Approval The minutes of the meeting-of-November 27th. were approved as of Minutes. received. ----------- Mr. Homer Mr. Homer Ferguson, Missouri Power and Light Company, stated that it Ferguson. was the policy of his firm to attend a meeting annually of the City Council to express their appreciation for the fine cooperation with the City. ----------- Parking & A petition was received from residents within the area of West Traffic Atchison and Broadway protesting the change from a four-way stop to Commission. a two-way stop. The petition was referred to the Parking and Traffic Commission. Mr. Al Vanderfeltz spoke in regard to the petition and stated that.. by changing the signals, it would create a traffic hazard since there is now more traffic in the area than when the signs were in- stalled. ----------- Card of A card of appreciation was received from the family of the late I Francie (Bud) Van Loo. December 4, 1967 Gentlemen: STREET COMMITTEE REPORT The Street Committee met at 7 :15 p.m. on Monday, December 4, 1967. Present for the meeting were : Chairman Stone; Councilmen Riner and Hiesberger; Director of Public Works Rackers; and, Street Commissioner Pope. Items discussed were as follows: 1) The connection between Indiana and Minnesota Streets " The Committee recommends the Street Department do the necessary grading and hauling of rock when time permits to make this con- nection. Respectfully submitted, Isl Omer E. Stone Chairman Councilman Stone moved that the report be approved. The motion passed. ------------ Police Dept. Councilman Scrivner, Chairman of the Police Department Committee Committee. reported that the Police Department would no longer use Police cars for taxi service and that all personnel would be required to be neatly dressed in uniform and conduct themselves as gentlemen. A 142 Regular Council Meeting, December 4, 1967 recommendation to hire three additional men, preferably the American Legion Police (who have the experience) , until the necessary per- sonnel can b e hired. This recommendation is made in order to in- crease the Department' s Investigative Bureau. Councilman Scrivner moved that the report be approved. The motion passed. Councilman Scrivner moved that the promotions and appointment be approved. The motion passed. The following report of the Public Utilities Committee were pre- Public sented by Councilman Debo, Chairman: Utiliti The UTILITIES COMMITTEE met on Thursday, November 30th. , 1967, Report. with Councilmen Debo, Hiesberger, Scrivner and Haake present. The Committee recommends fifty two (52) , 11,000 lumen mercury vapor lights be installed on the outer roads on U. S. Highway 54 South and near the Dix Road interchange with U, S. Highway 50. The Committee also instructed the Missouri Power and Light Company to prepare a master plan for all street lighting on annexed areas coming into the City in 1968. The Committee recommended one (1) street light for each intersection in these new areas and ask for additional lighting on Boonville Road, Belair Drive, Tanner Bridge Road, North Ten Mile Drive and Industrial Drive. The Committee recommends if residents living in the annexed areas are now paying for street lights these residents be instructed to petition Councilmen for the City to take over the cost of these lights, if they meet specifications of the over-all master plan. The motion passed. • Councilman Hiesberger, Chairman of the Accounts and Claims Committee Accounts & presented the following report: Claims The Council' s Claims & Accounts Committee met Wednesday, Nov. Committee . 29th, to consider the matter concerning accident at Michigan and 3 West Dunklin referred to the Committee. 143 ___..Regular Council. Meeting, December _44 , 1967 On basis of report by Public Works department that water main in question belongs to Capital City Water Co. and is on Mo. State Highway Dept. right-of-way, the Committee recommends that the Council file the request and send a copy of this Committee report to the City Attorney. Mayor Christy asked that the newly appointed Fire Chief, Donald Hunter, be placed in Step 3 in the salary scale. Councilman Hiesberger made the necessary motion. The motion passed. Councilman Riner moved that the firemen who were promoted be placed in Step 3 in the salary scale. The motion passed. Public The following report was presented by Councilman Debo, Chairman of Utilities the Public Utilities Committee: Committee Re- December 4, 1967 port. Mayor Christy: Your Utilities Committee recommends the following street light installations to the Council: 1. Install one 6800 Lumen Mercury Vapor light in the alley between the 300 block of West Ashley and West Atchison Streets . 2. Install one 6800 Lumen Mercury Vapor light in front of the residence of Mrs . Ethel Nichols, Hough Park Road. 3. Replace light at 610 Jefferson Street with one 6800 Lumen Mercury Vapor light. 4. Install one 6800 Lumen Mercury Vapor light in the alley between the 600 block of Jefferson and Washington Streets at Cedar Street . Respectfully submitted, /s/ Robert L. Special Councilman Stone, Chainiian of the Special License Committee presented License the following; report: Committee November 27 , 1967 Report. Honorable Mayor & City Council City of Jefferson The Special. License Committee met at 7 : 30 p.m. , Wednesday, November 8th. , attended by Councilmen Kliegel, Scrivner, Stone and the late Bud Van Loo. Also, City Collector Ed. Cole and Roy Farmer, License inspector. The purpose of the meeting was to consider (as directed by the Council) , Bill No. 84, introduced by Councilman Hawes as an amendment to Ordinance No. 7822, relating to the licensing and regulation of merchants and business establishment of Jefferson City. The Committee voted unanimously against approving this Bill. In our opinion it would benefit only two or probably three of our larger business establishments. The Committee felt that rather than decrease the license of these larger establishments that they should be in- creased in conformity with other Cities in Central Missouri such as, Sedalia, Moberly, Mexico and others . The Committee will submit to the Council some recommendations in this regard at a later date. The Committee further felt that Bill No. 84 is discriminating and unfair to a number of our fine business establishments who operate at two or more locations that are not located within 300 feet of each ,other, therefore, they are required to purchase a license for each location.
