Councilmen present: Debo, Haake, Hawes, Hiesberger, Kliegel, Roll Call. Rine r, Scrivner and Stone. Councilmen absent: None. A quorum was declared present. The minutes of the meeting of February 19th. , were approved as Approval received. of Minutes. A request was received from Goller & Hedrick for their clients, Airport Richard and Ruby Tremain, to renew the Lease of said "Airport Cafe" Commission. for the term of one year. The request was referred to the Airport Commission. A petition was received from residents of the Hogan Drive area to Sewer establish a Sewer District to serve their area, District, The petition was referred to the Street Committee and the Director Hogan Dr. of Public Works. ---------- A letter was received from the Director of the Bureau of the Census Census. stating that the population had increased by 610 persons since the 1960 Census. October 13, 1967 . A special council meeting was set to be held March 25th. at 7: 30 p.m. for the hearing. The following report of the Street Committee was presented to the Council: The Street Committee met at 7: 15 p.m. , on March 4, 1968. Street Present were Chairman Stone, Councilmen Kliegel, Riner and Committee Hiesberger and Director of Public Works Rackers. Report. Items discussed: 1) Driveway requests - The Committee recommended approval of the 35 ' driveway requests on Clay and McCarty Streets, the 40' driveway request on Williams Street and the 33' driveway request on Stadium Drive. 2) The Committee recommended the adoption of Item 3 of the previous Street Committee report pertaining to street maintenance policies. 3) The Committee recommended that an additional $20,000 be 187 Regular Council Meeting, made available from the Gasoline Fund for street maintenance purposes . Councilman Hawes moved that each item of the Street Maintenance Policy of the previous meeting be voted on separately. Councilman Stone moved that Item No. 1 be approved. The motion passed by voice vote. Councilman Stone moved that Item No. 2 be approved. The motion passed by voice vote. Councilman Stone moved that Item No. 3 be approved. Councilman Stone moved that Item No. 4 be approved. The motion passed. Councilman Stone moved that Item No. 3 be approved. The motion passed. ----------- Police Mayor Christy presented the name of William D. Heinrich for Department. appointment as a patrolman in the Police Department. Councilman Scrivner moved that the appointment be approved. The motion passed. Dept. Mayor Christy presented-the-name-of Dr. Robert J. Nemer as Director of Public of the Department of Public Health. Councilman Stone moved that the Health. appointment be approved. The motion passed. ----------- Public The following report of the Public Utilities Committee was sub- Utilities mitted by Councilman Debo, Chairman of the Committee: Committee Report of Council' s Utilities Committee Report. Council' s Utilities Committee met on Wednesday, Feb. 28, 1968, with Councilmen Debo, Haake and Scrivner present. After a discussion with Nelson Perry, Cecil McDaniel and Kenneth Johnson of Public Water Supply District No. I of Cole County, Councilman Scrivner made a motion that the City Attorney be instructed to draw up an Ordinance and a contract to reflect a proposal made by the Public Water Supply District in a Feb. 17, 1968, letter to Council and to conform with agreements now in effect with the Capital City Water Company to become effective July 1, 1968. The motion carried. Councilman Haake made a motion that the City assume immediately the coat of four fire hydrants in the new Area A recently annexed by the City and installed by the Public Water Supply District No. 1. The motion carried. Councilman Haake also made a motion to permit the Capital City Telephone Company to install an outdoor telephone booth on City right-of-way at the northeast corner of Clark Avenue and Elm Street. The motion passed. Councilman Debo moved the adoption of the report. The motion passed. ----------- Public Councilman Debo, Chairman of the Public Utilities Committee, pre- Utilities sented the following report: Committee March 4, 1968 Report. 188 Mayor Christy: Your Utilities Committee recommends the following street light installations and payment of existing lights in annexed areas, if they meet with the Missouri Power & Light Master Plan. 1. Remove light at 1626 Taylor. 2. Install 6800 lumen mercury vapor light between the driveways of Frank B. Jones and John J. Finke on Tanner Bridge Road. 3. Install 6800 lumen mercury vapor light at the Ellis Porter Park Pump Station, Greenberry Road Pump Station and Belair Pump Station. (Three (3) lights.) 4. Assume payment of existing light located at 1811 S. Taylor Dr. 5. Install 6800 lumen mercury vapor light in front of Dad' s Fina Service Station located on Old Highway 50 West and South Ten Mile Drive. 6. Assume payment of street light located adjacent to property at 2956 Sue Drive. Respectfully submitted, Robert L. Debo, Chairman Public Utilities Committee. Councilman Debo moved the approval of the report. The motion passed. ----------- Councilman Hiesberger, Chairman of the Accounts and Claims Committee presented the following report: Accounts February 7, 1968 & Claims Dear Mayor: Committee Report. Just a note to summarize the meeting members of the Claims and Account committee, the Finance Committee Chairman and the Fiscal Officer had yesterday at noon. As you will remember Joe Abernathy and I discussed employee disability and life insurance with you. . The meeting we had yesterday was a follow-through on our original meet. The above members listened to representatives of the Colonial Life and Accidnet Ins . Co. , who presented a plan for the above insurance to Councilmen present. The plan would: 1) involve no taxpayer funds at all 2) be administered on a non-exclusive basis 3) provide for disability at home or in hospital 4) pay up to $20,000.00 life insurance for loss of life in specific instances for qualified employees 5) provide coverage on and off job 6) apply in addition to Blue Cross and any other insurance Councilman present agreed that no report of the meeting would be made at the upcoming council meeting but would be made at the first meeting in March (4th.) so that the company representative