The minutes of the meetings of December 2nd, 1968, and December 4th, Approval of 1968, were approved as received. Minutes . .Construction Report on Aurora Street received from the Director of Constr. :Public Works. Report Aurora S ee "Public hearing held at this meeting on Planning and Zoning Commis- '' sion report to rezone property at Benton and McCarty Streets . No Public , one appeared. Hearing. . Letter was received by the Council from D. K. Ingram, protesting Protest . being turned away from the Capitol Building the night of the Letter. Christmas Caroling. Letter was received from Niekamp Brothers Painting Company about Niekamp leasing or buying lot located on northeast corner of Broadway and Letter the Whitten Expressway. Letter referred to Public Buildings Committee. ' The following reports of the Street Committee meetings were Street presented by Chairman Hawes: Committee Reports The Street Committee met on Wednesday, December 4, 1968, at 9:00 p.m. Present for this meeting were: Chairman Perry Hawes; ' Councilmen Omer Stone, Jack Riner, Forrest Scrivner, Ed Kliegel and ' Director of Public Works, Ed Rackers. Items discussed were: 1) Vacating the 300 block of E. Atchison Street - The Committee recommended the 300 block of E. Atchison be vacated with the under- standing that the developer on the north side of the vacated street construct a private drive extending from Monroe to Adams Street. 2) New employee - The Committee recommended approval of Mr. Clark O 'Donnell as an operator, Step I, for the Sewer Division as a replacement for David Monteer who left for military service. 3) Boggs Creek sewer main - After hearing a report of the results of the T.V. inspection on the Boggs Creek sewer by Mr. Norm Sirna, , the Committee recommended that a proposal be submitted to the City for interior repairs for the defective joints as determined neces- sary by the television inspection. Respectfully submitted - Perry Hawes, Jr. , Chairman. Councilman Hawes moved that report of meeting of December 4th be approved. Motion passed. The Street Committee met on Wednesday, December 11, 1968, at 8: 30 p.m. Present for this meeting were: Vice-Chairman Omer Stone, Councilmen Ed Kliegel and Jack Riner and Director of Public Works Ed Rackers. Also present: Mr. Ed Lightfoot, Engineer, Missouri Water Pollution Board. Item discussed: 1) Sewage lagoon on Tanner Bridge Road - After discussing the pro- posed lagoon with the residents along Tanner Bridge Road, the Committee requested the Director of Public Works to obtain an estim- ate of the cost of extending the sewer in question to the Greenberry Road pump station in lieu of constructing a lagoon. Respectfully submitted - 0. E. Stone, Vice-Chairman. Councilman Stone moved that report of meeting of December 11th be ; approved. Motion passed. ;r 345 [Resigna-olice 'Councilman Scrivner, Chairman of the Street Committee, presented Dept. resignation letters of Walter D. Dickson and Art Landers from the Police Department, and requested - with regret - that such tions. resignations be accepted. Public Councilman Stone, Chairman of the Public Health Committee, presented Health letter from Anne Watterson, Cole County Public Health Nurse, request- Committee ing permission to use surplus money in the Dental Fund to provide eye glasses and examinations for needy school children . Mr. Stone moved that the Mayor be authorized to notify Mrs. Watterson that we are agreeable to money being used for eye glasses as well as the Dental Clinic . Motion passed. Public The following report-of the Public Utilities Committee was presented Utilities to the Council by Chairman Haake: Committee The Utilities Committee met at 7: 15, December 16, 1968, with the following members present: Walther, Borgmeyer, Heisberger, Wildhaber and Haake. The Committee also requested that Mr. Homer Ferguson of the Missouri Power and Light Company be present in order to answer any questions concerning the street lighting in Areas B, D, and F, which will be annexed on January 1, 1969. At the request of the Committee, the Missouri Power and Light Company prepared a review of the above mentioned areas in order to determine the location and quantity of street lights required to give a minimum of light. The Utilities Committee recommended the installation of 6800 lumen mercury vapor lights as follows: Area B - 67 Area D - 86 Area F - 17 for a total of170 lights at a cost of $429.08 per month or a total of $5,148.96. The Committee further recommended that 6 new 11000 lumen lights be installed on South Jefferson Street West Outer Roadway of Hi hway 54' from the end of the present lights to the intersection of Cris Boulevard at a cost of $27.00 per month or a total of $324.00 per year. At present there are 51 privately paid dusk to dawn vapor lights in the areas to be