Regular Council Meeting, September 5, 1967
Mayor Christy presided.
Prayer. Prayer was offered by Mayor Christy.

Appointment - The following communication was received from Mayor Christy:
Housing "I have the honor to transmit herewith, for your consent and approval, the
Inspector, following appointment to office:
William R. Phillips, 202 E. Franklin, as Housing Inspector, for a period of
two years or until his successor is duly appointed or qualified, vice, William
Morie, resigned.

Appointment - The following was submitted by Fire Chief Sullivan to the Council:
Larry O. "I hereby subrrlit for your approval the name of Larry Otto Helming, 1318 Lee
Helming - Fire Street, Jefferson City, to be placed on the Fire Department. Appointment date

Housing The following communication was received from the Housing Authority:
Authority. "The enclosed check for $3, 927. 39 is the payment in lieu of taxes for Low Rent
Housing. This amount represents 10 percent of the net rent collected for the
period April 1, 1966, to April 1, 1967, and is in accordance with the cooperation

Agreement between Jefferson City and the Housing Authority.
Taxes on the same property prior to purchase for use for low rent housing were
$2, 039. 19. It would appear then that the City has gained in revenue while
removing two areas of blight to provide standard housing for 170 families.
Further, both sites should be debt free properties of the City in 40 years.
During the same period, sewer use charges amounted to $3, 054, 55. This again
is a significant amount and it is my intention to seek an opinion from Mr. Rose
as to whether or not this should be paid. I have considered the possibility that
the Cooperation Agreement intended the 10 percent to replace all taxes and
municipal charges.

To date, $125, 000 of the original $2, 550, 000 in bonds for low rent housing have
been retired.
Councilman Willcoxon moved that the 10 percent of the net rent collected be
placed in the Public Streets and Expressways Fund. The motion passed.
Mayor Christy referred a booklet on Urban Affairs to Councilman Haake, Urban Affairs
Chairman of the Finance Committee for study. Report.

The following report of the Street Committee was presented to the Council: Street Comm.
"The Street Committee met at 7:30 p. m, on September 5, 1967. Report.
Present were Chairman Willcoxon, Councilmen Riner, Kliegel, Stone,
Street Commissioner Ed Pope and the Director of Public Works.
Items discussed:
1) Request to vacate unused east-west alley in City View Terrace Addition.
The committee recommended vacating the alley upon the receipt of the
$100. 00 check as required by the ordinance.
2) Request for a parking lot at the rear of the lot at 715 West High Street by
Dr. Matthews.
The committee recommended approval of the request and that it be
referred to the Planning and Zoning; Commission as required for special
permits.
Councilman Willcoxon moved the adoption of the report. The motion passed.
Councilman Van Loo, 0mirnian of the Fire Department Committee, presented Fire Comrrr.
the following; report: Report.
"The Council's Fire Committee met on August 30, 1967 at 7: 30 p. m. Meeting;
was held at Fire Station No. 3.
Present for this meeting, were: Councilmen Debo, Hawes, Willcoxon and
Van Loo.
Also present: Fire Chief .John Sullivan, Asst. Chief lion flunter, and Asst.
Chief Vincent Willmeno.
Motion made by Debo, seconded by Willcoxon, to appoint Larry Otto ilelming
as probationary fireman. Motion carried.
Motion made by Willcoxon, seconded by Van Loa, to promote Fireman Clay
Joe Duncan to Lieutenant. Motion carried.
Motion made by Willcoxon to adjourn.

The following report of the Public Utilities Committee was presented by Public
Councilman Debo, Chairman of the Committee: Utilities
"Your Utilities Committee recommends the following street light installations Committee
to the Council: Report.
1 . Install a 6800 Lumen Mercury Vapor Light on the pole between Notre
Dame and Mississippi on Hough Park Road.
2. Install a 6800 Lumen Mercury Vapor Light at 1608 Monroe, and trim the
branches on the tree.
3. Install a 6800 Lumen Mercury Vapor Light at the south end of Buena Vista
Street.

Regular Council Meeting, September 5, 1967
Street A request was received to replace the "Dead End Street" sign at the entrance
Commissioner, of Buena Vista Street which was removed during the grading and paving of the
street. Councilman Debo referred the matter to the Street Commissioner.
Public Health Councilman Stone, Chairman of the Public Health Committee, reported that
Committee his committee had met to study Bills No. 49, 50 and 52, but that they would

Transit Mr. Herb Knight, Manager of the Transit Authority, presented the name of
Authority. E. C. Dolman, Holts Summit, Missouri, for employment as a driver.
Councilman Riner moved that Mr. Knight be authorized to employ Mr. Dolman
if he moves to Jefferson City within 90 days. The motion passed.

The following recommendation was received from Mr. Abernathy, Fiscal of engineer.

"At the regularly scheduled meeting of August 21, 1967, the City Council
referred to this office for study and consideration the request from Horner &
Shifrin, Inc. asking an increase in fees for Resident Engineering services
rendered in conjunction with our sewer construction program.
After consultation with Mayor John G. Christy and Public Works Director
Edwin Rackers, Jr. , and after further discussion with Mr. Ed Wisely,
Consulting Engineer of Horner & Shifrin, Inc, , and then after careful study of
Mr. Wisely's enclosed letter explaining reasons for the requested fee increase,
I find the increase from $16, 764. 00 yearly to $18, 000. 00 yearly to be fair and
equitable.
I hereby recommend the fee increase be granted.

Councilman I-Iiesberger sent the following recommendation in regard to altering
the agreement with Horner and Shifrin:
"Dear Fellow Councilmen:
I am in receipt of the letter each of you received from Mr. Abernathy
recommending passage of the ordinance i,aising our annual payment to Ilorner
& Shifrin from $16, 764 to $10, 1180 for, tho Hot-vices of "Torn Van Osdol.
I cannot agree that the ordinance (bill) should be passed in its present form.
Specifically, I cannot agree that the taxpayerH of Jefferson City should pay 35oJo
profit on top of the following monthly we are asked to make in the agreement:

Sick Leave $3. 00
Hospitalization and Insurance $21. 00

Why should the taxpayers of Jefferson City pay a 3516 profit to the company on
these items? After ping the items for the company to begin with?
The 3576 profit quoted by the Company as being recommended by the Society of
Professional Engineers deserves study. It should be remembered that, while
the Society is most honorable, it is set up by engineers for engineers and why
shouldn"t its members recommend a 3516 profit to themselves?
I ask that you: (1) table the ordinance so that I can offer amendments
eliminating the profit on the above items - or
(2) alter the ordinance to exclude those items from the
profit bracket before passing.
You'll be doing a service to the people, if you do.

Committee on Public Utilities and adopted by said City Council on September 5,
1967.
