Markway Excavating Company 7, 746. 70 Mr. Rackers, Director of Public Works, checked the bids and recommended that the bid of Sterling Excavation and Erection Inc. , be accepted. Councilman Riner moved that the Director of Public Works recommendation be approved. The Street Committee held a meeting; in the office of The Director of Public Report. Works February G, 1967. Present were:: Chairman Willcoxon, Councilmen Riner, Stone and Iliesbergaer and Ed Hackers, Director- of Public Works. The Committee met to discuss a drainage problem near Oakview Drive adjacent to Memorial Park, A motion was made and seconded that the City install the pipe and bill the Park Board for the cost of the material. The following report of the Parking and Traffic Commission was presented by Parking and Councilman Hawes: Traffic "The Parking and Traffic Commission met at 7:30 p, m. on Monday, February Comm. , 6th and recommended: Report. 1) That the firm of Aare and Rare complete their study on the intersection of Dix Road and West Main and to expand their study to include the intersections of Dunklin-Clark and Hough Park-Moreau Drive; 2) A four-way stop at the intersection of Lafayette and E. Capitol; Regular Council Meeting, February 6, 1967 3) No-prirkirhg from Miller Street south to'the Fr6�liriia rr-I-Iig'fi,'driveway-^between the hours of 3:00 p. ni. to 4:00 p. m. ; 4) The establishment of stop signs at Fulkerson, before entering McCarty St. and before entering; Industrial Ave; at Busch before entering Waverly St; at Williams before entering Dix Road; 5) The adoption of a uniform traffic code by reference (enacted by 73rd Missouri General Assembly, 1965; 6) The City be authorized to enter into a contract with the Missouri State Highway Department for school signals on State Highway right-of-way; 7) That the present school signals be changed to conform with uniform standards. 8) That additional signal directions be installed at the High and McCarty Street signals. 9) A yield right-of-way on Brooks before entering Industrial Avenue. 10) The removal of the first meter on the north side of High at Madison. Councilman Hawes asked for a division of the question. He moved that Item No. 3 be approved. The motion passed. Mr. Rose, City Attorney, recommended that Item No. 5 be referred back to the Parking and Traffic Commission for a more complete study of the present City Traffic Code and the Model Traffic Ordinance. Councilman Hawes moved that Mr. Rose's suggestion be approved. The motion passed. Councilman Riner questioned Item No. 2. Councilman Scrivner stated that he had referred the matter to the Parking and 'Traffic Commission due to the fact that he had received several petitions and calls on the matter and suggested that a four-way stop be allowed for a trial period. Councilman IIawes moved that Item No. 2 be adopted. The motion passed. IIe then moved that the remainder of the report be approved. The motion passed. -------------- Public Utilities The following report of the Public Utilities Committee was presented by Committee Councilman Debo: Report. "Your Utilities Committee recommends the following street light installations to the Council: 1. Install one (1) 6800 Lumen Mercury Vapor Light at 5013 Crest Drive. 2. Replace existing; light at the alley in the 100 block of IIarrison with a 6800 Lumen Mercury Vapor Light. 3. Install one (1) 6800 I.,umen Mercury Vapor Light at the southwest corner of Cedar Street where it intersects Washington. 4. Install one (1) 6800 Ltunen Mercury Vapor Light in the 600 block of Adams at alley or Cedar Street. 5. Install one (1) 61300 Lumen Mercury Vapor Light it the southwest property line of 1:320 Roseview Drive. 6. Add two (2) 6800 Lumen Mercury Vapor lights west of prefient street lighting oil Llighway 50 West. Respectfully submitted, /s/ Robert L. Debo, Chairman Public; Utilities Committee Councilman Debo moved the adoption of the report. The motion passed. Councilman Debo stated that the Missouri Power & Light Co. , has been making; a study of the lighting of Highway 50 West. He recommended that the lighting be extended to the city limits. It was referred back to the Committee for further study. Annexation Councilman Hawes, Chairman of the Annexation Committee presented the Committee following report: Report. "The Annexation Committee met at 7:00 p. m, on Monday, February 6th and recommends to the Council that the area generally referred to as the eastern section of Area C of the proposed annexation area, be eliminated. " Councilman Hawes moved the adoption of the report. The motion passed. Police Personnel The following report of the Police Personnel Board was received: Board Report. "In accordance with Rule V, Sec. 3-b of "Rules and Regulations" of the Jefferson City Police Personnel Board the present members of the Jefferson City Police Department were given qualifying examinations by Colonel Burkhalter and Dr. Miller on 26 January and by Colonel Burkhalter and Dr. Miller on 26 January and by Colonel Burkhalter and General Heinlein on 30 January and 6 February, 1967. The motion passed. } --------------- !;The following report of the Mayor's Home Rule Study Committee was presented Mayor's Home ';to the Council: Rule Study "The Home Rule Study Committee respectfully presents its recommendation and Committee, #'findings concerning the adoption of a charter by Jefferson City. j;A subcommittee was appointed at the initial meeting of the committee to make ,inquiry and to gather facts concerning the views of officials of those cities in ,Missouri having a charter form of government. A total of 275 questionnaires �1were mailed to officials and citizens of the following charter cities in the State: 11-Berkeley, Clayton, Columbia, Ferguson, Florissant, Hannibal, Indepencence, 'Joplin, St. Joseph, Springfield, University City, and