The request was referred to the Parking and Traffic Commission. A communication was received from Arthur Lueckenhoff, Jr. , in regard to the Parking and parking problem on the corner of Madison and Miller Streets. Traffic The communication was referred to the Parking and Traffic Commission. Comm. The following was received from the Street Committee: Street Honorable Mayor and Councilmen Committee. Subject matter: Drainage ditch behind homes on the 1300 block of hose Valley Drive. Gentlemen: The following report is being gubmitted in r•espon8e to the petition presented to the City Council tit it recent meeting which was referred to the Director of Publics Wor•kti. The property owners involved were concerned with the under- mining of the creek bank tit the rear of their yards, I personally inspected this situation along with the developer of this property. The developer indicated that a couple of the property owners involved pushed fill material out into the creels bed in an attempt to move the channel further, away from their homes to enlarge their rear yards. It appears that the channel is now attempting to change back to its original location; however, this is not the case along the complete length of the channel and is not the cause of the whole problem. Most of the creek bed itself is of solid rock. The bottom of the creels is not flat and slopes toward the dirt bank closest to the houses. Thus, the water in seeking its lowest level, will flow on the low side of the channel which has the effect of washing out or undermining the dirt bank, It was our joint observation that if the rock bottom of the channel were excavated to provide a flat cross section or perhaps a lower elevation on the far side of the channel, the water would then have a tendency to flow on the opposite side of the channel and away from the dirt bank. The flow on the opposite side of the channel would be against a solid rock bank and would not present an erosion problem, The rock that would be excavated in this process would then be placed on the side of the bank which is now undermining and would provide rip-rap erosion protection. It would not be necessary to pave the channel as it would have a solid rock bottom. The developer has agreed to perform the necessary excavation and members of the Street Divison of the Department of Pulic Works would assist in moving and placing the excavated rock along tiie eroded banks. I am firmly convinced that this is an adequate solution to the problem which will involve no expense to the property owners. Councilman Stone, Chairman of the Health Committee, presented the following Report. report: "The Health Committee met Monday night 7: 30 p. m. , July .�1, with Clyde Garvin owner, of Dispose-All Service for the purpose of discussing a new three year contract for the collection, removal and disposal of garbage and trash from premises within the city to replace the, now present contract which expires September 30, 1967. Because of increased cost in labor, equipment, repair parts, tires, etc. , Mr. Garvin requested an increase in monthly charges for this service from the now present rate of $2. 00 to $2. 25 the first year $2. 40 the second year and $2. 50 the third year. The committee after checking Dispose-All Service financial statements, union labor contracts and other documents feel that the request for increased rates are justified. For an example rates for drivers will increase effective Oct. 1, from the present rate of $1 . 84 1 /2 to $2. 15 per hour the first year, $2. 30 per hour the second year and $2. 40 the third year. The committee thereof by mutual agreement recommends that the monthly rate effective Oct. 1 , be raised from $2. 00 to $2. 38 per month for the three year period of the new contract. The balance of the contract will remain the same as the now present contract with the exception of a few minor changes such as the location of the land-fill and office location. Because of the many complaints received by the health department regarding dead and diseased trees within our city, particularly those overhanging sidewalks and other public places. The committee unanimously agreed to request the city attorney to draw tip a bill covering the removal of trees, etc. , particularly when a public hazard to property or, safety to our- citizens. "Your Sewer Service Appeals Committee met on Monday, August 7, 1967. The Committee is happy to report we havelrearly a perfect record in collections. As a matter of fact, the Committee knows of only one active acoount that was connected when the sewer service charge began January 1, 1964 and is fully delinquent. The Committee requests that the City Attorney initiate suits immediately against delinquent accounts to seek court judgments and/or liens against their property in accordance with the City Ordinance.
