The form recommended is demonstrated in the American Insurance Institute's Fire Prevention Code. The matter was referred to the Fire Department Committee. ------------- Committee-of- A communication was received from Glenn Watson submitting for consideration the-Whole. two new proposals: 1st. Incorporate a new operating company to be known as Jefferson CityTransit Lines, Inc. and operate the buses for 10 years on a 06 above cost basis with a maximum of $1500. 00 in any one month with an understanding that any increase in labor and parts will be reflected in the maximum. 2nd. If the City will buy seven new Flexette buses or any comparable bus and lease them to the new operating company for a $100 a year, we will give the city any amount earned above 716. All moneys taken in will be deposited in a Jefferson City Bank and checks written for all expenses and a complete and detailed accounting will be given the city each month. The advantage to the City is that we have a substantial amount in reserve with the Unemployment Compensation. Also, we have the building and facilities available and well trained personnel and there would be no interruption of service. The communication was referred to the Committee-of-the-Whole. ------------ Cole County The annual report of the Cole County Dental Program was presented to the Dental Program. Council. The report was ordered filed. ------------ Woodland The annual request of $800. 00 for the upkeep of the Woodland Cemetery Cemetery Association was received. Association. Councilman Debo moved that the request be granted. The motion passed. ------------ Public The following report of the Public Utilities Committee was presented by Utilities Councilman Debo, Chairman of the Committee: Committee Mayor Christy: Report. The motion passed. ----------- Regular, Council Meeting, April 19, 1966 Councilman Willcoxon reported that the Committee-of-the-Whole had met with Committee-of- representatives of the School Board, PTA Council, and the Safety Conlrnittee the-Whole. at East School and recommended that two adult cross-walls men be hired for East School. (3) on page 39 and inserting the words "some source approved by the Missouri State Board of Health" in lieu thereof. 3. Resolution - The following resolution was Introduced by Councilman Hawes: Sewer Dist. RESOI.XTION No. 110. RESOLVED, that the bids submitted by Roy A. Scheperle d/b/a Roy A. Scheperle Construction Company and Jean Welch Brunner d/b/a Alvin Brunner Construction Company submitted to, and opened by, the City Council of the City of Jefferson, Missouri, at its meeting of October 4, 1965, for the construction of sanitary sews in Sewer District No. 110 in said city be rejected and that all plans for construction of sanitary sewer facilities in Sewer District No. 110 be abandoned for the time being. FURTHER RESOLVED, that Ordinances 7694 and 7695 of the City of Jefferson, Missouri, establishing sanitary sewer district No. 110 in said city and providing for the construction of sanitary sewers therein be repealed. WHEREAS, in view of the United States Supreme Court's opinion regarding reapportionment and its ruling on the one-man one-vote theory, it is within the best interest of every citizen of this community that the boundary lines of the wards of the City of Jefferson be redrawn in accordance with this ruling; further, that the gravity of this matter is of such importance that the following resolution �r is hereby submitted for your consideration and adoption: i BE IT RESOLVED, that the City Council of the City of Jefferson be authorized i' to draw the boundary lines of the wards of the City so that they will be , J apportioned in accordance with the one-man one-vote ruling of the United States'i Supreme Court and that said reapportionment be done by ordinance by the i elected representatives of the City Council. Said redistricting of the wards of the City shall be done in accordance with the policy adopted by the City Council on March 7, 1966: it RESOLVED FURTHER, that the City Council appoint by subsequent resolution i� f' a bipartisan citizens advisory committee of no less than ten (10) members who shall be residents and taxpayers of the City of Jefferson and who shall serve as a bipartisan advisory committee to the City Council in reapportioning the ;t wards of the City: BE IT FURTHER RESOLVED, that prior to the adoption of a plan for redistrict- ing the wards of the City of Jefferson, the City Council shall hold public hearings in order that any interested citizen of the community may be afforded the i opportunity to present their views concerning the best method of reapportioning the wards of the City in accordance with the one-Wean one-vote ruling of the i; United States Supreme Court.
