Councilmen present: Debo, llaalca, llawers, iliesberger, Kli.egel, Riner, .Roll Call. Scrivner and Stone. Councilmen absent: None. A quorum was declared present. The minutes of the meeting of December 18th were corrected as follows: Approval Page 149, line 26 by striking First Ward and inserting in lieu thereof, Second of Ward. Minutes. Page 152, line 15 by striking Hawes and inserting in lieu thereof, Hawes present but not voting. The minutes were approved as corrected. Public hearings were held on the adoption of Zoning Map, rezoning of land on Public Ellis Blvd. , rezoning of land bordering Greenberry Road, south of Seven Hills Hearings. Road, and change of Zoning Ordinance reducing the square footage area requirements in District "AA" and District "A-1" Single Family Residence Districts. There was no opposition. The following was presented by Mayor Christy: Appointment - "I have the honor to transmit herewith, for your, consent and approval, the Airport following appointment to office: Commission. Phil Dallmeyer, .Tr. , 23 Schellridge Road, as a member of the Airport Commission for a term of three years, or until his successor is appointed and qualified. The following report of the Public Building and Grounds Committee was Public Building presented by Councilman Riner: and Grounds "The Public Grounds Committee met at 7:00 p. m. , January 2, 1968. Committee Present: Chairman Riner - Members Debo, Scrivner, fliesberger and Stone. Report. Others present: Mr. DeLong, Mr. Scruggs, MFA Representative and Mr. Cordell, Chamber of Commerce. Discussion followed on possibilities of disposition of City Scales. After discussion, motion was made and seconded that City Council direct the City Attorney to advertise for bids and draw up specification with City Engineers Office on what is expected of bidders on disposition and removal of scales. Motion carried. Motion made to offer Don Cure $140. 00 per month for Medical Center located at 915 E. High - including additional office recently constructed - Cure to furnish lights, heat and water. Councilman Riner moved the adoption of the report. The motion passed. 7 Regular Council Meeting, .January 2, 1968 Public Councilman I)eho, Chairman of the Public Utilities Committee, presented the Utilities following report: Committee "The Utilities Committee rnet on Monday, December 113th, 1907, with Report. The Committee recommends the City assume payrTlent of rental of fire hydrants on January 1, 1368, in the newly annexed area "A" at JAYCEE DRIVE - Approximately 200' South of Industrial Drivc. SCHELLRIDGE ROAD - At the intersection of Schellridge Road North. NORRIS DRIVE - Approximately 600' north of Livingston Street. NORRIS DRIVE - Approximately 600' south of Boonville Road. BOONVILLE ROAD - Approximately 600' west of Livingston Street. BOONVILLE ROAD - Approximately 100' east of Norris Drive. And in the newly annexed area "C" at NORTH TAYLOR DRIVE - at the intersection of Payne Drive. SOUTH TAYLOR DRIVE - approximately 1200' south of Payne Drive. SOUTH TAYLOR DRIVE - approximately 1800' south of Payne Drive. The Committee further recommends 6, 800 Lumen Mercury Vapor street lights he installed in Areas "A" and "C" according to the enclosed map. This is a total of ninety-four (134) street lights - 78 for Area "A" and 16 for Area "C". The Committee further recommends the Missouri Power and Light Company be instructed to recommend lighting for Chestnut Street from Atchison Street to hillside Drive. The Corrimittee further recommends that the Fire Chief get in touch with the Capital City Water Company and the Missouri Inspection Bureau and proceed immediately, proposing a master plan for fire hydrants in Areas "A" and "C". The Committee also recommends that the Ordinance, establishing rates for street lights with the Missouri Power and Light Company he amended to reflect the new type lights and rates on street lights to be installed on the service roads bordering U. S. Ilighway 54 :Mouth and along the interchange of new U. S. Route 50 and Dix Road. " Councilman Deho moved the ;tdopti on of the report. 'I'he motion passed. Resolution - The following resolution was introduced by Councilman Debo: Street Lights. RESOLUTION BE IT HEREBY RESOLVED by the City Council, City of Jefferson, Missouri, that the Missouri Power and Light Company make the following installations in accordance with recommendations presented to the City Council by its Committee on Public Utilities and adopted by said City Council on January 2, 1968. 1 . Install 6800 Lumen Mercury Vapor Lights in newly annexed Areas "A" and "C", according to the attached map. This is a total of ninety-four (94) street lights - 78 for Area "A" and 16 for Area "C". 2. City assume payment for two existing lights on Bel►tiont Drive. 3. City assume payment for light located between 6 and 7 Kenborg Hills. Adopted: President of the Council Councilman Debo moved the adoption of the resolution. The motion passed. Resolution - The following resolution was introduced by Councilman Debo: Fire Hydrants. The motion passed. _•-------------- 160 Regular Council Meeting, January 2, 1968 .The following resolution was introduced by Councilman Hawes: Resolution - RESOLUTION Annexation of A RESOLUTION OF THE CITY OF JEFFERSON, MISSOURI, TO ANNEX AN Area "E", UNINCORPORATED AREA HEREIN DESCRIBED CONTIGUOUS TO THE PRESENT CORPORATE LIMITS OF THE CITY OF JEFFERSON, MISSOURI: AUTHORIZING AND DIRECTING THE CITY ATTORNEY TO FILE AN ACTION IN 'THEI NAME 'OF THE CITY IN THE CIRCUIT COURT OF CALLAWAY COUNTY, MISSOURI, PRAYING FOR A JUDGMENT AUTHORIZING SUCH AN ANNEXATION: AND DECLARING THE INTENT TO EFFECT AND CONSUMMATE SUCH ANNEXATION .AS OTHERWISE AUTHORIZED BY LAW. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: I ,That the City Council of the City of Jefferson, Missouri, a municipal corporation, finds and declares that the annexation of the following unincorporated area of land, adjacent and contiguous to the present corporate limits of the City, and more particularly described as follows, to-wit: "Beginning at a point on the east line of New Madrid Private Survey 2638, said point being 990 feet south of the northeast corner of said Private Survey 2638; thence southerly along the east line of said Private Survey 2638, 3096. 8 feet; thence north 64011' west, 2635. 07 feet; thence south 84015' west, 1466. 89 feet; thence south 6000' east to the center of the Missouri River; thence northwesterly along the center of the Missouri River to the west line of Section 22, Town- ship 44, Range 11; thence north 4030' west along the west line of Sections 22 and 15 and Private Survey 2638 to the northwest corner of Private Survey 2638; thence north 85003' east, 343. 2 feet; thence north 0026' east, 133 feet; thence north 84018' east, 1045. 8 feet; thence south 4030' east, 520. 7 feet; thence south 54022' east, 707. 8 feet; thence north 84015' cast, 3456. 8 feet, to a point on the east line of New Madrid Private Survey, the point of beginning of this description, in Callaway County, Missouri. That the City Attorney be, and he is hereby, with the aKSistanco of the special counsel heretofore employed by the City, authorized and directed, in the name of the City, to file an action in the Circuit Court of Callaway County, Missouri, praying a declaratory judgment authorizing such annexation as provided by law. 3. That upon the entry of the final judgment in such declaratory judgment action authorizing such annexation, such annexation shall be finally effected and consummated with all dispatch as provided by law. The matter of a fence erected by the Highway Department on Dix and Williams Street was referred to the Street Committee by Councilman Debo.
