Mayor Christy presided.
Prayer. Prayer was offered by Mayor Christy.
Roll Call. Councilmen present: Demo, Ilaake, Ilrrwes, Lliesberger, Kliegel., Riner,
Scrivner, Stone, Van L,00 and Willcoxon.
Councilmen absent: None.
A quorum was declared present.

Planning and A request was received from Byron L. Kinder, Attorney, to resubmit the petition
Zoning Comm, of the Major Brothers and J. Raymond Brummet for the rezoning of their
property on Highway 50 West to the Planning and Zoning Commission.
Councilman Haake moved that the petition be resubmitted to the Planning and
Zoning Commission when documents of approval from property owners within the
legal 185' distance were received. The motion passed.
Police Dept. Councilman Scrivner reported that the Police Department Committee had met
Committee. with the Police Personnel Board in regard to improving the Police Department
and the two committees will work together to update the Police Department.

Eire Dept. The following report of the hire Department Committee was presented by
Committee Councilman Van Loo, Chairman of the Committee:
Report. "The Council's Fire Committee rnet on February 7. 1967, at 7:30 P. M. Meeting
held at West Fire Station.
Present for this meeting were: Councilmen Willcoxon, .Stone, and Van Loo.
Also present: Fire Chief John Sullivan, Asst. Chief .Don Hunter, and Asst.
Chief Vincent Willmeno.
Motion made by Willcoxon to borrow money from General Revenue to pay
$2, 000. 00 for installation of sewer and water at [Fire Station No. 3, one new
station waf;on at $2, 500. 00, one,- mobile radio acid two portable unit:-t at ,{ I, 550. 00.

Public Councilman Debo, Chairman of the Public Utilities Committee presented the
Utilities Comm. following report:
Report. "Your Utilities Committee recommends the following street light installations
to the Council:
1. Replace existing light at 1932 Allen Drive with a 61300 Lumen Mercury Vapor
Light.

No. 111. rules were suspended and the Bill was read the third time by title and was
placed on final passage and was passed by the following vote as Ordinance No.
7885.

On motion of Councilman Debo, Bill No. 103 was read the third time by title
and was placed on final passage and was passed by the following vote as
Ordinance No. 7886.

Appointment - Mayor Christy reported that he and the Director of Public Works had interviewed
Sewer several applicants for the position of Sewer Commissioner. They had decided
Commissioner. Mr. Melvin Trotter, Council Bluffs, Iowa, would be most satisfactory, and
that he would be available for appointment April 1, 1967 at a salary of $800. 00
per month.
Councilman Debo, moved that the appointment be approved. The motion passed.

erly line of Section 24 and the extension easterly of said
southerly line to a point that is 880 feet westerly of the
easterly line of Section 30, Township 44, Range 11;
thence southerly and parallel to the easterly line of Sec-
tion 30, Township 44, Range 11, to the southerly line of
the northeast quarter of Section 30, Township 44, Range
11; thence easterly along the quarter section line of
Sections 30 and 29 to the ce nterline of the Moreau River;

is reasonable and necessary to the proper development of said city, and that
the City is able and will be able to furnish normal municipal services of said
City to the above described area within a reasonable time after the annexation
thereof shall become effective.

That the City Attorney be, and he is hereby, with the assistance of the special
counsel heretofore employed by the City, authorized and directed, in the name
of the City, to file an action in the Circuit Court of Cole County, Missouri,
praying a declaratory judgment authorizing such annexation as provided by law.
3.
That upon the entry of the final judgment in such declaratory judgment action
authorizing such annexation, such annexation shall be finally effected and
consummated with all dispatch as provided by law.
4.
Thsih the resolutions adopted by the City Council on March 7, 11906 and
February 6, 1967 relating to annexation are superseded by this resolution and
Meld for naught.

The following resolution was presented to the Council: Resolution -
"BE IT RESOLVED BY THE CITY COUNCIL, OF THE CITY OF JEFFERSON, Construction of
MISSOURI, Sewers.
THAT the Director of Public Works be, and is hereby, instructed to prepare (Sewer Dist.
plans and estimate of cost and to advertise for bids for the construction of No. 111. )
sewers in Sewer District No. 111 .

RESOLUTION Street Lights.
BE IT RESOLVED by the City Council, City of Jefferson, Missouri, that the
Missouri Power and Light Company make the following installation in
accordance with recommendations presented to the City Council by its
Committee on Public Utilities and adopted by said City Council on February 20,
196?.

Resolution - The following resolution was presented to the Council:
Declaring RESOLUTION
Nomination of WHEREAS, Section 10. 130 of Ordinance Number 7593 of the City of
Candidates. Jefferson, Missouri, requires that a primary election be held on the second
Tuesday of March of each year, and
WHEREAS, the second Tuesday of March in 1967 falls on March 14,
1967, and
WHEREAS, Section 10. 150 of said ordinance requires that all declarations
for candidacy for any city office must be filed with the city cleric no later than
5:00 p. m. of the third Monday of the month preceding the month in which the
primary election is to be held, and
WHEREAS, under the terms of the aforementioned section, all declarations
of candidacy for the primary election to be held on March 14, 1967 are required
to be filed by 5:00 p. m. on Monday, February 20, 1967, and
WHEREAS, Section 10. 160 of said ordinance provides for a canvass of
the declarations of candidacy and the adoption of resolutions declaring unopposed
candidates for city office, other than to membership to a city committee, as the
nominee of their party to the office declared for, and declaring unopposed
candidates to membership to a city committee to be elected to lnernbership on
the city committee of their political party, and
WHEREAS, the City Council has convened at 8:00 P. M. on February 20,
1967 to canvass all declarations of candidacy, all(]
WHEREAS, from its canvass the City Council finds that each person,
whose name appears on Appendix "A" attached hereto is the only person who
filed a declaration of candidacy for nomination to the political office on behalf
of the political party shown on the Appendix, and

Deputy Councilman Willcoxon moved that the Mayor be authorized to appoint eight
City Deputy City Clerks to take care of absentee voters. The motion passed.

Re ation of Councilman Scrivner asked that the Police Department check on the timing of
Traffic Lights, the Traffic Lights on High Street and at the intersection of Bolivar and West Main.
Drainage Councilman Debo stated that a surface water problem exists on property located
problem on on Jefferson and Franklin Streets and asked that Housing Inspector, Bill Morie
Jefferson and check on the condition and report back to the Council.