annexed and the Committee recommended that if residents living in the annexed areas are now paying for street lights , these residents be instructed to petition their Councilmen for the City to take over the cost of these lights provided they meet specifications of the over all master plan. The Committee likewise recommnended that the rental on the following ire hydrants be assumed by the City as of January 1, 1969, Hydrant #420 , Buehrle Drive and Edgewood; # 438, Southwest Boulevard approximately 100 feet south of Cedar Hills Road; # 459 Southwest Boulevard at Sun Valley Drive; # 460, Primrose Drive at Edgewood; # 461, Buehrle Drive approximately 200 feet west of Hood Street. The Committee also requested the Missouri Power and Light Com- pany to prepare a cost estimate for changing all of the present lights on Southwest Boulevard to the mercury vapor lights . At present these lights are 4000 lumen. This report is to be ready for submission at our next utilities committee meeting early in January. On December 12, 1968, Fire Chief Hunter sent a letter requesting Mr. A. J. Amorso of the Missouri Inspection Bureau to inspect all the hydrants in annexed Area A, around Belmount, Glendale and Belair Drive in order that approval may be given to the home owners in the areas for reclassification of insurance rates from Class 9 to Class 6. We have been informed that the inspection will take place on December 19. I move that this report and the necessary resolutions be adopted. Regular...Council .Meeting, December 16, 1968. Councilman Hawes requested that in the newly annexed areas the people who have dusk to dawn lights should petition the Council for the City to take over such lights . If the Missouri Power and Light Company will furnish list the City Clerk's Office will so notify these people. Chairman Hawes announced that the Annexation Committee had met and Annexation approved the redistricting plan as to the Ward lines . He suggested Committee that the Councilmen of the various Wards make a study of the Precinct lines and any changes they suggest should be turned in to Mr. Rose or to the City Clerk's Office prior to January 1, 1969. Motion made that report of Redistricting Committee be approved in so far as Ward ,lines are concerned. Motion passed. The Planning and Zoning Report received. Mr. Haake made the motion Planning that such report be received and filed so that legal notices may be and printed. Motion passed. Zoning Report At the regular meeting of the Planning and Zoning Commission which was held December 12, 1968 at 7: 30 P.M. in the Board Room of the Chamber of Commerce, the following items were received discussed and acted upon. 1. Request from A.H.Pete Jones for a special permit for parking four Trailers on his property at 910 and 912 Poplar Street. Recommend the request be denied. 2. Request from MelvinN. Champlin to rezone land from A-1 to C- Multiple Dwellings - Described as follows, Lot 27, Block 2, Edgewood . Addition, referred to as the Elley Tract and Part of Lot no. 5 and all of Lots 6 and 7 Block 8, Section 2, Jordan Hills Subdivision. Request 30 day delay - ask that Mr. Champlin present at January meeting of Planning and Zoning Commission detailed plat and legal description of land he proposes to have rezoned, also request that he furnish a detailed layout of his intended apartment complex. Street, sanitary sewer and storm sewer layout would be beneficial in making a determination in this matter. 3. Request from Donald L. Campbell, Trust Officer of the Exchange National Bank, acting as Trustee for Clyde Gibler to rezone property located at 1009 West High Street now zoned for duplex properties to Multiple Dwellings for the purpose of finishing the basement for a third apartment. Request 30 day delay to acquire additional information. Recom- mend that Mr. Campbell get in touch with City Planner Tom Benton concerning square foot area and entrance and exit of proposed apart- ment. Above information should be presented to Planning and Zoning Commission at next regular meeting. 4. Plat of Twinn Hills Subdivision owned by Major Brothers was presented for final approval by Spencer Thomas. Recommend the plat be approved. S. Plat of Resubdivision of Lincoln Subdivision owned by Major Brothers was presented by Spencer Thomas. Recommend the plat be approved. Scott Cantine of Harland Bartholnew and Associates, Planners for Jefferson City, discussed in detail the proposed Zoning Ordinance of this city, there was much discussion on the ordinance. It was recommended that each Commission Member study his copy of the ordinance and present any suggested changes at the Commissions next meeting. A large map setting out the propposed zoning of annexation areas B-D-E and F was also presented by Mr. Cantine. It is recommended that the zoning of these areas