The minutes of the meeting of December 19th were approved as received. Approval of L ---------------ph Kalberloh, Chairman of the Advisory Commission on Reapportionment Minutes. Oresented the map which the Commission had drawn up on the redistricting of Advisory the wards of Jefferson City and the following report: Commission on "Honorable John G. Christy, Mayor Reapportionmen and Members of the City Council 6n December 5, 1966 the City Council adopted a resolution calling for the appointment of a Commission of 6 Democrats and 4 Republicans as an "Advisory Commission on Reapportionment. " The Commission met and organized on December 15th. A sub Committee was appointed to determine and make recommendations as to the feasibility of concluding the Commission's work within the time alloted by ifhe Council's resolution and methods of estimating population. They concluded that: A. The City Council knew that this Commission did not have sufficient time to ireapportion using the only accurate basis which is a census. Guess-estimates could be obtained in at least 3 ways. 1. Voter registration 2. City directory 3. Light meters Voter registration was discarded because records were maintained in alphabetical order and we needed consecutive street numbers. Also voter registration records area not up-to-date -- having been purged the last time in 1963. The city directory was discussed and discarded because the List available directory waH 196,15 and this i.-► infcc.c mate. After determining that means were available to effect a reapportionment plan within the prescribed time limits the Commission turned to the question of whether to count the inmates at the Missouri State Penitentiary for Men and the non resident students at Lincoln University in determining ward population figures. The Commission recommends that in reapportionment prisoners and students 6hould not be counted for these reasons: A. Convicts are not citizens B. Convicts are residents by force and not by choice C. Students are here temporarily to go to school The Commission in reaching a unanimous decision not to count them noted that in their opinion "representation in political subdivisions is determined by the federal Constitution and not the state Constitution; and further that this decision has been upheld by a federal court in Kansas. " During the last two weeks in December the Commission met 5 times and the 4 sub-committees spent many hours during this period tabulating, researching and diagramming the information that was developed by the Commission. 13y December 31st the Commission had unanimously agreed upon a proposed plan of reapportionment and a copy of that proposal is submitted with this report (See Exhibit C) together with all of the working papers of the Commission, minutes of its proceedings and all the source material used by the Commission in arriving at its population estimates. 11 _ Regular Council Meeting, January 3, 1967 `'__ ''Th Comrrrission again woffld like to stress that it had no accurate figures of the census population from which to work and the proposed plan is necessarily limited by the nature of data available to the Cornnrisnion. It will be noted that the proposed plan of reapportionment does not reflect exactly equal numbers of residential light nieter:i in each of the proposed wardv. "I'lrere were rreveral good reasons for these .9light Irregularities. The Commission felt it important to use major thoroughfares and natural geographical barriers as ward lines wherever possible in order for voters to more easily determine the identity of the ward in which they reside. The probabilities of future growth and city annexation were also considered in the formulation of the ward lines. The Commission was also aware certain areas of the city probably contain a higher ratio of population to residential light meters than do other areas. Nevertheless the Commission feels that the proposed plan should suffice until such time as the decennial census figures are again available in 1970. The Commission recommends reapportionment after each decennial census. The above report is respectfully submitted pursuant to the Council resolution of December 5, 1966. Ralph J. Judges for Councilman Willcoxon moved that the Judges for the Special Bond Election to be pecial .Bond held January 10th which were submitted by the Democratic and Republican Election. Committees be approved. The motion passed. -------------- Public Utilities The following; report of the Public Utilities Committee was presented by Committee Councilmen Debo, Chairman of the Public Utilities Committee: Report. "Your Utilities Committee recommends the following street light and fire hydrant installations to the Council: 1, lieplace existing, light with 6800 Lumen Mercury Vapor Light at the intersection of Pamela and DaHene Driver. 2. Inatall one (1) new 6800 I,urrren Mercury Vapor I,i.ght in front of 406 Elizabeth Street. 3, Install seven (7) new 61100 l,unren Mercury Vapor Lights in the Gentry Subdivision off Southwest Blvd. (I)rawing; attached. ) 4. Replace light ut 711 Stadium with new 61100 bullpen Mercury Vapor light. 5. Inrrtall three; inrrtead of two fire hydrant-.7 irr the vicinity of Sunset Lake. (Sec; Drawing,). 6. Install two instead of one fire hydrant ill the vicinity of 't'anner Bridge Road and Arthur Hilis Blvd. (Sec l.)rawIng). 7. BE IT RESOLVED by the City Council, City of Jefferson, Missouri, that the Missouri Power and IAght Company make, the following installations in accordance with recommendations presented to the City Council by its Committee on Public Utilities and adopted by said City Council, on January 3, 1967: 1. Replace existing light with 6800 Lumen Mercury Vapor I_.ight at the intersection of Pamela and Darlene Drive. 2. Install one (1) new 6800 Lumen Mercury Vapor bight in front of 406 Elizabeth Street. 3. Install seven (7) new 6800 Lumen Mercury Vapor Lights in the Gentry Subdivision off Southwest Blvd. (Drawing attached. ) 4. Replace light at 711 Stadium with new 6800 Lumen Mercury Vapor Light. 5. Install forty-six (46) 21, 000 Lumen Mercury Vapor Lights as recommended, from the Expressway to Reisinger Road with an average spacing of 1 76 feet. Adopted; President of the Council Councilman Debo moved the adoption of the resolution. The motion passed. -------------- 5,19 Regular Council Meeting, January 3, 1967 Resolution - liCouncilman Debo presented the following resolution: Fire RESOLUTION Hydrants. i:BE IT RESOLVED by the City Council, City of Jefferson, Missouri, that the ,,Capital City Water Company malte the following installations in accordance d :11with recommendations presented to the City Council by its Committee on Public '; Utilities and adopted by said City Council, on January 3, 1967: 11. Install three instead of two fire hydrants in the vicinity of Sunset Lake. (See Drawing). 2. Install two instead of one fire hydrant in the vicinity of Tanner Bridge Road Ii if and Arthur Ellis Blvd. (See Drawing). ilAdopted: if ff i! "He suggested that a sign "Speed zone - Radar Controlled" be placed in the area. -------------- Director of 'Councilman Debo stated that complaints had been received from residents living; Public Works. 'in the area of the Broadway Street Underpass, about dust on shrubs and streets !;and also that it is a dangerous situation for school children to have to walk in tho ;'street at underpass. The Director of Public Works was instructed to contact the Contractor to discuss the matter. Adjournment. Councilman Riner moved that the Council adjourn, under the rules.
