Councilman Kliegel moved that the judges and clerics be approved. The motion
passed.
A request was received from Mrs. Arthur H. Beck and James R. Strong to Director
initiate action to obtain access to the city sewer system for property in the of Public
2400 and 2500 block of Industrial Drive. The request was referred to the Works.
Director of Public Works.
Councilman Scrivner, Chairman of the Police Department Committee, reported Police Dept.
that his committee had met with the City Attorney in regard to an ordinance Committee
regulating mufflers on motorcycles. The City Attorney stated that the present Report.
ordinance is adequate and suggested that citizens report violations to the
Police Department. Councilman Scrivner moved that the report be approved.

Parking and The following report of the Parking and Traffic Commission was presented to
Traffic Comm, the Council:
Report. "The following constitutes the report of the regular meeting of the Parking and
Traffic Commission held at 8:30 a. m. on October 10, 1967. The Commission
makes the following recommendations to the Mayor and the members of the
City Council:
1 . The Commission recornmends the adoption of the Loading Zone Criteria,
Fees and Procedure attached to this report and made a part hereof.
2. The Commission recommends the channelization of traffic at the Clark
Avenue-Dunklin Street intersection in accordance with the attached plan and
layout, and further recommends that the traffic chatinclization facility be
installed on a temporary basis for a thirty-day trial period. The Commission
further recommends that parking not be restricted on Clark Avenue from the
intersection of Dunklin Street to Atchison Street, but rather be restricted only
as the attached plan indicates and requires.
3. The Commission recommends the installation of stop signs oil the north side
of the following intersections with High Street: Chestnut, Ash, Pine, Center,
Olive, and Dawson.
4. The Commission recommends that the request for speed limit signs on
Elizabeth Street be denied. This and similar situations will be acted upon
upon adoption of a uniform signing procedure presently under study by the
Commission.
5. The Commission recommends the installation of a stop sign on 1,'illmore
Street at the intersection before entering Broadway Street.
6. The Commission recommends eliminating tile north and south stop signs on
Broadway Street at the 'Intersection of Atchison Street.
7. Tile Commission recommends that the request for "head in" parking at
Miller and Madison Streets be denied.
8. In connection with the request for one-way traffic on West Main Street at
West High Street, the Commission recommends that the Director, of Public
Works conduct appropriate traffic counts In this area--thia area will be the
subject of further study and future recornnictidation8.

12. The Commission recommends that Orditiatice No. 7622 (providing for angle
parking in the 500 block oil the vilat Hide of Bolivar Street) be repeated.

14. The Commission recommends that a tichool croming be established on Jackson
Street between points 70 feet and 80 feet south of the south curt) of Woodlawn.
15. The Commission recommends no parking day or night on the east side of
Boonville Road from the intersection of Main Street and Boonville Road to
a point 200 feet north of tile norti, curb tine or Main Street.
16. The Commission urgently recommends that the City Council expedite the
procurement of the "No Parking, 7 a, in. to 9 a. in. , and 4 p. in, to 6 p, m.
signs to be used in the Jefferson 13ullding at-ca.
All members of the Parking and 'rraffle Commission were present with tile
exception of Mr. Pope and Mr. Ilawes--Mr. Hawes was absent due to illness.

LOADING ZONE CRi,n--.,I1IA, PEES AND PROCEDURE
Conditions:
1. No alley or offstreet space available for, loading use.
2. No existing loading zone within 100 feet of proposed zone (unless user
required to cross street).
3. A minimum average of tell loading and unloading stops per day (8:00 a, m. to
5:00 p. in. ) per five-day week--Monday through Friday, as determined by
use analysis to be conducted by Director, of Public Works--such analysis to

include an evaluation of weight and size of loads and loading and unloading time.
Restrictions on Use:
1. Loading zones shall be used by commercial vehicles only.
2. Maximum time limit per vehicle for loading; or unloading;--15 minutes.
3. Loading zone use shall riot, be restricted to tiny particular businossa or carrier,
4. No parking of private or commercial vehicles permitted in loading zones
during hours such areas are designated as loading zones.
5. Loading zones shall be subject to any parking prohibitions that may be in
effect in the same block.
6. All vehicles using loading zone shall park parallel to the roadway.
7. Maximum length of loading zones shall be 36 feet--minimum length 18 feet.
Loading zones shall be established in 18-foot increments only,
8. There shall be no more than three loading zones nor more than 30 per cent
of block face length of loading zones per block.
9. Loading zone permits shall be for a period of one year--January 1 through
December 31, New permits may be issued at any time with annual fee
prorated on a quarterly basis.
Fee Schedule on Loading Zones:
The fee for loading zones shall be a minimum of $3, 50 per foot per year,
which amount equals 20 cents per day for an 18-foot zone (based on a 6-day week).
Procedure:
I. Applicants shall obtain application forms from the Director of Public Works.
2. Applicants shall complete the application form and submit same to the
Director of Public Works with a deposit of $10. 00.
3. The Director of Public Works shall review each application and forward such
application to the Parking and Traffic Commission with his recommendations.
4. The Parking and Traffic Commission shall review each application and
recommendation and make appropriate recommendation to the Council.
5. Applicant shall be notified of approval or disapproval by the Council--fee
refunded if application is disapproved--billed for balance of fee if
application is approved.
Applicant must pay the balance of the fee due within 15 days of approval by
the City Council.
Remarks:
The Parking; and Traffic Commi4ssion recommends that the�oreg;oing :apply
to all existing loading; zones and to all pending; or future r•eque:s .s for loading
zones. The Commission further reconi nnends that the Council consider a hii;her
fee: schedule on the major downtown streets. "

Cherishing in our hearts tale memory of his distinguished service to our Nation,
and his outstanding example to his fellow American citizens through his belief
