Beaty, 740 Glendale Drive Councilman Riner moved that the Committee be approved with the exception of Ted Marriott and asked for a roll-call vote. The motion was defeated by the following vote: Councilmen voting Aye: Riner and Scrivner. Councilmen voting Nay: Debo, Haake, Hawes, Hiesberger, Kliegel, and Stone. Councilman Hiesberger moved that the appointments be approved. Councilman Riner asked for a roll-call vote. The appointments were approved by the following vote: Councilmen voting Aye: Debo, Haake, Hawes, Hiesberger, Kliegel and Stone. Councilmen voting Nay: Riner and Scrivner. 1.50 Regular Council Meeting, December 18, 1067 The matter of whether to make the necessary repairs, lease or sell the City Building and Scales was referred to the Building and Grounds Committee, with power to Grounds Com act, on motion of Councilman 11aake. The motion passed, Councilman Scrivner, Chairman of the Police Department Committee reported Police Dept. that a communication had been received from the Central Rendering Company Committee requesting that the City pay $50. 00 per month for services rendered for the Report. Humane Officer. Councilman Scrivner moved that the request be approved. The motion passed. Councilman Scrivner stated that the city ordinances require that the Police Court be open every day and that court is held only three days a wee&. The Committee will meet with Judge Wilson in regard to amending the ordinance which is in effect. The following report of the Fire Department Committee was presented by Fire Dept. Councilman Hawes, Chairman of the Committee: Committee "The Fire Committee met at 7:30 on Wednesday, December 13th. The Report. Committee recommends that fire protection be limited to the existing city limits as of January 1 , 1968 and to the proposed city limits of Areas 13, D and E, except that the owners of property outside the city limits may, by contract, signed by the Fire Chief and the property owner be extended fire protection at the rate of $50 for each piece of fire equipment, per hour. " There was considerable discussion about Fire Protection and the matter was referred to the Committee of the Whole. Councilman Hawes moved that until the Committee of the Whole, tool. action, the City should discontinue fire protection outside of the city limits. The motion passed. The Corrrrni.9sion recommends the repeal of the sulnieetions of Section 1, 210 of Ordinance No. 7344, and tale repeal of Ordinance: No, 7623 and Ordinance No, 7480 as set forth in E'xliibit A attached to this report. 'These stop signs were installed in connection with highway construction and are no longer in place. 2. The Commission recommends the installation of traffic control signs--stop or yield--at intersections as set forth in Exhibit B. Specific recommendations re stop or yield will be made prior to the introduction of the ordinance. This recommendation of the Commission relates primarily to the newly annexed Areas A and C. 3. The Commission recommends the permanent installation of the temporary channelization islands at the Dunklin Street-Clark Avenue intersection. 4, The Commission recommends the petition to reinstall stop signs on Broadway at Atchison Street be denied. 5. Councilman Hawes moved that Item No. 3 be re-referred to the Parking and Traffic Commission for a public hearing. The motion passed. Councilman Hiner moved that Item No. 4 be referred back to the Parking and Traffic Commission for a public hearing and that the City Clerk notify all persons who signed the petition of the hearing. The motion passed. Councilman Hawes moved that the report be approved with the exception of Items No. 3 and 4. The motion passed. 152 Regular Council Meeting, December 18, 1967 The following report of the Planning and 'Zoning Commission was presented Planning and to the Council: Zoning Comm. "The Jefferson City Planning and Zoning Commission at official meeting held Report. December 14, 1967 recommend the following action taken to the members of the City Council. 1 . The request of the Central Dairy Company to rezone land adjacent to and immediately north of its present location from "G" to "H" business district. The Commission recommends that the request be granted and that all the land north of the alleyway in Inlot 814 to the expressway right-of-way now in "G" business district be rezoned to "H" business district. 2. It is the further recommendation by the Commission that the entire block bounded by Madison St. on the east, Dunklin St. on the south, Jefferson St. on the west, and the Expressway on the north or all that portion now in "G" business district and "I" light industrial be rezoned to "H" business district. The Commission feels that the continuance of the "I" light industrial zoning may in the future be detrimental to the good orderly development of the Southside business district. The following resolution was introduced by Councilman Debo: Resolution - RESOLUTION Street Lights. BE IT HEREBY RESOLVED by the City Council, City of Jefferson, that the Missouri Power and Light Co. make the following installations in accordance with recommendations presented to the City Council by its Committee on Public Utilities and adopted by said City Council on December 18, 1967. 1. Replace existing light at the alley on Broadway between High and McCarty with 6800 lumen Mercury Vapor Light. 2. Remove existing light at tri-level in- terchange in the 800 block of West McCarty. The motion passed. r, Councilman Debo moved that the City Clerk obtain 8X10 color photo- Photographs, graphs of Councilmen Jobe, Willcoxon and Van Loo, place one in the Council Chamber,one of Councilman Jobe in the Police Department, Councilman Willcoxon at the Airport Terminal and Councilman Van Loo at the new Fire Station. The motion passed. 155 I Parking & ;';` Councilman Hawes referred the matter of a "Yield" sign on Dixon at Traffic Greenberry Road to the Parking & Traffic Commission. Commission. Plumbing 'Mr. Phil Bauer had a shower stall base on display of a new type of Board. :}material which the plumbing inspector did not approve. ; Mr. Benton, Building Commissioner, explained that the Plumbing Code . is a local code which makes no provisions for approval of new lmaterials. Project Area the Housing Authority and Planning and Zoning Commission Housing should have closer alignment and moved that a member of the Housing Authority. '.Authority should serve on the Planning and Zoning Commission and a member of the Planning and Zoning Commission should be on the Housing Authority without a vote. The motion passed. Adjournment.
