Regular Council Meeting, May 16, 1966
Mayor Christy presided.
NPrayer. Prayer was offered by Mayor Christy.
Roll Call. The City Council of the City of ,Jefferson, Missouri, rnet in Regular session at
Resolution - the City Hall on the above date at 8:00 o'clock p. rn. , the following being present:
Interco Inc. John G. Christy, Mayor, and Willcoxon, Scrivner, Van Loo, Riner, Ilaalce,
Stone, Kliegel, Debo, Hawes and Hiesberger, Councilmen.
Absent: None.
The City Clerk, Margaret Christian, was present and performed the duties of
said office.
The matter of approving a project for industrial development to be financed out
of the proceeds of industrial revenue bonds issued by said City pursuant to
Sections 71 . 790 to 73, 850, 1965 Supplement to Revised Statutes of Missouri,
1959, to be leased to Interco Incorporated, a Delaware corporation, came on
for consideration and was discussed. Thereupon, Councilman Scrivner
presented the following resolution:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. THAT a project for industrial development to be carried
out pursuant to the provisions of Sections 71 . 790 to 71. 850, 1965 Supplement to
Revised Statutes of Missouri, 1959, at an estimated cost of $8, 500, 000, said
project to consist of purchasing and constructing a plant to be leased to
Interco Incorporated, a Delaware Corporation, for manufacturing and industrial
development purposes, including real estate, buildings, fixtures and machinery,
is hereby approved by the City Council of the City of Jefferson, Missouri.
Section 2, THAT the Mayor and City Cleric be and they are hereby
authorized and directed to execute in the name of the City of Jefferson an
Application to the Division of Commerce and Industrial Development of the State
of Missouri requesting approval by said Division of the project aforesaid and
authorizing said City to Bold an election for tit(-- purpose of submitting to the
qualified voters of said City the proposition to issue industrial revenue bonds
in the principal amount of $8, 500, 000 for tits purpose aforesaid.
Section 3, THAT the form of scud application and form of lease
referred to therein, shall. be substantially in the for-111 attached to this resolution.

Approval of The minutes of the meeting of May 2, 1966 were approved as received.
Minutes. --------------
Parking - Mr. Jack Lippencott, Chairman of Conventions Committee, of the Chamber of
Conventions. Commerce presented the following plans for convention parking:
(1) Courtesy parking on a specific request.
• (2) Twenty-four hour parking rate at Parking Garage - 11:00 P. M. to 7:00 A. M.
for approximately $1. 50.
(3) Rotate downtown parking instead of "No Parking" during certain hours for
street maintenance.
Councilman Scrivner moved that the requests be referred to the Parking and
Traffic Commission and that Mr. Lippencott be notified of meeting. The motion
passed.

Discussion was held with Mr. Ray Lahmeyer, Missouri State Highway Highway 50
Commission in regard to the widening of Highway 50 West. The City is in West
agreement with the Highway Commissions Plan but cannot bear the cost of Widening!.

Councilman Haalce moved that Mr. Rackers and Mr. Rose clarify the City's
position to the Highway Commission and cannot sign agreement until a decision
has been made in regard to the moving of the utilities. The motion passed.
Councilman Hawes questioned Mr. Lahmeyer in regard to the traffic problem Sig;nalization
at the Plaza as to whether signalization has been considered to relieve the at 131az,
congestion. Mr. Lahmeyer stated that the Commission disapproved of signals
at commercial entrances and had recommended that entrances and exits be
.. rearranged.
Councilman Hawes stated that he would contact the business men in the Plaza
area to attend a meeting of the Parking and 'Traffic Commission meeting with
Mr. Lahmeyer to see what could be arranged. The next meeting will be held
May 25th in the Council Chamber.
The following communication was received from Mr. Henry Andrae, Attorney: Redistricting.
"Please accept this as an expression of appreciation for your action last Monday
night in adopting a resolution which will insure redistricting of the City's Wards
before the City elections in 1967. You have a job cut out for you but I feel sure
that you are capable of doing it.

Gentlemen:
It is with deep regret that I herewith submit my resignation, effective June 1,
1066, as Street Commissioner of Jefferson City.
I want to take this opportunity to express my appreciation for the privilege of
serving the people of Jefferson City for the part four years.
I have accepted a position offered by the Cole County Ilighway Department,
which requires a five-day week compared with a sloven-dray week, its at present.
I want to also thank the Council members and other City Employees for their
most understanding cooperativeness in helping; me discharge illy duties.

