The motion passed. A public hearing was held in regard to change of land use plan of Public land located at the corner of Lafayette and Dunklin for the purpose Hearing. of construction of four apartment houses and a service station by Land at Mozark Enterprises. intersec n Mr. Ted Herron, Director of the Housing Authority, stated that the of Dunklin Housing Authority was taking no position in the matter. & Lafayette Mr. Thomas Downey, 2103 West Main, Secretary of Mozark Enterprises, Mozark explained their plan of constructing apartments , consisting of 48 Enterprises. units to rent at $135.00 per month and a filling station at the corner of Dunklin and Lafayette. They have an option of land on Elm Street for the construction of small shops. Mr. Harold Miller, 2107 W. Main, who is associated with Mozark, stated that the same type of apartments have been built in Columbia to house University personnel.. Dr. Dawson, President of Lincoln University, spoke against the Mozark Enterprises since the Board of Curators is anxious to purchase land sites adjacent to the campus, they need land to expand and wish to purchase land when it is available. Randy Halsey, 904 Lafayette, resident of area, opposed the apartment complex due to the fact that he is against spot zoning and the University needs the land for future expansion. Hallie Collier, 720 Lafayette and Dr. Freeman, 1006 Lafayette, were in opposition to the apartment complex and stated that the University was in need of additional land. .' Councilman Willcoxon moved that the matter be referred to the Building and Grounds Committee for them to report at the next Council meeting. A request was received from Roy W. Farmer, License Inspector, for Refund - a refund in the amount of $54. 15 to Ralph Brendel for the unused Ralph portion of his liquor and business license. Brendel. Councilman Debo moved that the refund be allowed. Sewer An application for a sewer extension was received for the Thoenen Application Subdivision located in the northeast section of the City. The motion passed. ----------- Street A communication was received from the Dr. Pepper Bottling Company Committee. in regard to their proposal for Ww exchanging 15 feet of their ground for the alley instead of 20 feet of ground. Councilman Willcoxon moved that the proposal be referred to the Street Committee and the Director of Public Works. The motion passed. ----------- 62 Council._Meeting, _June 19, 1967 Councilman Haake, Chairman of the Finance Committee presented the Finance following report: Committee REPORT & RECOMMENDATIONS OF THE FINANCE COMMITTEE Report. As the Committee has progressed through the various Depart- mental Budgets, it was apparent that the Department Heads recognized the need for requesting only those funds which were actually re- quired to maintain adequate City services. The Mayor reduced a number of these requests and this Committee found it extremely difficult to make any sizeable reductions. The Committee wishes to publicly thank the Mayor, Fiscal Officer, City Clerk' s Office and the Collector, for the prompt manner in which statistical information was supplied. We likewise wish to acknowledge the many long hours spent by our Salary Committee composed of Mr. Stone, Mr. Kliegel and Mr. Hiesberger, and commend them for a ,job well done. Last, but by no means least, we thank all Department heads and other employees for their assistance. The following motions, adopted by the Finance Committee, are recommended and, where required, we request the City Attorney to prepare appropriate Ordinances: 1. That an Ordinance be prepared and introduced, prior to the next City Election, setting the salary of the City Assessor at six hundred and fifty ($650.00) dollars per month, in lieu of the fee basis. 2. That the Claims and Accounts Committee investigate the standardization of all letter-heads, and, if feasible, buy same in quantity to affect additional savings. 3. That the Claims and Accounts Committee check into all Ordinances governing the operation of the Park Board. 4. That any complaint of drivers for the Transit Authority be referred to that Authority and not to the Council for their action and recommendation. 5. That the City Attorney be instructed to immediately pro- ceed with the recodification of all City Ordinances. 6. That the members of the Building and Grounds Committee be designated to determine and plan the improvements to be made this year, and set up a long range improvement program for Long View Cemetery. 7. That the Cemetery Custodian be authorized to spend the approximate two hundred and ninety dollars now in the Cemetery Fund immediately, for any urgent improvement, and that an additional two thousand ($2,000.00) dollars be transferred from General Revenue to this Fund. 8. That the Buildings and Grounds Committee determine appropriate charges for grave sites in the City Cemetery. (Longview) 9. That only the City Clerk in the City Clerk' s Office shall receive any salary from the Sewer Department. The following recommendations are implemented in the attached Bill, fixing salaries and compensation: 1. No employee shall be advanced more than one step in the pay schedule, unless approved in advance by the Council, and the City Clerk shall refuse payment until so authorized. 2. No employee shall be hired in any Department of the City without prior approval of the Council, and the Salary established shall be within the bracket stepis for which job the employee is hired, and the City Clerk shall refuse salary payment until author- ized by the Council. 3. That the Mayor' s recommendation to transfer an additional seven (.07) cents from the Interest and Sinking Fund to the General Revenue Fund be followed. ` 4. That all temporary and seasonal, or part time employees, be paid at the hourly rate of one dollar, fifty-seven and one- half ($1.57k) cents per hour. 5. That the appropriation of eight thousand ($8,000.00) dollars for the start of the comprehensive City plan be, even tho approved in the Budget, held in abeyance pending additional in- formation for the State Department of Regional Planning, as to the availability of Federal 701 Funds. 63 _....___...Regular. Council Meeting, Specific salary increases recommended by the salary Sub-Committee and those suggested by the Mayor or the Finance Committee, are included in Section 5 of the Ordinance. The total Budget which the Finance Committee recommends is $1,0540673.40; this figure is $5, 340. 