could explain the proposal to all present. Because no tax funds are involved and because any other company can make a similar competitive proposal the Councilmen felt it is not necessary to send out bids on the proposal. We have granted such approvals to contact City Employees in the past. State agencies are administering the same plan here in Jefferson City as is Columbia, Boone County and other counties surrounding us , 89 ___ _ � _Regular Council Meeting, __March 4, .1968 While other cities are permitting a cover letter introducing the company representative to be printed on a reproduction of the City letterhead, Councilmen felt this is an administrative decision and would appreciate your thinking on this point . The letters are not sent out ahead and serve only to inform the employee that the agent hhs administration authorization to ' be talking to' him on the ,job. Richard Chinnery, representative of the Colonial Life & Accident Insurance Company described their plan to the Council. Councilman Hiesberger moved that the Council authorize the Fiscal Officer and the Claims & Accounts Committee to draw up specifications to follow plan of the Colonial Life and Accident Insurance Co. for bids. The motion passed. Councilman Hiesberger moved the approval of the report. The motion passed. Committee- The following report of the Committee-of-the Whole was presented of-the- by Councilman Debo: Whole Report of Committee-of-the Whole Report. The Committee-of-the Whole met on Wednesday, Feb. 28, 1968, with Councilmen Debo, Haake, Kliegel, Scrivner and Stone present. Also, present were City Attorney Tom Rose, Police Chief Claude Short, Fire Chief Donald Hunter, Public Works Director Ed. Rackers, Melvin Trotter of the City Sewer Department and Herb Knight of the Transit Authority. Approximately 20 residents of Area B, also, attended the meeting and directed a number of questions to City officials about the effects of annexing to Jefferson City. One question asked was whether residents of Area B could buy liability insurance to pro- tect City officials and City employees in answering fire alarms in this area. After more than an hour of questions and answers the meeting was adjourned. Councilman Debo moved that the report be approved. The motion passed. Parking & The following report of the Parking & Traffic Commission was pre- Traffic sented to the Council: Commission February 28, 1968 Report. To: The Mayor and Members of the City Council of the City of Jefferson Subject: Report and Recommendations of the Parking & Traffic Commission Gentlemen: The following constitutes a report of the special meeting of the Parking and Traffic Commission held at 4: 30 P.M. on February 27 , 1968. The Commission makes the following recommendations to the Mayor and the members of the City Council: 1. That the Council adopt an Ordinance establishing a speed limit of 55 -miles per hour on Highway 50 West from Business Highway 50 West to the Dix Road Overpass and establish a 70 miles per hour speed limit from Dix Road Overpass to the west city limits. 2. That the Council adopt an Ordinance establishing a speed limit of 55 miles per hour on State Route 179 from the Industrial Dr. intersection to the city limits. 3. That the Council adopt an Ordinance establishing a speed limit of 50 miles pe4hour on Business Highway 50 West from the 10 Regular Council Meeting, March 4, 1968 Schellridge turn off to the west city limits . 4. That the Council adopt an Ordinance establishing a speed limit of 40 miles per hour on North Ten Mile Drive from the inter- section of North Ten Mile Drive, Industrial Drive and Route 179 to the west city limits . 5. That the Council adopt an Ordinance establishing a speed limit of 30 miles per hour on all other roads and streets in the newly annexed areas. This would include a 30 miles per hour speed limit on Shumate Chapel Road. A request for a 30 miles per hour speed limit on Shumate Chapel Road was referred to the Parking and Traffic Commission by Councilman Debo at the February 19, 1968 meeting. Resolution - The following resolution was introduced by Councilman Hiesberger: Low Rent RESOLUTION APPROVING APPLICATION FOR PRELIMINARY Public LOAN FOR LOW-RENT PUBLIC HOUSING Housing. WHEREAS, it is the policy of this locality' to eliminate sub- ' standard and other inadequate housing, to prevent the spread of slums and blight, and to realize as soon as feasible the goal of a decent home in a suitable living environment for all of its citizens; and WHEREAS, under the provisions of the United States Housing Act of 1937 , as amended, the Department of Housing and Urban Development is authorized to provide financial assistance to local public housing agencies for undertaking and carrying out preliminary planning of low-rent housing projects that will assist in meeting this goal; and WHEREAS, the Act provides that there shall be local determina- tion of need for low-rent housing to meet needs not being adequately met by private enterprise and that the Department of Housing & Urban Development shall not make any contract with a public housing agency fpr preliminary loans for surveys and planning in respect to any low-rent projects unless the governing body of the locality involved has by resolution approved the application of the public housing agency for such preliminary loan; and WHEREAS, the Housing Authority of the City of Jefferson, Mo. , (herein called the "Local Authority") is a public housing agency and is applying to the Department of Housing and Urban Development _� ., Regular Council Meeting, March 4 196$ �j for a preliminary loan to cover the costs of surveys and planning 1' in connection with the development of low-rent housing. NOW, THEREFORE, be it resolved by the City Council of i the City of Jefferson, Missouri, as follows: 1. . There exists in the City of Jefferson, Missouri, a need for such low-rent housing at rents within the means of low- income families; 2. . The application ,of the Local- Authority to the i Department of Housing and Urban Development for a preliminary loan !; in an amount not to exceed $30,000 for surveys and planning in !; connection with low-rent housing projects of not to exceed a mately 100 dwelling units is hereby approved.
