A quorum was declared present. --------------- The minutes of the meeting of February 5th were approved as received. Approval --------------- of Minute Ii A petition was received to rezone the area from High Street south to the alley on Bolivar and from Bolivar, east on High Street from "C" multiple zoning to Housing "D" Multiple dwelling zoning. Authority. The petition was referred to the Housing Authority. ---------------- A request was received from Livingston & Pleus Oil Co. , to make the following ':; Street curb cuts for service station driveways: Committee. is Two driveways 351 with 51 radius on Clay Street. Two driveways 351 with 51 radius on McCarty Street for the same station. Two driveways 401 with 51 radius on Williams Street. The request was referred to the Street Committee. ----------------- A request was received from Sheldon Gentry for permission to put in two Street 1: drive-way entrances off the south side of Stadium Drive, just west of new Committee. Highway 54 South traffic way. The request was referred to the Street Committee. ----------------- The following was received from Public Water Supply District No. 1 . :, Public "Public Water Supply District No. 1 of Cole County, Mo. is presently supplying'. Utilities water to residents of part of annexation district A, which became a part of Committel i Jefferson City on January 1, 1968. The district is also interested In providing facilities for fire protection. At the present time, however, district finances will not permit installation of fire hydrants. Therefore, the district board of directors respectfully proposes the following: 1. That the city pay the cost of purchasing and installing fire hydrants. 2. That the district will accept a rental arrangement at the same rate as applies between the City of Jefferson and the Capital City Water Company. However, payment of rentals on hydrants installed by the city will be waived by the district until the original cost of hydrants has been covered. 13 3. 'That the city will pay rental charges effective from January 1, 1968 on is four hydrants already Installed at locations In the district. These hydrants were paid for by Individual water users and rental receipts will be refunded to them until their costs are paid. The area included in the new city limits was surveyed by Former Fire Chief John Sullivan and a fire underwriters representative and it is estimated that 26 hydrants will be needed to serve residents on existing lines. Purchase and installation of 26 hydrants will cost approximately $5, 600 according to our latest estimates. Members of the board will be happy to meet with the council's utilities committee at the committee's convenience to discuss this matter further and work out details of an agreement. Isl Kenneth M. Street Comm. Tile following report of the Street Committee was received: Report. "The Street Committee met on February 19, 1968, at 7:00 p. m. Present for thie meeting were: Chairman Stone; Councilmen Riner, Kliegel and Hiesberger; and, Director of Public Works, Ed Rackers. Items discussed were: 1) Vacating of 10-foot strip of right-of-way on Stein property along Industrial Drive - Tile Committee discussed the request of Mrs. Stein and recommended vacating of a 10-foot strip along Industrial Drive, which had previously been deeded to the city by Mrs. Stein. 2) Vacating of alleys - The Committee recommended vacating the following alleys: 1 , the east-west alley lying between Inlots 537 and 541, and 2. the north-south alley lying east of Lot 10 of Block 1 of Wolff's Subdivision. 178 February _ 19, .19.68 3) Street Maintenance Policy - The Committee recommended the following street maintenance policy: 1. Gravel Streets: a) All existing gravel streets would be oiled for dust control at no cost to the abutting property owner for the first application with subsequent maintenance costs borne by the abutting property owners, or b) The gravel street would be graded and main- tained as a gravel street at no cost to the abutting property owners. The choice would be decided by petition of the property owners . 2. Sealcoating: Sealcoating of all paved streets 1. would continue to be performed by the City at no cost to the abutting property owners. 3. Asphaltic concrete overlay: Paved streets with curbing and guttering in need of resurfacing would i; be resurfaced with asphaltic concrete at a maximum cost of $1.00 per foot to the abutting property owners. In addition, property owners on any paved street with curbs and gutters desiring their street to be resurfaced may do so by petition on the same basis of $1.00 per foot. 4. Alleys : Grade and oil all alleys at no cost to abutting property owners. In addition, property owners desiring their alleys to be paved with asphaltic concrete may do so by petition at a cost of $0. 50 per foot. Councilman Debo, Chairman of the Public Utilities Committee presented the following report: February 19, 1968 Public Utilities Mayor Christy: Committee Your Utilities Committee recommends the following street light Report. installations and payment of existing lights in annexed areas, if Chey meet with the Missouri Power & Light Master Plan. 1. Replace the existing light at 91 Douglas Drive with 6800 lumen mercury vapor light. 2. Replace existing light at Boonville Road and Redwood with 6800 lumen mercury vapor light. 3. Install 6800 lumen mercury vapor light between 2815 and ` 2817 Sue Drive. 4. Assume payment of existing light located at the corner of Schumate Chapel Road and Sue Drive . '! 5. Assume payment of existing light located at the east end of Allen Road. 6. Install necessary 6800 lumen mercury vapor lights on South Ten Mile Drive. 7. Install two (2) 6800 lumen mercury vapor lights on Schumate Chapel Road between the John Dulle property and the Harold Pahmeier property. Respectfully submitted, Robert L. Councilman Hawes stated that the Fire Committee had met with Judge Committee Sam Blair who is representing the Fire Department. They are re- Report. questing the following: 1. Salary increase. 2. 3 year step plan instead of 5 year. 3. 1% longivity after 5 years service. 4. Personal liability insurance. 5. Paid holidays. 