Prayer Councilmen present: Debo, Haake, Hawes , Hiesberger, Kliegel Roll Call Riner, Scrivner, Stone, Van Loo and Wilicoxon. Councilmen absent: None A quorum was declared present. Councilman Hawes moved that the minutes of the meeting of May 15th Approvalm. be corrected as follows: of "Install a new Lumen Mercury Vapor Light on Rosevalle Drive between Minutes Carol Street and Major Drive (only house in the block) . " by adding to the Public Utilities Committee Report and the Street Light Resolution. The motion passed. The minutes as corrected were approved as received. A public hearing was held to use Lot l in Part L of Westwood Sub- Public division for parking of motor vehicles. There was no opposition. Hearing. Westwood Subdivision. A public hearing was held in regard to the rezoning of land located Public at the northwest corner of the ,junction of High Street and Riverside Hearing - Drive from District "E" Local Commercial to District "C" Multiple Rezoning of Family Residence. There was no opposition. Land at ,junction of Riverside an E. High St. The following bids were received for the installation of water and Bids - sewer line for Fire Station No. 3, located on Industrial Drive: Sewer and J. Dawson Plumbing and Heating $ 1800.00 Water - Jefferson City, Missouri. Add $40.00 per cubic yard for rock Fire Station encountered. Add $75.00 per cubic yard for rock under railroad track. Frank P. Schrimpf, Plumbing and Heating Jefferson Cityy Missouri $ 1132.00 Councilman WMcoxon moved that the bid be awarded to the low bidder. The motion passed. The name of Robert John Verslues , Route # 3 , Jefferson Cityy Missouri , Robert J. was submitted by the Police Personnel Board as being eligil)ie for Verslues - appointment as Probationary Patrolman. Probationary Councilman Scrivner moved that the appointment be approved. The Patrolman. motion passed. A communication was received from Mrs . Proctor Carter relative to Parking and the traffic problem at the intersection of Dunklin and Clark Avenue. Traffic The Communication was referred to the Parking and Traffic Commission.Commission . The following were submitted by Mayor Christy as members of the Park Board for terms of three years: Park Board Mr. William L. Wiseh, 1417 Dixon Drive, vice, Mr. Paul N. Doll, Appointments term expired . Mr. Jonathan L. Staggers , 412 Lafayette, vice Msgr. Joseph A. Vogelweid, term expired. Dr. G. Donald Shull, 1925 Hayselton, vice reappointment. Councilman Scrivner moved that the appointments be approved. The motion passed. The following were submitted by Mayor Christy as members of the Library Library Board, for terms of three years: Board Mrs . G. H. Turner, 1610 Bald Hill Road, vice reappointment. Appointments Mrs . Leon A. Taylor, 1104 W. Main Street, vice reappointment. Mr. Omar H. Runge, 1007 Laurel Drive, vice Mr. Homer L. Ferguson , term expired. Councilman Kliegel moved that the appointments be approved. The motion passed. A communication was received from the Missouri State Highway Commis- sion relative to a plot or tract of land being a part of inlots 408 Planning and 409 and a part of lot 17 , Block 10 of Crandals Addition owned by and Zoning the Commission which is in the process of being abandoned and Commission. offered for sale by the Commission. The following report of the Street Committee was presented by Councilman Willcoxon: The Street Committee met at 7: 30 p.m. , June 5, 1967. The -Committee discussed the following items : Street 1) The improvement of West Main Street by widening the north side Committee of the 1800 block to ease the sharp curve at Jordan Street. It Report. is estimated this improvement would cost approximately $3800.00. The Committee recommends this improvement be made. 2) The improvement of the intersection of Broadway and Atchison Streets by relocating the curbing on the northwest- and the southeast corners . This would permit a better flow of north- south traffic through this intersection. The cost of this work is estimated at approximately $765.00. The Committee recommends this work be done. 3) The Committee also recommends the appointment of Larry Brickey as Survey Party Chief and Larry Vache as Survey Rodman. /s/ Montie Willcoxon Councilman Willcoxon moved that Larry Brickey be placed in the fourth step in the salary range for Survey Party Chief. The motion passed. Councilman Willcoxon moved the adoption of the report. The motion passed. Councilman Willcoxon moved that the Director of Public Works be instructed to advertise for bids to tie down apron at the Airport and for them to be opened at the next regular Council Meeting. The motion passed. Fire The following report of the Fire Department Committee was presented Committee by Councilman Van Loo: Report The Council ' s Fire Committee met on June 5, 1967, and present for this meeting were: Councilmen VanLoo, Willcoxon, Stone, Debo and Hawes . Motion made by Stone, seconded by Hawes , to approve the appointment, as probationary firemen, Alvin Leroy Jacobs , John David Williams, Donald Steinmetz, Donald Jennings , James David Williams , and James Joseph Mills . Public Councilman Debo, Chairman of the Public Utilities Committee, Utilities presented the following report: Committee Your Utilities Committee recommends the following Street light Re ort installations to the Council: 1. Install a new 6800 Lumen Mercury Vapor- Light at a point approximately 290 feet east from Madison Street on the south side of Woodlawn Avenue. (near Visitors ' Entrance of Charles E. Still Hospital) . 2. Install necessary street lights from Chestnut east on Carol to corner of Rosewood. 3. Councilman Debo moved the adoption of the report. Motion passed. Committee- Councilman Debo presented the following report of the Committee- of-the-Whole of the Whole: Report. 54 Regular Council Meeting June 5, 1967. Meeting Wednesday, May 17th, 1967, 7: 30 o'clock P.M. , called to order by President Pro Tem Debo and on Roll Call present were Debo, Haake, Committee- Hawes, Hiesberger, Kliegel, Riner, Scrivner, Stone, Van Loo and of-the-Whole Willcoxon. Report. . It was decided that matters to be considered would be brought up in the same order that they had been brought before the Council, namely: lst - - - Cable T. V. 2nd - - - The Water Rate Situation. 