Prayer Prayer was offered by Mayor Christy. Roll Call Councilmen present: Borgmeyer, Haake, Hawes , Hiesberger, Kliegel, Riner, Scrivner, Stone, Walther and Wildhaber. Councilmen absent: None. A quorum was declared present. Approval of The minutes of the meeting of November 18, 1968, were approved as Minutes received. Opening The Acting City Clerk reported to the Council that, as previous- of Bids - ly directed by the Council, the City Clerk had mailed to all Sewer interested banks, bond houses, and investment bankers in the State Revenue of Missouri and elsewhere, printed copies of a "Notice of Bond Sale" Bonds. in relation to One Million, Five Hundred Thousand Dollars : ($1,500,000) (Fourth Offering of $5,600,000 authorized) Sewer Revenue Bonds of the City of Jefferson, Missouri, as authorized at a special election held on the 8th day of October, 1963, and the Acting Clerk further reported that to each copy of the aforesaid "Notice of Bond Sale" there was attached a printed form of a "Proposal for the Purchase of $1, 500,000 (Fourth Offering of $5,600,000 Authorized) Sewer Revenue Bonds of 1968 of the City of Jefferson, Cole County, Missouri, Dated December 1, 1968" and an 'bfficial Statement" of said City. The Acting Clerk further reported that, as previously direct- ed by the Council, the aforesaid "Notice of Bond Sale" was published in the Bond Buyer, a financial ,journal published in the City of New York. The Acting City Clerk further reported that, pursuant to the aforesaid "Notice of Bond Sale," there were filed with her, at or before the hour of 8:00 o'clock P.M. , Central Standard Time, on Monday, the 2nd day of December, 1968, three (3) sealed proposals for the purchase of said bonds, and the Acting Clerk then and there presented said sealed proposals to the Council. Thereupon, the Mayor instructed the Acting Clerk to proceed to open the said sealed 'bids and to read the same aloud in the presence and hearing of the Council and of the bidders assembled. RESOLUTION TO ACCEPT BID FOR ONE MILLION, FIVE HUNDRED THOUSAND DOLLARS ($1,500,000) (FOURTH OFFERING OF $50600,000 AUTHORIZED) SEWER REVENUE BONDS OF 1968 OF THE CITY OF JEFFERSON, COLE COUNTY, MISSOURI, DATED DECEMBER 1, 1968. WHEREAS, the bid and offer of Stern Brothers & Co. and . Report of The following report was presented by Mr. Ralph Kalberloh, Chairman Reapportion'of the Advisory Commission. on Reapportionment: meet Committee. Honorable John G. Christy, Mayor and Members of the City Council On May 17, 1968, the Advisory Commission on Reapportionment met to discuss updating the Reapportionment plan which the Commission submitted for your approval in January, 1967. The Commission concluded: That reapportionment could not be completed at that time, although Areas A and C had been annexed, Areas B, D, E & F would not be a part of the city until after the November 5, 1968, general election. To apportion, based upon anticipated voter approval would have been presumptuous and the results would be mal apportionment rather than equal apportionment. No city offices were at stake until after the general election, so reapportionment could be postponed until after the general election without affecting any city election. The Commission did not want to confuse Jefferson City voters by changing ward and precinct lines before the primary and general elections . If reapportionment was not rushed, more time would be available for research and study. A sub-committee composed of Jack Pearson and Bill Quigg was appointed and they made a house count by street of the newly annexed areas . This information was extended on our previous work map and the same ratio of 3 1/2 persons to each light meter or family unit was used in our 1968 Reapportionment Plan which some of our members refer to as the One-legged Eagle Plan. We are not making recommendations upon precinct lines; however, we have drawn them in on the new map as they exist now to show the minimum change required to reapportion precinct lines where extended to the city limits in the most direct manner. The Commission moved 127 houses from the First Ward to the Fifth Ward; and the first precinct of the Third Ward (173 houses) to the Second Ward in the reapportionment plan presented here tonight. See Exhibit A. The Second and Fourth Wards should have four precincts . The Second Ward will have four if you renumber the first precinct of the Third Ward to the fourth precinct of the Second Ward. The Commission received several calls suggesting the number of wards be increased. There were also several calls suggesting that some of the large precincts be made smaller to ease the work load on election judges . The Commission took no action on these Buggestions because they felt they were beyond the scope of our authority. The Commission continues to recommend reapportionment after each decennial census. 