Councilmen present: Debo, Ilaalce, IIawes, Iliesberger, Kliegel, Riner, Roll Call. Scrivner, Stone and Van Loo. Councilmen absent: None. A quorum was declared present. The minutes of the meetings of October 16th and October 23rd were approved Approval as received. of minute A card of appreciation was received from the family of the late Councilman Card of Willcoxon. Appreciation Mayor Christy presented the following appointment to office: Board of Forrest O. Capps, Jr. , 413 Woodlawn, as a member of the Board of Adjustment Adjustment. for a period of five years, vice French L. Nelson, term expired. Councilman Hawes moved that the appointment be approved. Mayor Christy stated that lie would present the name of Donald Hunter for the Fire Chief, position of Fire Chief at the meeting of November 20th. The following report of the Street Committee was presented to the Council: Street Comm. "The Street Committee met at 7:00 P. M. , November 6, 1967 Report. Present were Councilmen Stone, Riner•, Kliegel, Iliesberger and Scrivner•, Street Commissioner Pope and Director of Public Works, Ed Rackers. The meeting was opened with a silent prayer for the late Chairman of the Street Committee, Councilman Willcoxon. Items discussed: 1) The Committee discussed the proposed Subdivision Ordinance and recommended that a meeting be set tip for 7:30 P. M. on Wednesday, November 15th, in the Council Chamber to discuss the proposal, and the Committee 133 Regular Council Meeting, November fl, 1067 further, requests that all councilmen be in attendance and that copies of the proposed ordinance be made available to all interested parties. 2) The Committee recommends that Tandy Karr, Boonville Road be approved for employment at the Street Division as a Mechanic, Step 1. Police Councilman Scrivner, Chairman of the Police Department Committee, stated Dept, that his Committee had approved several taxicab permits. Comm. Report. ------------- Public Utilities Councilman Debo, Chairman of the Public Utilities Committee presented the Comm. following report: Report. "Your Utilities Committee recommends the following street light installations to the Council: 1. Install 6£300 Lumen Mercury Light at the new Jefferson Street entrance of the Memorial Baptist Church. 2. Remove street light in the alley bellind the Exchange National Drive-in Bank. Amended Bill No. 67, introduced by Councilmen Debo, 11awes, Iliesberg!er, Amended Bill [Weg;el, Miner, 5cr•ivner, Stolle, and Van I,00, entitled: No. 67. "An Ordinance of tale City of Jefferson, Missouri, granting a license to CATV Ord. International 'Telemeter Corporation to operate and maintain a C'onlnzunity Antenna Television System in said City, upon performance and compliance with certain conditions, providing; for the regulation and use of said system by the City and for payment to the City based on the gross receipts of the licensee, and prescribing penalties for the violation of its provisions. " Councilman Riner moved that the CATV Bill be referred back to the Committee- of-the-whole and all applicants be allowed to resubmit their applications. The motion failed to pass by the following roll-call vote: Councilmen voting Aye: Riner, Scrivner and Van Loo. Councilmen voting Nay: Debo, Haake, Hawes, Hiesberger, Kliegel and Stone. Byron Kinder, Attorney representing Capital City Telecable Corp. , stated that they were not given an opportunity to deviate from their instructions. Richard Nacy, Jr. , and George Rozier, Attorneys representing Mid America Television Co. , stated that they should have an equal opportunity to present their program. W. H. Bates, Attorney for International Telemeter Corporation explained their action in presenting their proposal. Pem Gordon represented the television technicians of Jefferson City. Councilman Debo moved that Bill No. 67 be read the third time by title and placed on final passage. Councilman Riner raised a point of order that the original Bill No. 67 was 135 ._Regular_Council.Meeting, _ November 6, 1967 presented in blank form and this should constitute the first reading. He was overuled by the Chair. Councilman Debo stated that Bill No. 67 had been amended as follows: 1. Page 1 - line 2, International Telemeter Corporation had been inserted. 2. Section 1 - line 2, the word Ordinance in lieu of Corporation, 3. Section 28 - new section. 4. Old Section 28 is now Section 29. After discussing the situation with the City Attorney, the Bill was held over for third reading at the meeting of November 20th. 1Bill No. Bill No. 72, introduced by Councilmen Scrivner and Kliegel, entitled: 72. "An Ordinance of the City of Jefferson, Missouri, vacating and discontinuing as Vacating an a public thoroughfare part of a public alley in said City and authorizing and Alley - Inlot directing the Mayor and the Clerk of the City to execute all written instruments 690 and 689, required to confirm in the owners of the adjacent land their reversionary rights in the vacated right of way. " On motion of Councilman Kliegel, the Bill was read the third time by title and was placed on final passage and was passed by the following vote as Ordinance No. 7960. Councilmen voting Aye: Debo, Flaake, Hawes, Hiesberger, Kliegel, Riner, Scrivner, Stone and Van Loo. Councilmen voting Nay: None. Councilmen Absent: None, Resolution - Councilman Debo introduced the following resolution: Street Lights. RESOLUTION BE IT HEREBY RESOLVED by the City Council, City of Jefferson, Missouri, that that the Missouri Power and Light Company make the following installations in accordance with recommendations presented to the City Council by its Committee on Public Utilities and adopted by said City Council on November 6, 1967, 1 .
