The minutes of the meeting of April 19th were approved as read. Approval of

The following resolution was presented to the Council:
RESOLUTION
WHEREAS, the City Council of the City of Jefferson, in the State of
Missouri, has heretofore approved the Urban Renewal Plan for Project No.
Mo. R-18, dated April 10, 1962, all in accordance with applicable provisions
of Title I of the 1-lousing Act of 1949, as amended, and the laws of the State of
Missouri, and
WHEREAS, it has been determined that the land use of a certain tract
within said Urban Renewal Area should be changed, and
WHEREAS, all steps required by the provisions of Section 99. 4$0
.Revised Statutes of Missouri, for 1959, have been complied with;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE-
CITY OF JEFFERSON, MISSOURI, AS FOLLOWS:
That the land use of the tract of land designated Disposition Parcel R-12,
fronting 228 feet 9 inches on Jackson Street and 104 feet 4 1 /2 inches on Dunlclin
Street within the Campus View Urban Renewal Project Area be changed from
multiple dwelling to public use.

Mr. Charles E. Robinson, 502 Lafayette, asked that the Council declare a 20
mile speed limit zone for the safety of the children in the following; areas; Parking; and
from Last Dunklin Street north on Chestnut Street to the corner of East Miller Traffic
Street and East Elm Street on Cherry Street to Locust Street. Also on Commission.
.Lafayette Street north to East Miller from the corner of East Dunklin and on
East Miller from Chestnut to I..ocust. A petition was also presented, signed by
numerous residents. The matter was referred to the Parking; and Traffic Com-
mission. Councilman Hawes asked that Mr. Robinson be notified of the next
meeting so that he can present the problem to the Commission.
Byron Kinder, Attorney, representing Public Water Supply District No. 2, Public
;presented their plan to supply water to city residents on Bald Hill Road and Utilities
Tanner Bridge Road. Their company has been financed by Revenue Bonds. Committee.
They would rent fire hydrants at the same rate as from the Capital City Water
Company and would ask for a franchise. The matter was referred to the Public
Utilities Committee.
Regular Council Meeting, May 2, 1966
Planning and The following communication was presented by Mr. Benton, Building Commissione
Zoning "It has been brought to my attention that Section 1005, Paragraph 4 of the 'Zoning
Comm. Ordinance #5880 of the City of Jefferson apparently contains a typographical
error.
This paragraph states that any multiple dwelling structure constructed in an "E"
Local C:ommc�rcial District ►trust conforrrr to the intenmity of ime regulations
as required in the "C" Multiple Dwelling District, Basically, this means ttrat
the lot area must contain 1, 500 square feet for every apartment unit anticipated.
The "D" Multiple Dwelling District only requires 750 square feet of lot area
for each apartment unit. Therefore, a person may build double the number
of units on the same size lot in a "D" District than in a "C" District.
Because "E" Local Commercial is a less restrictive district than those districts
preceeding it, I feel that in an "E" District the intensity of use regulations
should be the same as those in "D" Multiple Dwelling.
It is my opinion that Ordinance No. 5880 should be amended as soon as possible
to incorporate this change.

The communication was referred to the Planning and Zoning Commission.
Redistricting. The following communication was received from Henry Andrae, Attorney,
representing William Weldon:
"The purpose of this letter is to attempt to obtain a commitment from you on
redistricting the City's Wards and thereby avoid litigation. Before asking for
such a commitment I would like to review the situation as it exists today.
On February 22, 1966, the Council was requested to redraw the houndaries of
the City's Wards to bring then in line with "the one man one vote" rule of the
United States Supreme Court.
Mayor Christy, by a letter dated Pebruary 25, 1966, said:
"Certainly no one can defend our present Ward houndaries. The present
division does not give equal distribution. "

"Should the action (annexation) he in favor of the City, appeals not taken,

you are respectfully requested to ►hake an unequivocal pledge to that effect. For,
example, the following language would 5o serve:
BE IT RESOLVED, that the Council pledge itself to realign the City's
Wards in time for any and al.1 voters, including those in any areas which
may be annexed, to register and vote in the 1967 primary and general
elections, irrespective of whether annexation is then complete.
I suggest to you that redividing the City's Wards need not await disposition of
annexation. For example, proposed annexed Area C with its 200 people could
be attached as a separate precinct to Ward 5 without substantially disturbing
any balance arrived at by redistricting. Proposed annexed Area A could be
similarly handled. If a target (late of January 1, 1967 to accomplish this were
set at your next Council meeting there would be eight months available to effect
this redistricting.
I am aware that a law suit filed tomorrow would not affect any vote before the
1967 elections. Therefore I have persuaded my client to hold off filing a suit
in an effort to appeal to your good judgment as a substitute for litigation. I
know that there are some antipathies that exist and that may color your thinking
with regard to this matter. I am respectfully suggesting that you submerge any
such feelings, if they do exist, and in recognition of the Mayor's statement,

adopted by you, that the present Wards' boundaries are indefensible pledge
yourselves to do what is necessary before January 1, 1967, to correct this
deplorable condition.

The proposition was discussed at sorne length by various Councilmen.
Councilman Stone, Third Ward, made the following motion:
"That in accordance with the suggestion and recommendation of the Mayor, the
City Council go on record as pledging itself to accomplish a redistricting of the
wards in the City in time for any and all voters, including those in any areas
which may be annexed, to register and vote in the municipal primary and
general elections in 1967. "

Parking and Councilman Hawes, Chairman of the Parking and Traffic Commission presented

Comm. "The Parking and Traffic Commission met at 7-30 P. M. , Monday, May 2nd,
Report. and recommended the elimination of parking for 55 feet on the south side of
West Main from the west curb of Havana and the establishment of a loading
zone on the west side of Havana; stop on 11avana before entering West Main;
elimination of parking on the south side of bast Capitol. between Chestnut and
Pine; the elimination of a yellow line In the 400 block of Case Avenue; tile
traffic department study truck routes through the city and recommend the
preferable routes.

