Prayer was offered by Mayor Christy. Prayer. Councilmen present: Debo, Hawes, Hiesberger, Kliegel, Riner, Roll Call. Scrivner, Stone, Van Loo and Willcoxon. Councilmen absent: Haake, absent with leave. A quorum was declared present. The minutes of the meeting of September 5th, were approved as Approval received. Of Minutes. A petition was received from residents on Southwest Boulevard pro- Petition - testing the passage of Bill No. 58, changing the vehicle load Southwest weight limit from 18,000 pounds maximum to 24,000 pound maximum. Blvd. A request was received from Ed. Rackers , Director of Public Works, Appointment. for the approval of Howard Gibler, 232 Garfield, Jefferson City, Howard Missouri, as Laborer in the Sewer Division of the Department of Gibler. Public Works. Councilman Scrivner moved that the appointment be approved. The motion passed. The following report of the Street Committee was presented to the Street Council: Committee "The Street Committee met at 7 : 15 p.m. , Monday September 18th. Report. Present were Chairman Willcoxon, Councilmen Riner, Kliegel, Stone and Director of Public Works, Ed. Rackers ." Items discussed: 1) Request to vacate north south alley lying between inlots 689 and 690. The Committee discussed and recommended that the requests be granted. The following report of the Building and Grounds Committee was Building and presented: Grounds Mr. Mayor: Committee Your Committee on Buildings and Grounds met September 12th. , Deport. 1967 , 6: 30 o'clock p.m. , at Longview Cemetery. In attendance were Roy Farmer, Custodian; Ed. Pope, Street Commissioner; William Waggoner, Chief Engineer, Missouri State Penitentiary; Charles E. Robinson; Councilmen Stone, Debo and Riner. Our recommendations are as follows: That the present roadway be resurfaced, including the circle, and from the circle to the tool house. And that the roadway from the circle to the gate be widened ten (10) feet. That the price of spaces on the West side of the driveway be increased to $40.00 per space and that the price of the spaces on the East side remain the same, $20.00 each. THat a minimum of two (2) spaces will be sold on the West side of the driveway. That lot markers be repainted and numbered. Also, in order to keep graves from sinking, that we prohibit the use of wooden boxes . That the City Engineer be instructed to complete the survey and set lot markers. That galvanized sheets and canvas be used to protect the grass when opening graves. Regular Council Meeti.ng,,. The motion passed. ing and The following report of the Parking and Traffic Commission was Traffic presented: Commission September 12, 1967 Report. To: The Mayor and Members of the City Council of the City of Jefferson Subject: Report and Recommendations of the Parking and Traffic Commission Gentlemen: The following constitutes the report of the regular meeting of the Parking and Traffic Commission held at 8: 30 a.m, on September 12, 1967 . The Commission makes the following recommendations to the Mayor and the members of the City Council: 1. The Commission recommends no parking day or night. on both sides of Boonville Road, north for a distance of 200 feet from the north curb line of West Main Street. 2. The Commission advises that a preliminary plan relating to the Clark Avenue and Dunklin Street intersection has been studied and will now be restudied and reviewed at the next meeting of the Commission in the light of traffic count information now available. The Commission will make every effort to submit to the City Council a firm recommendation concerning the Clark Avenue - Dunklin Street intersection following the Commission' s October meeting. 3. The Commission recommends no parking day or night on the south side of the 500 block of Bast Wall Street and the Commission advises the Mayor and the City Council that further study and consideration will be given to parking restrictions for all alleys in the City. 4. The Commission recommends that traffic counts be made by the Director of Public Works on all three intersections of Dix Road, West Main Street, Industrial Drive and Old 50 Highway. Realth The following report of the Health Committee was presented by Committee Councilman Stone, Chairman: Report. September 18, 1967 Honorable Mayor & City Council: The Health Committee met Wednesday evening Sept. 13th. , 7: 30 p.m. , with all members present, to consider (as directed by the Council) two amendments to bills 49 & 50, submitted by Councilman . Hiesberger, concerning garbage Ordinance and garbage Contract. After considerable discussion the Committee voted against appro- ing these two amendments and recommend that they be rejected. Upon motion of Councilman Hawes , the Committee approved and recommend to the Council that the City accept Disposal-All Service, proposal to pickup trash and garbage on a twice a week basis of all City buildings and up-town streets with the exception of the Airport 116 Regular Council Meeting, September 18, 1967 which would be picked up daily Sunday excepted. Cost for this service, $153.00 per month. Respectfully submitted, /s/ 0. E. Stone Chairman Councilman Hiesberger presented data which he had compiled in regard to garbage service in other cities to the Councilmen. After some discussion, Councilman Stone moved that the report be approved. The motion passed. Councilman Debo, Chairman of the Public Utilities Committee, pre- Utilities sented the following report: Committee September 18, 1967 Report. Mayor Christy: Your Utilities Committee recommends the following street light installations to the Council: 1. Replace existing light with 6800 Lumen Mercury Vapor Light at 1701 Monroe. 2. Install a 6800 Lumen Mercury Vapor Light at the corner of Jackson and Ashley so as to light the church steps at 429 E. Ashley. 3. Install a 6800 Lumen Mercury Vapor Light at 1507 California. 4. Install a 6800 Lumen Mercury Vapor Light on the pole ,just north of the student crosswalk on Chestnut Street in the middle of the Lincoln University Campus. Respectfully submitted, /s/ Robert L. Councilman Hawes, Chairman of the Annexation Committee, presented Annexation the following report: Committee The Annexation Committee met at 7 :45 p.m. , September 18th.Report. and recommends that a special election be held on November 7, 1967, on the annexation of Area "C" so that the area can be taken in the City at the same time as Area "P . Councilman Hawes moved the adoption of the report. The motion passed. The following report of the Planning and zoning Commission was Planning & presented to the Council: zoning Comm. September 15, 1967 Report, Gentlemen: The Jefferson City Planning and Zoning Commission at official meeting held September 14, 1967 recommend the following action to the members of the City Council. 1. The request of Dr. John I. Matthews for special permit to construct a parking area in the rear of property known as 715 West High Street, It is the recommendation of the Commission that a special permit be granted to Dr. Matthews. 2. The Commission made a final study and review of Area A proposed zoning map and recommend that the City Council accept and approve the zoning map of Area A as presented, and that an Ordinance be drawn and passed making this map the official zoning in Area A when it becomes part of the City of Jefferson on January 1, 1968, Sincerely yours, /s/ Bert Koester, Chairman Councilman Willcoxon moved the adoption of the report.
