The motion passed. Councilman Haake, Chairman of the Finance Committee reported that Finance through the first eight months of the Fiscal Year, $113,039. 81 has Committee been expended above last year, of which $66,000.00 has been de- Report. posited to the Transit Authority which leaves an increase of $47 ,039.81. The income of the City, at this time, is $48,489 . 29 above last. Finance Committee Report A review of each individual activity at the time various budgets are in the state of preparation raises questions about practices and procedures used. As Chairman of the Finance Committee, I received a request from Mr. Abernathy, our Fiscal Officer, on February 27 , for per- mission from the Finance Committee to give authority for study to be made by various data processing equipment companies . This survey would be undertaken at no cost or obligation to the City. As a result of subsequent conferences it has been decided that the primary purpose of this survey is for the purpose of updating our administrative record keeping systems with the use of automatic data processing machines if such are feasible. This study by in- terested companies will include: 1) A complete evaluation of our present operations 2) How our operations could be improved and the Advantages of such improvements 3) Type of equipment needed and the cost for its installation by: a) Actual purchase b) Lease purchase agreement c) Strictly lease agreement 4) The flexibility of the equipment to conform with future growth of our operations and S) The time involved in setting the new system into operation. At the present time we have 36 Departments and/or funds which must be balanced each month. Approximately 900 checks are hand- written and hand posted each month. Both Journals and Ledgers are hand posted, Our City Collector' s office has a tremendous work load caused by increased population, automobiles and various licensing ordinances . Our present operations do not permit the cross check of sources of information which are available in enforcing various ordinances pertaining to licensing of automobiles . This request should not be misconstrued as intended to reduce personnel but to the contrary it is solely intended to determine if by mechanization we can put to better use the skills and cap- abilities of our employees by reducing present time-consuming menial tasks and allowing more time for services and duties which might be more important to Governmental operation. It is my understanding that this study will cover a six month period and will require the co-operation of all departments of City Government and in particular the various heads of departments. If the City should desire to follow the recommendations made by these various companies it is to be understood that all interested parties Regular Council Meeting, March 6, 1967 will be given the right to make proposals along with their cost estimates prior to the sward of a contract. Street The following report of the Street Committee was presented to the Committee Council: Report. Street Committee Meeting 7:P.M. , March 6, 1967 Present: Chairman Montie Willcoxon, Edward Kliegel, John Riner, Omer Stone, Director of Public Works Edwin Rackers and Councilman Robert Debo. Also present were Mr. Robert Dallmeyer and Omer Kelpe of the Dr. Pepper - Seven-up Bottling Co. Items discussed: 1) The drainage ditch on Southwest Blvd. in the Westwood Subdivision. After considerable discussion, the Committee recommended that the pipe be installed at a cost to the property owners of $4.00 per foot, subject to the property owners granting an easement for the storm sewer and the existing sanitary sewer. The money will have to be placed in escrow prior to action being taken by the City. 2) Reconsideration of the previous request of Mr. Bob Dallmeyer to vacate part of the 20' east-west alley south of Highway 50 West between Delaware and Ohio Sts. in turn for dedicating a 15 ' north-south alley from Highway 50 West south to the existing east-west alley. The previous recommendation of the Committee was to exchange 20' for 20 ' . After a presentation and dis- cussion by Mr. Dallmeyer, Lhe Committee considered the possibility of 15 ' being dedicated by Mr. Dallmeyer and the additional 5 ' being dedicated by the adjourning porperty owner. Mr. Dallmeyer was instructed to contact the adjourning porperty owner and report back to the Committee. Councilman Scrivner, Chairman of the Police Department Committee Committee presented the following report: Report. The Police Department Committee met on Feb. 24th. , 1967. All members of the Committee were present. Also, in attendance were three members of the Police Personnel Board, General Heinlein, Vernon Burkhalter and Dr. Miller. Mr. E. J. Ward and James Becker of the Bankers Life Company of Iowa explained a Police Department Pension Plan according to speci- fications outlined by their company that we had requested. This suggested plan will be studied further and copies will be presented to the City Council. The following motion was adopted by the Committee and is pre- sented to the City Council for approval: 1� __.