as presented, be approved and that the City Council take action to cause the zoning to go into effect on January 1, 1969, being the date that these areas are officially annexed. /s/ Jack Jordan, Secretary, Jefferson City Planning and Zoning Comm. Bill 107 Bill No. 107, introduced by Councilmen Kliegel and Borgmeyer, Special entitled: Tax Bills "An Ordinance levying and assessing a special tax bill against the Aurora lots or tracts of land fronting or abutting on the roadway of Street. Aurora Street from the center of the intersection of Aurora Street and Tanner Bridge Road easterly 1267 feet for the improvement of the said roadway by grading, curbing and guttering and paving with asphaltic concrete." Read first time by title and ordered distributed to members of the Council. Bill No. 108, introduced by Councilman Scrivner, entitled: "An Ordinance of the City of Jefferson, Missouri, referring ordinance Bill 108 Number 8048 of the City of Jefferson, Missouri, known as the Fair Fair Housing Ordinance, regulating the sale and rental of real estate and Housing dwellings in the city, prohibiting discrimination in the sale or Bill to rental, in the advertisement for the sale or rental, or in the vote of financing of real estate and dwellings in the city, and providing people. for the administration and enforcement of said ordinance, and a penalty for violation thereof, to the qualified voters of the city, for their approval or rejection, at the General Municipal Election on Tuesday, April 1, 1969." Bill 109 Bill No. 109, introduced by Councilman Haake, entitled: "An Ordinance authorizing and directing the issuance of negotiable Sale of interest-bearing sewer revenue bonds of the City of Jefferson, Cole Sewer County, Missouri, in the principal amount of one million, five Revenue hundred thousand dollars ($1,500,000) , of five million, six hundred Bonds thousand dollars ($5,600,000) authorized, for the purpose of extend- ing and improving the sewerage system of said city, including the construction of a sewage treatment plant; prescribing the form and incidents of said bonds ; providing for the collection, segregation, and distribution of the revenues to be derived from the operation of the sewerage system of said city in amounts sufficient to pay the cost of operation and maintenance thereof and the principal of and interest on said bonds ; and making provision for other funds in connection therewith." Bill No. 105, introduced by Councilmen Hiesberger and Wildhaber, Bill 105 entitled: Police "An Ordinance of the City of Jefferson, Missouri, amending Ordinance Dept. Number 7804 of the City of Jefferson; Missouri, relating to the Merit Police Department of the City and the Police Department Merit System . System, and regulations and operations thereof, ' ' Bill No. 106, introduced by Councilmen Hiesberger and Wildhaber, Bill 106 entitled: Police "An Ordinance of the City of Jefferson, Missouri, amending Ordinance Dept. Number 7804 of the City of Jefferson, Missouri, relating to the Merit Police Department of the City and the Police Department Merit System System, and regulations and operations thereof. ' Honorable George Rozier, Member, and speaking for the Police Personnel Board, and General Heinlein, Chairman of the Board, appeared in opposition to these two bills . Councilman Wildhaber moved that Bill No. 105 be read third time by title and placed on final passage. The Bill was passed by the following vote: 449/,0 7 Councilmen voting Aye: Borgmeyer, Haake, Hiesberger, Kliegel, Stone and Wildhaber. Councilmen voting Nay: Hawes , Riner, Scrivner and Walther. Councilmen absent: None Councilman Hiesberger moved that Bill No. 106 be placed on the Informal Calendar so that the sponsors of the Bill can meet with the Personnel Board to discuss the same. When the meeting is set up the members of the Council shall all be notified so they can appear if they so desire. Councilman Haake referred to the Lease with the Housing Authority Housing and requested that a meeting of the Committee-of-the-Whole be called Authority for Monday, December 30, 7: 30 P.M. , and that Mr. Ted Herron and the Lease Parade of Progress be so advised. Councilman Riner moved that the City send flowers to the deceased, Wade Wade Condit, a former Councilman from the Second Ward, and that the Condit Mayor send a note of sympathy in the name of the City. Motion passed, death Councilman Wildhaber inquired as to whether or not the City could place a stop sign on Lincoln University grounds, where the drive enters Dunklin Street, and Mr, Rackers, Director of Public Works was instructed to discuss the matter with Lincoln University officials. Councilman Riner moved that the Council adjourn, under the rules , in memory of the late Wade Condit, former Councilman from the Second Ward. Motion passed. f-
