Opening of The City Clerk reported to the Council that, as previously directed
Bids - by the Council, she had mailed to all interested banks, bond
$1P000P000 houses, and investment bankers in the State of Missouri and else-
Sewer where printed copies of a "Notice of Bond Sale" in relation to One
Revenue Million Dollars ($1,000,000) (Third Offering of $5 ,600,000 authorized)
Bonds. Sewer Revenue Bonds of the City of Jefferson, Missouri, as authorized
at a special election held on the 8th. day of October, 1963, and the
Clerk further reported that to each copy of the aforesaid "Notice of
Bond Sale" there was attached a printed form of a "Proposal for the
Purchase of $1,000,000 (Third Offering of $5, 600,000 Authorized)
Sewer Revenue Bonds of 1967 of the City of Jefferson, Cole County,
Missouri, 11 and an "Official Statement" of said City. The Clerk fur-
ther reported that, as previously directed by the Council, the afore-
said "Notice of Bond Sale: was published in the The Bond Buyer, a
financial journal published in the City of New York.
The City Clerk further reported that, pursuant to the aforesaid
"Notice of Bond Sale," there were filed with her, at or before the
hour of 8:00 o' clock P.M. , Central Daylight Time, on Monday, the 17th.
day of July, 1967 , TWO (2) sealed proposals for the purchase of said
bonds, and the Clerk then and there presented said sealed proposals
to the Council. Thereupon, the Mayor instructed the Clerk to proceed
to open the said sealed bids and to read the same aloud in the pre-
sence and hearing of the Council and of the bidders assembled.
The City Clerk then proceeded to open the aforesaid bids , which are
summarized as follows:

Following the reading of the bids , the Council proceeded to consider
the same for the purpose of determining the best and most advantageous
bid submitted. Thereupon, Councilman Scrivner offered and moved the

BE IT FURTHER RESOLVED that the checks of all unsuccessful bidders
for said bonds shall forthwith be returned to them upon their re-
spective receipts therefor, and that the check of the successful
bidders shall be held uncashed by the Treasurer of said City of
Jefferson, pending delivery of the said bonds in accordance with
the terms of sale and award.
Councilman Haake seconded the motion to adopt the foregoing resolu-

Opening of ' The City Clerk reported to the Council that, as previously directed

Fire Dept. copies of a "Notice of Bond Sale" in relation to Four Hundred
Bonds. Thousand Dollars ($400,000) (remainder of $700,000 authorized) Fire
: Department Bonds of the City of Jefferson, Missouri, as authorized
at a special election held on the 5th. day of August, 1966, and the
Clerk further reported that to each copy of the aforesaid "Notice
.. of Bond Sale: there was attached a printed form of a "Proposal for
, the Purchase of $400,000 (remainder of $700,000 authorized) Fire
.; Department Bonds of the City of Jefferson, Cole County, Missouri,"
and an "Official Statement" of said City. The Clerk further reported

Finance Councilman Haake reported that the Fogging Operation would add an
Committee additional $10,500 to the Budget: Truck - $1,450.00, Insecticide-
Report. $6,682.00, Labor - $1,620.00 and insurance and repairs - $748.00.
Councilman Haake moved that the additional Fogging Cost of $10,500
be added to the Budget. The motion passed with Councilman Hawes
voting Nay.

Mayor Christy stated that the Mayor of Cedar City asked that they Fogging -
be allowed to use the City' s fogging equipment when not in use - Cedar City.
they will pay the cost of operation - due to the fact that their
community has a terrific mosquito problem.

Councilman Scrivner presented a bill from Chas. E. Still Hospital Police Dept.
and Dr. Nemer, in the amount of $418. 75, for Captain Higgins who Committee
:, was injured while on duty. Report.
Councilman Riner moved that the bill be allowed.
Council Hiesberger offered the following substitute motion: That
the City pay the difference if Captain Higgins was carrying hospital-
ization insurance which was available to him at the time of the
accident.
The motion failed to pass by the following vote:

Parking & The following report was received from the Parking & Traffic
Traffic Commission:
Commission July 11, 1967
Report. - Gentlemen:
The regular monthly meeting of the Parking and Traffic
Commission was held today at 12 noon, July 11, at the Governor
Hotel. The following constitutes the report of the meeting and the
recommendations of the Commission:
1. The Commission recommends that the City of Jefferson enter
into a contract with the firm of Burgwin and Martin, Consulting
, Engineers, 3718 Broadway, Kansas City, Missouri, such contract
requiring that said consulting firm furnish the services of a traffic
engineer consultant in aid of the Commission' s work -- on a one day
a month basis -- the cost to the City to be approximately $125.00
, monthly. The Committion suggests early action on this recommendation
in the hope that the consultant' s services might be available as
early as July 10th.
2. Mr. R. H. Lahmeyer, District Engineer, District 5, of the
Missouri State Highway Department,, met with the Parking and
Traffic Commission today, and the Commission reviewed bills Nos. 38,
39, 40, 41 and 42, all of which relate in whole or in part to the
opening of the new 50 highway to traffic. The Commission recommends
approval of these bills and final adoption, with the addition to
bill No. 42 of an amendment complying with the request of a letter
to Mr. Hawes from Mr. Lai-wieyer under date of April 11, copy attached.
Apparently this request was inadvertently not included in the
ordinances as drawn.
3. Mr. Latwieyer advised the members of the Parking & Traffic
Commission that he would on tomorrow, July 12, announce the date
of opening to traffic on new highway facilities.
4. For the information of the Mayor and Council, Colonel E. I.
Hockaday, Superintendent of the Highway Patrol, has advised the
Commission that he will at a future date make available to the
Commission one of the patrol aircraft for the purpose of permitting
the traffic engineer consultant to view the traffic situation from
the air "" and this the Commission proposes to do sometime after
the new highway is open and the new traffic pattern has been
established. It is considered that this procedure will be most help-
ful in obtaining an over-all view of the traffic situation generally
and the critical areas in particular.

It is recommendation of the Commission that the request

Board in regards to location of trailers or prefabricated