6. Shorter work week. Councilman Hawes referred the matter of personal liability insurance to the Finance Committee for study. ---------- Annexation The following report of the Annexation Committee was presented by Committee Councilman Hawes: Report. February 19, 1968 The Annexation Committee met at 7:30 p.m. , February 7, 1968. R. L. Hawkins, the City' s Special Counsel, reviewed our Annexation plans in Area D and E and pointed out we must move ahead in Area E and intervene in Cedar City' s annexation suit. The Council pre- viously passed a resolution permitting this and it is the intention of Mr. Hawkins and concurred in by the Annexation Gommittee, that this action be taken. Mr. Hawkins reported the Area D annexation suit would probably be heard in May or June. Councilman Pawes moved approval of the report. The motion passed. ----------- lanning The following report of the Planning & Zoning Commission was pre- & sented to the Council: oning Hon. Mayor and City Council Members Coeanittee City Hall Building Report. Jefferson City, Missouri February 10, 1968 Gentlemen: The Jefferson City Planning & Zoning Commission at official meeting held February 8, 1968 recommend the following action taken at this meeting to the members of the City Council. Item 1. The request of Dr. John I Matthews to rezone his property at the corner of Bolivar and High from IICII to I'D" to permit enlargement of present office. It is the recommendation of the Commission that a special permit be granted to Dr. Matthews for this purpose and the enlargement plans be in accordance with IICII classification regulations. Item 2. Request of J. W. Hobbs to rezone land on Hwy. 50 West recently annexed into the city from "A-111 to "IF" Hwy. Commercial. The Commission recommends that the request be granted and that all land within the City limits in Section 9 and Wk Section 10 south of Hwy. 50 right-of-way within the City Limits be rezoned from "A-111 and "Ell to 'IF" Hwy. Commercial. Item 3. Request of Milo and Larry Beck for a special permit to set up a rock crusher and extract and crush rock and other raw materials from lands with the City Limits fronting on Southwest Blvd. being a part of the NWk Sec. 12 Twp. 44 Rng. 12. It is the recommendation of the Commission that a special permit be granted for such purposes, and that the rock crusher be located W. of Dix Road, with 180 working hours being from 7:AM. to 5:PM. and that strict adherence by the applicants be complied with as out- lined in their petition of request, and that a copy of the petition be filed with the City Attorney' s Office. Jefferson SUBJECT: Report and Recommendations of the Parking and Traffic Commission Gentlemen: The following constitutes the report of the meeting of the Parking and Traffic Commission held at 8:00 a.m. on February 13, 1968. The Commission makes the following recommendations to the Mayor and the members of the City Council: I. . Based on inspection reports of the Police Department the Commission recommends that the request for limited parking on Ashley Street at Monroe Street, which was made by Paris Cleaners, be denied. 2. . The Commission recommends that parking be prohibited on the north side of Bald Hill Road from Atchison Street to Clark Avenue. 3. . The Commission recommends that a speed zone sign be installed on Dunklin Street east of the Chestnut Street intersection. 4. . The Commission recommends that a traffic signal be installed at Dix Road and Industrial Drive. Also, the City Engineer is requested to make a new traffic count, including turning move- ments , at Dix Road and West Main Street. 5. . The Commission recommends the removal of the stop signs on Russell Street at Adams Street. BE IT HEREBY RESOLVED by the City Council, City of Jefferson, Missouri, that the Missouri Power and Light Company make the following installations in accordance with recommendations presented to the City Council by its Committee on Public Utilities, if they meet with the Master Plan of the Missouri Power and Light Company. 1. Resolution - The following resolution was introduced by Councilman Riner: Primary RESOLUTION Election. WHEREAS, Section 10. 130 of Ordinance Number 7593 of the City of Jefferson, Missouri., requires that a primary election be held on the second Tuesday of March of each year, and WHEREAS, the second Tuesday of March in 1968 falls on March . 12, 1968,and WHEREAS, Section 10. 150 of said Ordinance requires that all declarations for candidacy for any City office must be filed with the City Clerk no later that 5 :00 p.m, of the third Monday of the month preceding the month in which the primary election is to be held, and WHEREAS, under the terms of the aforementioned section, all declarations of candidacy for the primary election to be held on March 12, 1968, are required to be filed by 5:00 p.m, on Monday, February 19, 1968, and WHEREAS, Section 10. 160 of said Ordinance provides for a canvass of the declarations of candidacy and the adoption of resolutions declaring un-opposed candidates for city, other than to membership to a city committee, as the nominee of their party to the office declared for, and declaring unopposed candidates to membership to a city committee to be elected to membership on the city committee of their political party, and WHEREAS, the City Council has convened at 8:00 p.m, on February 19, 1968, to canvass all declarations of candidacy, and WHEREAS, from its canvass the City Council finds that each person, whose name appears on Appendix "A" attached hereto is the only person who filed a declaration of candidacy for nomination to the political office on behalf of the political party shown on the Appendix, and WHEREAS, from its canvass, the City Council finds that each person, whose name appears on Appendix "B" attached hereto is the only person who filed a declaration of candidacy for nomination to the political office mentioned above their name on behalf of the political office shown on said Appendix, now therefore: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: That each person whose name appears on Appendix "A" , attached to this resolution, is declared to be the candidate of the political office named at the side of the candidate ' s name. RESOLVED FURTHER, that each person whose name appears on said Appendix "A" is hereby declared to be nominated by his political party to the office declared for by such person.