___"Regular Council,, Meeting, , March 6, 1967__. . Councilman Debo, Chairman of the Public Utilities Committee, pre- Public sented the following report: Utilities March 6, 1967 Report. Mayor Christy: Your Utilities Committee recommends the following street light and fire hydrant installations to the Council: 1. Install a 6800 Lumen Mercury Vapor Light at the Dutch Mill Market. 2. Replace existing light with 6800 Lumen Mercury Vapor Light in the 200 block of Harrison at the alley. 3. Replace existing light with 6800 Lumen Mercury Vapor Light on the pole in front of 1405 Hough Park. 4. Replace existing light with 6800 Lumen Mercury Vapor Light at Hough Park and Kolb Drive. 5. Replace existing light with 6800 Lumen Mercury Vapor Light on the pole in front of 1112 Vineyard Square. 6. Replace existing light with 6800 Lumen Mercury Vapor Light on the pole in front of 1100 Vineyard Square. 7. WHEREAS, public health protective work is of great importance to every Citizen in Missouri, and WHEREAS, House Bill No. 254 is an act which deals with this problem, and is modeled after similar acts which have been adopted by twenty- nine states, and WHEREAS, House Bill No. 254 has passed the Missouri House of Representatives, no%v therefore BE IT RE'S01.,VP.D, that the Council of the City of Jefferson, endorses House Bill No. 254, and respectfully requests the Public Health and Welfare Committee of the Missouri State Scnatu rive it their careful consideration to the end that it may bec olne it law. Resolution - The following resolution was introduced to the Council by Councilman Hiesberger: I-louse Bill RESOLUTION No. 579. WHEREAS, it has been duly noted that a bill has been introduced in the House of Representatives of the State of Missouri calling for a minor tax sharing by the State with the counties within the State, WHEREAS, said House Bill No. 579, as introduced by its sponsor, Representative Thomas A. Walsh, St, Louis, would enable Cole County to share in a rebate of one-sixth of the sales taxes collected within the county, now therefore BE IT RESOLVED, that the City Council of the City of Jefferson, Meeting at its regularly scheduled meeting, Monday, March 6, 1967 pledge its unfailing support to such a noble and worthy cause, and BE IT FURTHER RESOLVED, that the City Clerk of the City of Jefferson, be directed to submit a copy of this resolution to Representative Walsh as a symbol of support and testimony to his efforts. BE IT RESOLVED by the City Council, City of Jefferson, Missouri, that the Missouri Power and Light Company make the following installations in accordance with recommendations presented to the City Council by its Committee on Public Utilities and adopted by said City Council on March 6, 1967. 1. BE IT RESOLVED by the City Council, City of Jefferson, Missouri, that the Capital City Water Company make the following installations in accordance with recommendations presented to the City Council by its Committee on Public Utilities and adopted by said City Council, on March 6, 1967: 1 . Install four (4) fire hydrants - 934 Southwest Blvd. , 958 Southwest Blvd. , 1604 Westwood Drive and 953 Windsor- Drive. The motion pa stied. Councilman llanke reported that the hearing; on Senate Bill No. 213, regarding Senate: Bill the Capitol Complex would be 'Tuesday, March 14th. The Mayor would be an No. 213 ex officio inemher but he thought that the Mayor :should be allowed a vote since it involves the City of Jefferson. Iie stated that the Planning and 'Zoning Commission should be informed of the hearing. Mayor Christy asked that Mr. Benton, Building Commissioner, Councilmen Haake and Hiesberger attend the hearing. The annual report of the Fire Department was presented to the Council. The Annual Report report was ordered filed. Fire Dep Councilman Riner moved that the Council adjourn, under the rules.
