Mayor Christy presided.
Prayer. Prayer was offered by Mayor Christy.
Roll Call. Councilmen Present: I)ebo, Hawes, Iliesherger, I{liegel, Riner, Scrivner,
Stone, Van Loo and Willcoxon.
Councilmen Absent: Iiaake, absent with leave.
A quorum was declared present.
Approval The minutes of the meeting of June 19th, were approved as received.

Sewer Mr. Warren Roark, 504 Stadium, representing resident in that area, registered
Problem on a complaint of sanitary sewers backing up in their basements during the recent
Stadium. rains. Mr. Melvin Trotter, Sewer Commissioner, met with the group and
reported to the Council that he would check the sewer lines and manholes from
Stadium to the Sunset Lake Area the next time it rains, to get to the point of
trouble.
Franklin St. Mrs. Lawrence Schrimpf and Helen Copp appeared in regard to the improvement
of Franklin Street. Mrs. Schrimpf asked that the street be repaired due to
heavy rains, but she and Helen Copp did not want the street paved due to the
expense.
Resi gnation - A letter of resignation was received from William 1lile, Assistant to the Humane
Wm. Hile. Officer, effective June 30, 1967,
Councilman Willcoxon, moved that the resignation be accepted. The motion
passed.
Salary - Councilman Riner moved that the humane Officer be paid one-fifth of the
Humane Assistant Humane Officers salary for the iTIOnt}1 of July. The motion passed.

Planning and A request was received from the Jefferson City Ilark Board for the construction
Zoning Comm. of a prefabricated hone for the us(! of the caretaker at McClung; Park.
Councilman Stone moved that the i-natter be referred to the Planning and 'Zoning
Commission. Tire motion passed.
Visiting A request was received from the Jefferson City Council of Clubs for the second
Nurse half of the allotment for the Visiting Nurse Program.
Program. Councilman Kliegel moved that the request be granted, 'Pile motion passed.
Salary - Mayor Christy stated that the Finance Committee had recommended that
Draftsman Donald Ferguson, Draftsman No. 2, be elevated to step No. 4 in the salary
No. 2. bracket, but that it did not appear in their report. Councilman Kliegel moved that
Mr. Ferguson's salary increase he approved. The motion passed.
Public Bldgs. The following report of the Public Buildings and Grounds Committee was

Committee "Meeting of the Public Buildings Committee called to order by Chairman Riner -
Report. 7:00 o'clock P. M. , June 27, 1967, with Councilmen Riner, Scrivner and Stone
being; present, as well as Building Inspector Benton and Housing Inspector Morie.
Mr. Bob Pratt appeared regarding letter he had written the City Council dated
June 19th. After general discussion, the matter was satisfactorily concluded

and motion made that communication dated ,Tune 19th he filed.
The next question was the niatter of Mo7,ark 1�:nterprises, and after discussion
motion made that this Committee recommence to the City Council that the
construction of apartments by MoZark Errterprises, at the tocatjion Tract. C-3
in the Campus View Project, ot.herwiSe known as the northwest corner of
Dunklin and Lafayette Streets, he approved. "
Following the report, there was lengthy discussion as to the legality of the
Public Hearing held on the meeting of June 19th, since there was no legal
advertisement.
Councilman Hiesberger moved that a legal advertisement be placed in the
newspaper for a public hearing. The motion passed.
Councilman Van Loo, Chairman of the Fire Department Committee presented Fire Dept.

The Committee unanimously re-affirmed out, recommendation of May 15th, to
the Council that the city fogging machine again be put into service under the
conditions as outlined in our recommendation of May 15th, which was
unanimously approved by the Council.
We further recommend that the Health Department. be authorized (with power to
act) to purchase a second-hand 4 speed truck. to be used exclusively in the
fogging; operation. The cost riot to exceed $1500. 00. "

"The organizational meeting of the Parking and 'Traffic Commission was held at Report.

report of the organizational meeting; and the r•ecoln file ndations of the Commission:
1 . The Commission will meet at twelve noon on the second Tuesday of each
month. The location of the meeting will be determined by the chairman.
2. It is respectfully requested that the Commission be furnished:
(a) A copy of the City Traffic Code.
(b) A copy of the most recent traffic study that has been made by an outside
consulting firm.
3. The Commission respectfully recommends that the Council approve a
budget of $2, 000. 00 annually to be expended by the Commission in procuring
the services of a part-time professional traffic consultant. Preliminary
information indicates that this amount will be sufficient to defray the cost
of a consultant's services one clay each month. The consultant would
perform these services on the day of the Commission's monthly meeting and
thus be available to discuss, consider, and survey immediate problems to
enable the Commission to proceed to carry out its assigned task with dispatch.

accepted and that an additional 60-foot length be included in the contract at the

MISSOURI, AS FOLLOWS:
1.
That the City Council of the City of Jefferson, Missouri, a municipal
corporation, finds and declares that the annexation of the following unincorporated
area of land, adjacent and contiguous to the present corporate limits of the
City, and more particularly described as follows, to-wit:
"Beginning in the center of the Missouri River at a point
on the extension northerly of the westerly line of Private
Survey #2680, thence southerly along the said northerly
` extension and the westerly line of Private Survey #2680
to the northeasterly corner of Section 22, Township 44,
Range 11, thence southwesterly in a direct line to the
southerly right-of-way line of U. S. Route #50, at
Station 225 + 00 (Mo. Project F-1(12)); thence westerly
along the southerly right-of-way line of the aforemen-
tioned U. S. Route # 50 to the southerly line of Section
21, Township 44, Range 11; thence east to the southeast
corner of the southeast quarter of the northwest quarter
of Section 21, Township 44, Range 11; thence north to
the northeast corner of the southeast quarter of the
northwest quarter of Section 21, Township 44, Range 11;
thence west to the southeast corner of the northwest
quarter of the northwest quarter of Section 21, Township
44, Range 11; thence north along the east line of the
northwest quarter of the northwest quarter of Section 21,
Township 44, Range 11, and the east line of the west half
of the southwest quarter of Section 16, Township 44,
Range 11, to a point that is 300 feet south of the
southerly right-of-way line of U. S. Route #50 Business
Route (formerly, U, S, Highways 50 and 631 thence
easterly 300 feet from and parallel to the southerly
right-of-way line of said highway to the quarter section
line of Section 16, Township 44, Mange 11; thence northerly
along said quarter section line and the extension thereof
to the center of the Missouri River; thence easterly along
the centerline of the Missouri River to the point of
beginning, all in Cole County, Missouri,
is reasonable and necessary to the proper development of said city, and that
the City is able; and will he able to furnish normal. municipal services of
said City to the above dcscribed area within a reasonable time after, the
annexation thereof shall become effective,
2.
That the City Attorney be, and he is hereby, with the assistance of the special
counsel heretofore employed by the City, authorized and directed, in the name
of the City, to file an action in the Circuit Court of Cole County, Missouri,
praying a declaratory judgment authorizing such annexation as provided by law.
3.
That upon the entry of the final judgment in such declaratory judgment action
authorizing such annexation, such annexation shall be finally effected and
consummated with all dispatch as provided by law.