"The Council's Fire Committee met at 7:30 P. M. , April 19, 1966.
Present for this meeting were: Councilmen Willcoxon, Stone, Hawes, Debo,
and Van Loo. Fire Chief John Sullivan and Fire Inspector Vincent Willmeno
were also present.
The Committee held a discussion on the proposed railroad crossing to be
located on Industrial Drive at the site of the new fire station. The Committee
advised John Sullivan to contact City Attorney Tom Rose to draw up necessary
papers for building the crossing.
The Committee instructed Chief J01111 Sullivan to hire Brunner Construction
Company for drilling test holes at the IlCW fil-C! Stati011 .141tV. 'I'he cost to be

"The Health C.ornmitte_e met at 7::30 1?. M. , Friday, April 213th. Principally Report.
for organizational purposes in(] to briefly study the budget as submitted by the
previourr r.omrrrlttee. We will have several recommendations to make
concerning this hudget, when it is c:otwidered fly the Finance C'ominittee.
We recommend to the Council that a temporary appropriation he allowed
immediately to enable Inspector McKinney to start at once spraying the
breeding grounds of mosquitoes, germ carrying insects etc. This wort: should
start now, however, there are no funds for this purpose. There was an
appropriation of $2, 000. 00 on the 1065-66 budget for the purchase of a car for
the Health Department, however, it was not spent. Therefore possibily we can
authorize that a portion of this $2, 000. 00 be spent to purchase necessary
supplies, etc. , to start this work.
We also appointed a sub-committee consisting of councilmen Scrivner and
Kliegel to contact the County Court for financial help in spraying the breeding
grounds of the various insects in the county, particularly the areas adjacent to
the city limits.

Be it resolved by the City Council, City of Jefferson, Missouri, that the Missouri
!Power and Light Company make the following installations in accordance with
;recommendations presented to the City Council by its Committee on Public
Utilities and adopted by said City Council on May 2, 1966.
1,1. Replace existing light at corner of West Main and Belair with new 6800
;; Lumen Mercury Vapor light.
.2. Replace existing light at 1911 Tanner Bridge Road with new 6800 Lumen
Mercury Vapor light.

RESOLUTION TO DIRECT SALE OF BONDS
BE IT RESOLVED by the Council of the City of Jefferson, Cole County,
Missouri, that Three Hundred Thousand Dollars ($300, 000) (of $700, 000
authorized) Fire Department Bonds of said City, authorized at an election held
in said City on the 5th day of April, 1966, shall be offered for sale to the
highest bidder therefor oil Monday, the 6th day of June, 1966.
BE IT FURTHER REISOE_,VED that said bonds be sold on :sealed hills to be
filed with the City Clerk of said City at the City Hall, Jefferson City, Missouri,
at or before the hour of 8:00 o'clock P. M. , Central Daylight Time, on the afore-
said date; each bid to be accompanied by a certified (or cashier's) check on
some solvent bank or trust company in the amount of Six Thousand Dollars
($G, 000) to evidence the good faith of the bidder, the Council reserving the
right to reject any or all bids submitted.
BE IT FURTHER RESOLVED that bidders for said bonds be requested to
designate in their bids the price they will pay for bonds bearing interest at a
rate or rates, but not more than five different rates, likewise to be designated
in their bids; provided, however, that all bonds of the same maturity shall
bear interest at one and the same rate, which shall be a whole multiple of one-
eighth of one per centum (1 /8 of 1 11o) or one-tenth of one per centum (1/10 of
1 1/o); provided, further, that bonds maturing in the years 1967 through 1969
shall bear interest at a rate riot exceeding three and three fourths per centum
(3-3/4°Jo) per annum. The difference between the highest rate bid and the
lowest rate bid shall riot exceed one and one-half per centum (1-1 12 1116), and no

Proposals tendered by mail should be addressed to the Council, City Hall,
Jefferson City, Missouri, 65101, and should be plainly marked "PROPOSAL
FOR BONDS.
The Council reserves the right to reject any or all bids, and all bids must be
made on the form supplied by.the undersigned.
These bonds are issued to provide funds for the purchase of ground and the
erection thereon of three new fire stations, including the purchase of apparatus
useful in the extinguishing of fires.
These bonds are offered subject to the unqualified approval of the legality
Ithereof by the law firm of Charles and Trauernicht of St. Louis, Missouri.
!The City will pay legal fees and will pay for the printing of the bonds, including
the printing thereon of the legal opinion, if desired by the purchaser, and the
registration thereof by the State Auditor of Missouri. Delivery of the bonds will;
be made to the purchaser within forty-five days after the date of sale, in the
City of Jefferson, 'Missouri, without cost to the purchaser. Delivery elsewhere
will be made at the expense of the purchaser.
In the opinion of Counsel, the above-described bonds will be general obligations
of the City of Jefferson, payable from ad valorem taxes which may be levied,

pursuant to this paragraph shall be in writing addressed to the City Clerk.
This proposal is subject to all of the terms and conditions of the notice of sale,
a copy of which is hereto annexed andmade a part hereof.
A certified (or cashier's) check in the amount of Six Thousand Dollars ($6, 000),
payable to the City of Jefferson, Missouri, accompanies this proposal as
evidence of good faith, and said check shall be returned to the undersigned if
this bid be not accepted, or if the City should fail to deliver said bonds to the
undersigned in accordance with the terms of this bid; otherwise said check shall
be held by the City and shall be applied as and when the bonds are delivered and