3rd - - - Fire Station question. CABLE T. V. - Mr. Byron Kinder appeared, representing the Capitol City Telecable Corporation, who had previously filed a Proposal and Ordinance with the Council. Mr. Richard Nacy, Jr. , appeared, representing the Mid-America T.V.Company, which is interested in supplying Cable T.V. to the City of Jefferson. Motion made by Mr. Riner that we set June 5th meeting of the Council as the deadline to close receiving applications for Cable T.V. , then hearings can be set at later date. Motion carried. Mr. Kinder explained his Proposal and several Amendments to be made in the Ordinance previously presented. Mr. James McHenry appeared on behalf of the Capital City Telephone Company and explained their position in the matter of Cable T.V. Mr. J. D. James appeared, representing 16 dealers and 26 television service men of the City. Mr. James said his clients did not oppose Cable T.V. providing they would continue to service sets inside a home or property. Mr. Pem Gordon appeared, stating that in the past he had appeared in opposition to Paid T.V. , but now he had changed his mind and was in favor of Cable T.V. Mr. Ted Stewart and Mr. Jim Wilson also made inquiries. Motion made by Mr. Willcoxon that June 5th be set as the deadline for the City to receive Proposals and Ordinances from Cable T.V.Companies - then they will be notified when to appear and be heard. Motion carried. The Water Rate Increase was then brought up and Mr. Rose gave a detailed resume of the situation and stated he did not feel the City had any reason to take further action with regard to the matter. Motion made by Mr. Riner that the matter be laid over to the next meeting of the Committee of the Council of the Whole, and that Mr. Rose continue to keep advised in the matter. Motion carried. ---------- In the matter of the New Fire Station - excerpts were read from Minutes of previous meetings of the Council. Motion made by Mr. Hawes that the original plans be follow- ed, as they exist at this time, and that the City run sewer line on the West Side to connect with a sewer on Industrial Drive. The Public Works Director shall advertise for bids for this sewer construction. Councilman Debo moved the adoption of the report. Motion passed. The following report of the Planning and Zoning Commission was pre- Planning and sented to the Council: Zoning Comm. At special meeting of the Jefferson City Planning and Zoning Commis- sion held May 22, 1967, the following action taken at this meeting is recommended to the City Council. Request of Commissioners of Jefferson City Housing Authority to change land use plan of parcel C-3 of Campus View Urban Renewal Area Mo. R-18 Land Disposition Map for purpose of construction of 4 apartment houses in addition to a modern high class service station on the corner of Lafayette & Dunklin by Mozark Enterprises . It is the decision of this Commission that the request be denied and the Planning & Zoning Commission recommends that this parcel be set aside and reserved for future expansion of Lincoln University Campus. Resolution- The following resolution was presented to the Council: Paving of WHEREAS , the roadway of Franklin Street.- , from the westerly curb line Franklin St. of Monroe Street westerly to the end of a 30-foot concrete pavement, in the City of Jefferson, Missouri, is in need of improvement, NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, THAT, Franklin Street , in the City of Jefferson, Missouri, from the westerly curb line of Monroe Street westerly to the end of a 30-foot concrete pavement, shall be graded, paved, curbed and guttered where necessary with Portland Cement concrete; and that all of the above described work is necessary to be done . That the aforementioned portion of Franklin Street lies between and connects an improved portion of Franklin Street with Monroe Street , an improved street, and the length of the proposed improvement on Franklin Street is less than 1200 feet. RESOLVED FURTHER, that anyone desiring to do so may appear before the City Council of the City of Jefferson, Missouri, on Thursday, July 6th, 1967, at 8:00 p.m. , and be heard on the question of the necessity for grading and paving, curbing and guttering with Portland Cement concrete, where necessary, that portion of Franklin Street, from the westerly curb line of Monroe Street westerly to the end of a 30-foot concrete pavement, as provided in Section 823 of the Revised Ordinances of the City of Jefferson, Missouri, 1956. RESOLVED FURTHER, that the cost of grading and paving the above described portion of Franklin Street and curbing and guttering same with Portland Cement concrete, where necessary, shall be charged against the abutting property in proportion to the number of (;8 Regular Council Meeting June 5, 1967. fronting or abutting feet and shall be paid for by special tax bills against the property fronting or abutting on said improvement. RESOLVED FURTHER, that the Director of Public Works , and ex-officio City Engineer, be, and he is hereby, instructed to prepare plans and specifications for said improvement and an estimate of the cost thereof and file the same in the office of the City Clerk. RESOLVED FURTHER, that when the plans, specifications and estimate of the cost of said work shall have been filed in the office of the City Clerk, that the said Clerk shall cause this Resolution to be published for seven (7) consecutive insertions in the Post Tribune, a daily newspaper published in the City of Jefferson, Missouri. Councilman Hawes moved that Bill Nos. 16, 17 and 18 be referred to Committee-of- the Committee-of-the-Whole! for a Public Hearing. Motion passed. the-Whole. Councilman Hiesberger referred the matter of abandoned automobiles Police in the 800 and 900 block of East Elm and the trash at the Texaco Dept. Filling Station at the intersection of the Expressway and Cherry Street to the Police Department. Councilman Hawes moved that the extension of Dockery to Cordell Street Street be referred to the Street Committee. The motion passed. Committee. Councilman Hawes moved that twenty-five (25) copies of Bills 16, 17 Bills 16 and 18 be sent to the Chamber of Commerce, two (2) each to the Down- 17 and 18.
