Councilmen present: Debo, Haake, Hawes, Iliesb erger, Riner, Scrivner, Roll Call. Stone, Van Loo and Willcoxon. Councilmen absent: Kliegel, absent with leave. A quorum was declared present. The minutes of the meeting of September 18th, were approved as received. Approval ------------ of Min. Mrs. Louis Howe, President of the League of Women Voters, explained their League o organization to the Council and presented to all of the Councilmen "Know Your Women Voters Town", a booklet which they had compiled. A request was received from Dr. John I. Matthews requesting that property Planning and located at the southwest corner of Bolivar and High be reclassified from "C" Zoning Comm. to "D". The request was referred to the Planning and Zoning Commission. The following report of the Finance Committee was presented by Councilman Finance Comm Haake, Chairman of the Committee: Report. "The Committee on Data Processing held a meeting on Tuesday evening at 7:30 with Councilmen Scrivner, Kliegel and Haake present. The Committee wishes to compliment IBM, Burroughs and National Cash Register for the detailed analysis presented in their proposals. Probably one of the most important items to be settled is available space and, although Mr. Riner has advised informally that none is available, t11e committee requests the Buildings & Grounds Committee to survey the matter to determine if there is any space available in a city-owned building at this time. The committee suggests that the following procedure be followed: 1) that all proposals be thoroughly studied by the City Cleric, Collector and Fiscal Officer to determine if the accounting procedures and proposed chanties in methods, forms and reports are complete and satisfactory. 2) that each company be contacted by the Fiscal Officer and 11e be advised tile location in this area of a system in operation which employs the type of equipment proposed. 3) that tine comnittee he crrrpowered to review comparable installations in this area if nec,e:ssal,y. 4) that the Collneil request the Office of 1ldminislrative Services, a divieion of the Ccrrnptroller and nuaget Office, make a survey of existing, record koeping mcAlloclrl and a co.3t deter►lrinatioi► a;i to the equipillent which the City could logically afford within its limited financial capacity. The motion passed. The following was presented to the Council: Police "Tile Jefferson City Police Personnel Board at its meeting on Friday, September Personnel 29th certified the following as eligible for promotion to the grade of Corporal Board. in the order, of rank as listed below: 1. Patrolman Kenneth J. Roods 2. Patrolman Forest K. Clark 3. Patrolman Kenneth W. Quinn Those certified for- patrolman in the order of rank appear below. 1. Mr. Donald A. Fulcher 2. Mr. Charles H. Wekamp The written examination for promotion to corporal and appointment of a patrol- man was given September 15tH, and the oral examination was given September the 28th. Fulcher be appointed as patrolman. Tile motion passed. 121 Regular Council Meeting, October .2, .1967 Public Utilities The following report of the Public Utilities Committee was presented by Committee Councilman Debo: Report. "Your Utilities Committee met and recommends the following to the Council: 1 . Install 6800 Lumen Mercury Vapor Light at extreme east corner of Hough Park Road. 2. Install three (3) 6800 Lumen Mercury Vapor Lights on new section of Jefferson Street. between Swifts Highway and Stadium Drive. 3. Request for fire hydrant at 1422 Boss Terrace was referred to the Fire Chief. 4. Recommended that Missouri Power and Light reduce lighting plan on service roads on both sides of new Highway 54 South, and are awaiting their report. Respectfully submitted, /s/ Robert L. Debo, Chairman Public Utilities Committee Councilman Debo moved the adoption of the report. The motion passed. Accounts and Councilman Hiesberger, Chairman of the Accounts and Claims Committee Claims Comm. submitted the following report: Report. "The Council's Claims, Accounts and City Officers Committee met at 7:30 p. m. Monday, September 24, 1967 in the Council Chambers, City Hall. Committee members present were Councilmen Willcoxon, Van Loo, Kliegel and Chairman Hiesberger. Councilman Stone was absent. Matters discussed: Pay and promotion procedures for city department employees under the bracket system of the City. Request by