60 less that the Mayor re- commended. It is the opinion of this Committee that our recommended figure is adequate and will leave a balance estimated at $290,000.00 in reserve funds at the close of the fiscal year June 30, 1968. The Finance Committee further finds that no tax increase will be required. At this time we do not foresee the need for a tax increase in the near future, provided that continued careful study is made of expenditures. Our Bus System remains a challenge and it is our firm hope that in providing new equipment, uniformed drivers and better schedules, that the general public will suppoit this System and en- able the City to continue its operation. Our City is in a period of rapid, aggressive growth which ex- presses itself in the form of demands for more and better services. This is a challenge which, if met can be satisfied without placing additional tax burdens on our property owners. As Chairman of the Finance Committee, I respectfully ask that this Budget recommended by my Committee be approved. Councilman Scrivner, Chairman of the Police Department Committee, Committee presented the following report: Report. A bill had been received from Chas. E. Still Hospital for,,Police Officer who had been hurt on duty. Additional information was needed for further study. The protest received from residents of Notre Dame Street requesting that the dog shelter be vacated since it was a nuisance was referred to the Building & Grounds Commiittee. The City Attorney was instructed to investigate the condition to determine if a nuisance actually exists and if the dog shelter is in violation of the Zoning Ordinance. Councilman Scrivner moved that the report be approved. The motion passed. Police Dept. The motion passed. ----------- Public The following report of the Public Utilities Committee was presented Utilities by Councilman Debo, Chairman of the Committee; Committee June 19, 1967 Report. Mayor Christy: Your Utilities Committee recommends the following street light installations to the Council: 1. Install a new 6800 Lumen Mercury Vapor Light in front of 932 Moreau Drive. 2. Install new 6800 Lumen Mercury Vapor Light in front of 64 Regular Council Meeting, June 19, 1967 915 Moreau Drive. 3. The motion passed. ----------- Annexation Councilman Hawes, Chairman of the Annexation Committee, presented Committ the following report: Report. The Annexation Committee met on June 19th. and recommended: That Area 'IV' as reduced be the next area for con- sideration in the annexation program and that the Director of Public Works and the City Attorney be instructed to take the necessary steps to complete the annexation of this area. That an area to be known as Area "E" be considered at the same time as Area I'D" and that Area "Ell is described generally as the City owned lands north of the Missouri River on which the Airport is now located and on which the sewage treatment plant will be located. That a special Election be called for Area IICII later this year with the object of including Area I►C►► in the City limits on December 31, 1967. Councilman Hawes, Chairman of the Annexation Committee, moved the adoption of the report. RESOLUTION BE IT RESOLVED by the City Council, City of Jefferson, Missouri, that the Missouri Power and Light Company make the following installations in accordance with recommendations presented to the City Council by its Committee on Public Utilities and adopted by said City Council on June 19, 1967. 1. Resolution to The Council took up for consideration the matter of calling for bids on Four Direct Sale Hundred Thousand Dollars ($400, 000) (remainder of $700, 000 authorized) Fire of $400, 000 Department Bonds of the City of Jefferson, Missouri, authorized at an election Fire Dept. held in said City on the 5th day of April, 1966. After a discussion of the subject, Bonds. Councilman Willcoxon offered and moved the adoption of the following resolution: RESOLUTION TO DIRECT SALE OF BONDS BE IT RESOLVED by the Council of the City of Jefferson, Cole County, Missouri, that Four Hundred Thousand Dollars ($400, 000) (remainder of $700, 000 authorized) Fire Department Bonds of said City, authorized at an election held in said City on the 5th day of April, 1966, shall be offered for sale to the highest bidder therefor on Monday, the 17th day of July, 1967. BE IT FURTHER RESOLVED that said bonds be sold on sealed bids to be filed with the City Clerk of said City at the City Hall, Jefferson City, Missouri, at or before the hour of 8:00 o'clock P. M. , Central Daylight Time, on the aforesaid date; each bid to be accompanied by a certified (or cashier's) check on some solvent bank or trust company in the amount of Eight Thousand Dollars ($8, 000) to evidence the good faith of the bidder, the Council reserving; the right to reject any or all bids submitted. BE IT FURTHER RESOLVED that bidders for said bonds be requested to designate in their bids the price they will pay for bonds hearing, interest at a rate or rates, but not more than five different rates, 111cewise to be de8ignated in their bids. provided, however, that all hands of the (same maturity shall bear Interest at one and the same rate, which shall be a whole multiple of one-eighth of one per centu►n (1/8 of 11%) or one-tenth of one per colitum (1 /10 of 1%); provided, further, that bonds maturing in the years 19611 through 1960 shall bear interest at a rate not exceeding four per centurrr (00) pet, annum. BE IT FURTIIER RESOLVED that the City Cleric be and she is hereby authorized and directed to give notice of the sale of said bonds by mailing; to all interested banks and bond houses and investment bankers in the State of Missouri or elsewhere, a notice in substantially the following form: NOTICE OF BOND SALE $400, 000 (REMAINDER OF $700, 000 AUTHORIZED) FIRE DEPARTMENT BONDS CITY OF JEFFERSON, COLE COUNTY, MISSOURI Sealed proposals will be received by the Council of the City of Jefferson, Cole County, Missouri, at the City Hall in said City until the hour of 8:00 o'clock P. M. , Central Daylight Time, on Monday, the 17th day of July, 1967, at which time said bids will be publicly opened for the purchase, at not less than par and accrued interest, of the above bonds of said City. Said bonds are to bear date of August 1, 1367, are to be of the denomination of One Thousand Dollars ($1, 000) or Five Thousand 68 Regular_Council Meeting, June Dollars ($5, 000), to be designated by the purchaser thereof, and shall bear interest at a rate or rates to be determined pur- suant to sale of said bonds, payable November 1, 1967, and semi- annually thereafter on May I and November I in each year.
