(All bids were over the estimate - $600, 000). Thereupon, the Mayor, with the consent of the Council, appointed Councilmen Hawes, Scrivner, Van Loo, Stone, and Kliegel, as a canvassing committee to Re ular Council.Meetina. January 16 1967 cast up the results of said election. Councilman Ritter seconded the motion to adopt the foregoing resolution, and, the question being put to a roll call vote, the result was as follows: Councilman Debo voted Aye. The following report of the Finance Committee was presented by Councilman eport. Haake: "On Friday evening a meeting of the Finance Committee was called for the purpose of discussing with the Council the State of our City Finances. With the cooperation of the Mayor and Mr. Abernathy, we have for the past several weeks been analyzing our sources of income and expense. For the salve of time I have distributed to each of you a copy of the report made to the Finance Committee. I regret that your schedules apparently did not permit all of you to attend this meeting, however, I again wish to emphasize parts of the report. The reserve fund with which we have been operating, stood at $180, 000 in 1964, at $161, 000 in 1065, at $111, 000 in 1966 and our estimates indicate that this reserve: will he ahproxi►7►ately $60, 000 in November, 1967. Based on the best inforn►ation available at this time the reserve fund will be some $82, 000 lass tit tale close of this present fiscal year from the closc of the previous fiscal year. " /s/ Larry Ilaake, Chairman, Finance Committee Claims and The following report of the Claims and Accounts Committee was presented: ccounts "Wednesday, January 11, 1967 eport. The Committee met in the City Council Chambers, at 7::30 Councilmen Willcoxon, Stone, Van Loo and Hiesberger were present. Presentations were heard from Mr. James Becker of Business Men's Assurance Co. , on withholding plan for city employees. Committee decided, on motion of Mr. Willcoxon, to defer action until later date, particularly since legislation sponsored under the auspicies of the Missouri Municipal League is to be introduced in Missouri General Assembly pertinent to employee retirement programs. Tire Chief Sullivan requested raises for two Assistant Chiefs and for himself. Discussion concerning insurance covering drivers of fire equipment also carne up. Committee deferred action oil requests and oil motion of Mr'. Van Loo, matter was referred to Fire Board for further consideration and referral to Claims Committee. Building Commissioner requested that Plumbing and Heating and Electrical inspectors be raised from top bracket of $466. 67 to $550. 00 per month top 524 Regular Council Meeting, January 16, l967­­­.1. . bracket. Considerable discussion followed. Mr. Benton pointed out the value of he inspectors and the technical requirements of their jobs and the unusually high dumber of Saturdays worked by the inspectors. Committee approved requests ,on approval of the Council, on a motion by Mr. Willcoxon. Amended by Mr. Stone o include raise F.iealth Inspector and Milk Inspectors from $440 to $467. 67 per month using the same brackets the Heating and Electrical Inspectors are now in. ,Mlotion by Stone to raise Housing Inspector to next bracket in pay scale, or w$10. 00 per month. Motion carried. There being no further business, the committee adjourned at 9:30 p, m. Councilman Kliegel moved that all salaries be frozen except bracket raises until June 30th and that the retirement portion of the report be approved. -ouncilman Riner asked for a division of the question. Thereupon Councilman Kliegel moved that all salaries be frozen except bracket �6ises until June 30th. The following report of the Public Utilities Committee was presented by Utilities Councilman Debo: Committee "Your Utilities Committee recommends the following street light installations Report. to the Council: 1. Install one (1) 6800 Lumen Mercury Vapor Light on the utility pole directly across the street from the property at 220 Swifts Highway. Re spectfully submitted, /u/ Robert L. The motion paused. -------------- T, he following report of the Committee-of-the-Whole was presented to the Committee-of- !Council: the-Whole ,'Council's Committee of the Whole met on Monday night, Jan. 9, 1967 with Report. members of the Mayor's special committee on reapportionment. All members 'of Council were present. The special committee's plan to reapportion the city's five wards was explained by Morris Osburne. This was followed by a series of questions and answers between Councilmen and members of the committee. Council members were told the proposed plan was devised from electric light meters in the city with an evaluation of 3. 5 persons to each light meter. Wards were divided thusly: First Ward 1, 512 light meters. Second Ward 1, 655 light meters. Third Ward 1, 448 light meters. Fourth Ward 1, 434 light meters. Fifth Ward 1, 574 light meters. Councilman Stone moved a portion of the Fourth Ward be transferred to the third ward extending the third ward east to the Missouri River bridge approach and U. S. Routes 54 and 63 blending into Fulkerson Street with the Expressway to Industrial Drive. The motion carried 7 to 3 on the following roll call: AYES - Debo, Haake, Kliegel, Riner, Stone, Van I..00 and Willcoxon. NOS - Hawes, Hiesberger and Scrivner. Councilman Debo moved a portion of the fifth ward he transferred to the Fourth Ward from the south edge of Romar Place to tite youth edge of Russell Street. The motion carried 6 to 4 on the following roll call: AYES - Debo, Haake, Kliegel, Hiner, Stone and Van Loo. NOS - Hawes, Hiesberger, Scrivner and Willcoxon. The amended proposal was adopted on a voice vote, and Councilmen from each ward were instructed to prepare precinct boundaries and get them to City Attorney Tom Rose in time for an ordinance to be prepared and a public hearing conducted for the January 16th meeting.
