City Council of the City of Jefferson, in the
State of Missouri, has heretofore approved the Urban Renewal Plan

for Project No, Mo. R-18, dated April 10, 1962, all in accordance
with applicable provisions of Title I of the Housing Act of 1949,
as amended, and the laws of the State of Missouri; and
WHEREAS, it has been determined that the land use of
certain tracts within said Urban Renewal Area should be changed;
and
WHEREAS, all steps required by the provisions of Section
99.430 Revised Statutes of Missouri, for 1959, have been complied
with.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF JEFFERSON, MISSOURI, AS FOLLOWS:
That the land use of a tract of land designated as
Disposal Parcel R-11, bounded on the North by the Rex Whitton
Expressway; on the South by East Elm Street; on the East by a line
parallel to and lying westerly 313 . 14 feet from Lafayette Street;
and on the West by a line parallel to and lying easterly 281.0
feet from Jackson Street be changed from Single Family Residential
to Residential-Multiple.
That the land use of a tract of land designated as
Disposal Parcel R-12 , bounded on the North by East Elm Street; on
the South by Dunklin Street; on the East by Marshall Street ; and
on the West by a line parallel to and lying easterly 104. 38 feet from
Jackson Street be changed from Two-Family Residential to
Residential-Multiple.
That the land use of a tract of land designated as Disposal
Parcels P-5 and P-6 (redesignated R-27) , bounded on the North by