'A petition was received from three-fourths of the home owners on Petitio ;;Taylor Drive, requesting the adoption of a new street name. A Taylor motion was made by Mr. Perry Hawes to change the name of the street Drive. to Green Meadow Drive. `The motion passed. Gentlemen: I think that there can be little dispute that voting machines are needed in the City of Jefferson. I have checked the Missouri statutes and find that it is possible that the City, along with the Voting ;County, could either rent or purchase voting machines and these Machines :machines could be used at all elections held within the County wherein there is registration of voters (Jefferson City only) . Sections 121.010 RSMo. 1959 and 121.020, 1967 Cumulative Supplement, give this authority. I respectfully request that steps be taken by the City and the County to use voting machines in the future. Parking A communication was received from the Housing Authority relative to on hazardous driving conditions on Elizabeth and Buena Vista. The Elizabeth matter was referred to the Parking and Traffic Commission. & Buena Vista - - - - - - - - - - The report of the Fire Committee was presented by Councilman Fire Wildhaber, Chairman, as follows: Committee Report Fire Committee met November 22, 1968, 7: 30 P.M. , at the City Hall. Subject: No. 4 Fire Station. The Committee accepted preliminary drawings which were estimated at $80,000. The Committee authorized Mr. Jablonsky to proceed with the working drawings and specifications with hope to bring the estimated construction and furnishing cost within the $75,000 as previously voted by the Council. The Committee also authorized Mr. Jablonsky to proceed with the necessary steps to obtain core drillings at the sight of the new station. /s/ Ken Wildhaber, Chairman. The motion passed. 338 Regular Council Meeting, December 2, 1968. Councilman Walther, Chairman of the Accounts and Claims Committee Accounts presented the following report: and Claims The Accounts & Claims Committee met on 11-26-68, with the following Committee members present: Councilmen Omer Stone, Ken Wildhaber, Tony Hies- Report berger' and Jerry Walther. Also present were Tom Rose, City Attor- ney, and Joe Abernathy, Fiscal Officer. The Committee recommended to accept the bid of $613 .00 from the Jefferson City Electronic Business Equipment, Inc. , for the overhead projector and the Infrayed copy machines, with the further recommend- ation that the Fiscal Officer be responsible for this equipment. The Committee also had a lengthy discussion regarding codification .of ordinances, but no decision was made. We feel it will require 'considerable meetings in the future. The following bids were received for the printing of the Sewer Printing Revenue Bonds: of Northern Bank Note Company - 300 $5,000 bonds - - - - - - - $ 319.00 Bonds. add $20.00 for each rate change exceeding one. Security-Columbian Banknote Company - 300 $5,000 bonds - - 395.OD additional rates would add $20.00 each. On motion of Mr. Hawes, seconded by Mr. Stone, the bid was awarded to the Northern Bank Note Company. The motion passed. The following Special Permit was presented to the Council: Special WHEREAS, Mary Studer petitioned the City Council in writing for Permit a special permit authorizing tier to operate a Beauty Parlor in her home at 1410 West Main Street , in Jefferson City, Missouri;and WHEREAS, the City Council referred the petition to the Planning & zoning Commission for its consideration and recommendation; and WHEREAS, the Commission considered the petition at itxi regular meeting, and by its report recommended to the Council that the petition be granted and the special permit issued; and WHEREAS , the City of Jefferson, Missouri, through its Clerk, caused a notice of the hearing by the City Council on the recommen- dation of the Planning and Zoning Commission to be published for three consecutive days in the Jefferson City Post Tribune, a news- paper of general circulation published in the city, the last date of publication occurring more than fifteen days prior to the date of the hearing fixed in said notice, wherein all persons were invited to appear at the time and place of the hearing and be heard in support of or in opposition to the recommendation of the Planning & Zoning Commission; and WHEREAS, the City Council, on the 18th day of November, 1968, held the hearing at the time and place specified in the notice thereof and heard all views expressed by everyone desiring to be heard; NOW, THEREFORE: Pursuant to the provisions of Section 1701 of Article XVII of Ordinance Number 5880 of the City of Jefferson, Missouri, a Special Permit is hereby issued by the City of Jefferson, Missouri, to Mary Studer, authorizing her to operate a Beauty Parlor in her home at 1410 West Main Street in the City of Jefferson City, Missouri. Councilman Hiesberger raised a point of order relative to the motion. The Chair sustained the point of order. Mayor Christy requested the City Attorney to prepare a Bill for the Council Meeting of January 6, 1969, to form a Commission to frame a Charter for the City of Jefferson, Missouri - the question to be put on the ballot in April, 1969. Mr. Scrivner requested City Attorney Tom Rose to prepare a Bill to submit to " the voters the question of Open Housing. Councilman Stone moved that the matter of Street numbering be Street delayed and the entire matter be referred to the Street Committee Renumbe for further consideration and study and if necessary to draw up ing. Ordinances. After discussion by the Council, Mr. Stone offered the substitute motion that the Street numbering be cancelled and the entire matter referred to the Street Committee.