Webster Groves. �'In addition to the foregoing inquiries, the Chairman asked editors or publishers !.of newspapers in said cities for an expression of opinion as to the degree of :`success of the charter form of government. jThere is attached to this report a detailed report of the subcommittee i indicating the response from city officials of charter cities. '!In addition to the above, individual members of the committee have made private :inquiries from sources considered authoritative concerning advantages of the charter form of government. "In this connection, the committee found a general belief that a result of the adoption of a charter form of government would make mandatory the city manager type of city administration. It Is not within the province of this committee to suggest the course the charter commission to be elected in the manner provided by law might follow In the selection of the type of administration to be submitted to the voters of Jefferson City. The committee sought to secure a time at which individuals considered specialists in the field of "Home Rule" government could appear locally to discuss the subject of the committee's report and at which meeting the Mayor, Council, news media, and public could be present, but circumstances prevented our obtaining such Individuals within a reasonable time. It was also suggested that this report attempt to outline specific advantages which could be obtained for Jefferson City by the adoption of a charter. However, the majority concluded that to do so would be a direct entry into the function of the charter commission should one be elected. The committee has concluded that Jefferson City should give consideration to the adoption of a charter form of government under Section 19, Article VI, of the Constitution of Missouri. This conclusion was prompted by the following reasons among others: 1. The enthusiastic and almost unanimous support of this type of government by those involved in the charter type of city administration from whom information was sought. 2. The expressions of the public, Mayor, and members of the City Council at the public hearing held by the committee for expression of opinion. 3. A conclusion that certain substantial benefits in management of city affairs may be derived from the adoption of a charter specifically designed for local conditions. Current statutory types of city government are �O some extent antiquated and are not conducive to progress and efficiency ix) administration necessary in the modern city. By the adoption of a charter, the City of Jefferson may be governed by the more favorable statutory provision of all types of city government in Missouri, including those possessed only by major metropolitan centers. Jefferson City has expeienced difficulty in the past and has vainly sought legislation in regulating certain types of occupations or businesses. The City Attorney, a member of the committee, had advised of the difficulties in handling and disposition of nuisances within the city. Charter cities have been determined by the courts to be able to annex territory without expensive and time consuming processes of judicial proceedings. 4. A charter commission and its product could specifically provide for an administration in which certain necessary city functions could be combined in a single office resulting ill substantial economy In city administration. 5. Finally, if this council should submit to the voters the charter question, the commission could submit alternative plans to the voter, and the electorate may accept either or may reject all plans if none expresses the most popular desires. The committee, therefore, recommends to the Mayor and City Council that there be submitted to the voters at the next general city election the question of selection of a commisson to frame a charter. Respectfully submitted, MAYOR'S HOME RULE STUDY COMMITTEE By Isl Robert L. Hyder Chairman Mayor Christy stated that he had not called a special council meeting to place the question on the ballot due to the fact that a Charter needs more study and suggested that the Council meet with the Home Rule Study Committee and specialists in the field of Home Rule Government to find out the advantages of a Charter form of government. Councilman Willcoxon stated that lie would be willing to meet with the committee if all members would be present. That the City Attorney be, and he is hereby, with the assistance of the special counsel heretofore employed by the City, authorized and directed, in the name of the City, to prosecute to a conclusion an action heretofore filed in the Circuit Court of Cole County, Missouri, praying a declaratory judgment authorizing such annexation as provided by law. 3. That upon the entry of the final judgment in such declaratory judgment action authorizing such annexation, such annexation shall be finally effected and consummated with all dispatch as provided by law. BE IT RESOLVED by the City Council, City of Jefferson, Missouri, that the Missouri Power and Light Company make the following installations in accordance with recommendations presented to the City Council by its Committee on Public Utilities and adopted by said City Council on February 6, 1967. 1. Install one (1) 6800 Lumen Mercury Vapor Light at 508 Crest Drive, 2. Replace existing light at the alley in the 100 block of Harrison with a 6800 Lumen Mercury Vapor Light. 3. Install one (1) 6800 Lumen Mercury Vapor Light at the southwest corner of Cedar Street where it intersects Washington. 4. Install one (1) 6800 Lumen Mercury Vapor Light in the 600 block of Adams' at alley or Cedar Street. 5. Install one (1) 6800 Lumen Mercury Vapor Light at the southwest property line of 1320 Roseview Drive. 6. Add two (2) 6800 Lumen Mercury Vapor Lights west of present street lighting of Highway 50 West.