the Chief of Police that a waiver be granted in the promotion of sergeants recently qualified by the Police Personnel Board. Chief requests that newly promoted sergeants be stepped from the fifth bracket of corporal to the fifth bracket of sergeant because this procedure had been followed during the last promotion of men in the same circumstances. This matter was referred back to this committee after reporting on it at a recent Council meeting. Action Taken: The committee, after much discussion, asks that the Council approve making cacti of the brackets in the categories of Police Sergeant, Fire Lieutenant and Fire Captain the same as the pay for the highest bracket in each category. Item No, 2 failed to pasts by voice vote, Public Councilman Willcoxon moved that a request for a fire hydrant at the intersection Utilities of Water and Polk be referred to the Public Utilities Committee. Comm. ----------- Bill No. 68. Bill No. 68, introduced by Councilman Willcoxon, entitled: Deputy City "An Ordinance of the City of Jefferson, Missouri, establishing the office of Clerks. Deputy City Clerk, providing the number of Deputy City Clerks and the method of appointment, their qualifications, term of office and duties. "An Ordinance of the City of Jefferson, Missouri, authorizing and directing the Supplemental Mayor and the Clerk of the City to execute a contract on behalf of the City with Contract with Clyde Garvin .relating to the collection, removal, transportation and disposal Dispose-All of garbage and trash from city premises, buildings and public ways. The following resolution was introduced: Resolution - RESOLUTION Franklin St. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: THAT, after hearing all persons who appeared and desired to be heard at a meeting of the City Council of the City of Jefferson, Missouri, held at 8:00 p. m. , on Thursday, July 6, 1967, on the question of the necessity of grading, paving and guttering with Portland Cement concrete where necessary the roadway of Franklin Street from the westerly curb line of Monroe Street to the end of the 30-foot concrete pavement as provided in Section 88. 523 RSrno, 1961, and Section 823 of the Revised Ordinances of the City of Jefferson, Missouri, 1 1956, that the Council reaffirm that the aforesaid improvement is necessary to be done and that the Council finds that said improvement is less than 1200 feet in length and is between and connects two paved and improved streets. " On motion of Councilman Van Loo, Bill No. 66 was read the third time by title and placed on final passage and was passed by the following vote as Ordinance No. 7956. The motion passed. 124 _.__Regular,.Council Meeting, October 2, 1967 The following resolution was introduced: Resolution - RESOLUTION CONSENTING TO THE Regional FORMATION OF A REGIONAL PLANNING COMMISSION Planning. Date: Resolution No. 125 'WHEREAS, petitions have been filed with the Governor of the State of Missouri, requesting the formation of a regional planning commission, and a public hearing has been held at Camdenton on the 25th day of October 1966, to discuss the formation of such a commission in accordance with the provisions of the State and Regional Planning and Community Development Act of 1966 (Chapter ; 251, RSMo, and WHEREAS, the City of Jefferson, State of Missouri, is included within the bound- �;arses of the jurisdiction established for said regional planning commission, and WHEREAS, it has been determined that the over-all interests of this City are closely related to those of the new region and in furtherance of these interests it is highly desirable for this City to become a member of the regional planning commission. NOW, THEREFORE, Be it resolved by the City Council of the City of Jefferson, in regular session on October 2, 1967: That the City Council of the City of Jefferson, hereby consents to the formation ;;of a regional planning commission whose boundaries will coincide with the physical boundaries of Boone, Callaway, Cooper, Cole, Howard, Audrain, •Osage and Moniteau counties. The motion to adopt such resolution No. 125 was introduced by Mr. Haake and duly seconded by Mr. Hiesberger. Upon Roll call the following voted: Yea: Nine (9) Nay: None (0) Absent: One (1) Thereupon the presiding officer declared said resolution No. 125 duly adopted and passed and ordered it spread upon the official minutes.