Planning arid Jefferson City, Missouri
Zoning Comm.
Dear Honorable Mayor Christy:
The Committee which you recently appointed for the purpose of studying the
need for, and a means of, accomplishing a plan of zoning and street layout in
the proposed annexation areas and modernization of the present zoning map,
has made a study of the problems that confront the city in these areas.
We have talked with zoning; officials of other cities, we have talked with people
in the business of city planning, we have read and discussed articles on the
subject of planning and zoning, we read, studies and discussed most of the pre-

11 vious'--plans-that were m'ade for the city of Jefferson and its agencies and
divisions.
'� Previous city plans that were studied and discussed included the 1954 City Plan,
the 1952 Parks Plan, the 1953 Transportation Plan, tit(! 1953 Capital Expenditures
and Administration Plan, the 1953 Public Building Report, the 1952 School
Report, the 1952 Growth of the Community Report, the 1952 Streets and Parking
Report, the 1952 Land Use and Zoning Plan, the 1958 Major Street, Traffic
and Parking Plans, and the 1965 Annexation Plan - all of the above plans were
prepared by Harland Bartholomew and Associates. Other, plans studied
included State Highway Plans, Sewer plans and the Housing Authority's Progress
Plan.
After individual studies of the above plans, the annexation maps, the present
zoning map and other articles and reports, we began arranging meetings of our
group and subcommittee groups. These meetings were hold for the purpose of
discussing the thoughts and ideas brought about in our individual studies and
to hear reports of those associated with the planning industry.
Several members of the committee met with Mr. Malcolm Drummond of
Harland Bartholomew and Associates some weeks ago and we were very much
enlightened by his remarks concerning the process of laying out city plans and
the cost of such a plan - it was agreed that day that the entire committee should
meet at a later date to hear Mr. Drummond's remarks on city planning.
On Tuesday evening, May 10, a meeting of the committee along with the
advisory members was held in the Board Room of the Chamber, of Commerce,
and during this meeting talks were made by Mr. Robert C. Simonds who heads
the Highway Planning Department of the Missouri State Highway Commission.
Mr. Simonds gave a very informative talk on the reasons why a city should
seriously consider the adoption of a Comprehensive City Plan and then
explained that under the Federal Government's Housing, and Urban Development
701 Plan the cost of a comprehensive plan Would be shared; the federal agency
paying two-thirds of the cost, and the city one third. Mr. Simonds further
explained that in the very near future it shoudc e a requirement that any city
or subdivision of that city requesting any federal grants show evidence that
their city has an up-to-date comprehensive city plan.
Mr. Drummond spoke on the make-up of a city plan and the method of arriving
at the cost of such it plan. IN also advised that the 701 Program was well
worth going; into. 11v stated that 01CM was very little red WpO and 110 intel•-
forence of any kind by tit(! federal government. Mr. Druninlond 8titted that in

Items covered in tit(,- $25, 000 plan would include l3atic Maps, liconorilic
Study, Population Study, Traffic: Circulation Study, Land Uric: Survey and Study,
Regulating Measures (Zoning, Housing Code, Maps, Subdivision Ordinances),
Parking, Streets, Schools, Parks, Public Buildings, Utilities, Signa, and
Transportation.
Also highly recommended by Mr, Drummond was an Aerial Photo Map and
Topographic Maps. This would be done by another company and the cost would
be between $20, 000 and $25, 000. Mr. Ed Hackers, an advisory member of our
committee, who heads the city's Public Works Department, stated that this
latter program, if adopted, would save the city many thousands of dollars over
the next few years.

Mr. Turner stated that WH department would welcome the chance to work with
a city planning consultant on a plan for Jefferson City. He said that a plan in
Jefferson City, the capital city, would encourage others to follow the pattern.
At the beginning of our studies, It appeared that we had four possibilities in
solving the duties and responsibilities assigned to us. They were:
To Study the arcaH to be annexed, the streets, the rezoning of
the present city and to formulate a now plan using only the
time and ability of the committee members for this work.

and hiring a consultant to work with the committee on a part
time basis.

3. To recommend a city plan of some sort, and the hiring of a City
Planning; Consultant to carry out the work with the city paying the
entire cost of the plan.
4. To recommend the hieing of a City Planning Consultant to formulate
complete Comprehensive City Plan and making; use of the 11. U. Ill.
701 Program for aid in financing the plan.
It was felt by the committee members that as there was an Urban Renewal
"Progress Program" now being formulated in the heart of our city, as there
were new schools being designed, as highways were being constructed, as areas
were to be annexed and as we were finally emerging from our shell., that the job
of formulating a plan by this committee was too big and too time-consuminb
for our committee to handle even with the help of a part time consultant.
We felt that any new plan should begin in the central business district and extend
in all directions, even several miles beyond the proposed annexed areas we
would even suggest that it include the Missouri River Bottoms area and Cedar
City. We believe that Jefferson City could derive much from a plan of the area
north of the river, even though it were only a preliminary or suggested plan.
It was felt that as there were no federal restrictions or involvement by the
government in the 701 Plan except that H. U. D. 701 will pay two--thirds of the
cost of the plan, we should very seriously consider this plan in connection with
a Comprehensive City Plan.
As we analyzed our problems and realized the future benefits that could be
derived by the city from a Comprehensive City Plan, we were ready to make our
recommendations to the city.

recommendations:
1. That the City of Jefferson immediately take steps toward the means of
formulating; a Comprehensive City Plan.

C. Arrangements should he r)lade. with the company supplying; the
neaps for a plan of supplying; inaps to the city for resale to utility
companies, developers, Subdividers and others.
3. A resolution :should be adopted at once by the City Council directing the
State Planning Agency to submit all application o11 behalf of the city for
planning assistance funds. We recommend that the II. U. D. 701 Program
funds be used oil both the Comprehensive City Plan and t11e aerial photo
maps and topographic maps.
4. That the Mayor authorize this committee or whomever he may desire
to contact city planners and aerial photography and topographic map makers
regarding scope of work, proposals and price on the projects recommended.
It is our opinion that the two projects reconinlended herein would not cost the
city more than $17, 000, as estimates that we have received set the total cost
of the two projects at $50, 000 or less, the 701 Plan would provide two-thirds
of this or about $33, 000, with the city's share being $17, 000.
Under the 701 Plan other city subdivisions such as the Park Board, School Board
and Library Board could contribute to the city's share of the cost.
It is recommended that these agencies, along with others such as the County
Courts of Cole and Callaway Counties be asked to share in the city's portion

o£ the cost of these plans, and perhaps the State of Missouri would participate
in the cost.
A continuing body should be set up to follow through on this entire project, that
is to see that this project is carried out as prescribed and to aid and assist the
planne.rFi in every way possible.
After completion of the project, there should be a semi-annual review of the
progress made by various city departments in carrying out the plan. This duty
could be assigned to the regular City Planning and Zoning Commission or a body
of the Mayor's and Council's choice.

RESOLU'T'ION
BE IT RESOLVED by the City Council, City of Jefferson, Missouri, that the
Missouri Power and Light Company make the following installations in
accordance with recommendations presented to tile. City Council by its
Committee on Public Utilities and adopted by said City Council on May 16, 1966.
1. Install new 6800 Lumen Mercury Vapor Light at the edge of the alley,
near the road, by the creek, between 726 Ohio and 727 Michigan Streets.
2. Install new 6800 Lumen Mercury Vapor Light between 1447 and 1473
Greenberry road. (Recornmend 1454 Greenberry).

Resolution - The following resolution was introduced by Councilman Willcoxon:
Animal RESOLUTION
Control Law. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, that it is considered to be in the best interests of the residents and
citizens of this city that a "Control Law" be introduced b y the City Council to
prevent the running at large of dogs and other animals in the city under all
circumstances.
BE IT FURTHER RESOLVED, that the City Council of the City proceed with
11 reasonable speed and dispatch to amend Ordinance Number 6760 of the City
regulating the keeping of dogs and other animals by repealing Section 15 it
thereof, which prohibits the running at large of dogs only under certain con-
ditions and limited circumstances, and reenacting Section 15 to prohibit the
running at large of dogs only under certain conditions and limited circumstanceb,
and reenacting said Section 15 to prohibit the running at large of dogs within
the City under any circumstances or conditions under penalty for any violation
thereof.

Traffic of International Shoe Company requesting restricted parking on the south side
Commission. of Capitol Avenue from Chestnut to Pine. The matter was referred to the
Parking and Traffic Commission.
