Regular Council Meeting, June 6, 1966
Mayor Christy presided.
Prayer. Prayer was offered by Mayor Christy.

A quorum was declared present.
Approval of The minutes of the meetings of May 16th and May 23rd were approved as
Minutes. presented.

Opening of The City Clerk reported to the Council that, as previously directed by the
bids - Fire Council, she had mailed to all interested banks, bond houses, an4nvestment
Department bankers in the State of Missouri and elsewhere printed copies of a "Notice of
Bonds. Bond Sale" in relation to Three Hundred Thousand Dollars ($300, 000) Fire
Department Bonds of the City of Jefferson, Missouri, as authorized at a
special election held on the 5th day of April, 1966, and the Clerk further
reported that to each copy of the aforesaid "Notice of Bond Sale" there was
attached a printed form of a "Proposal for the Purchase of $300, 000 Fire
Department Bonds of the City of Jefferson, Cole County, Missouri, " and an
"Official Statement" of said City.
The City Clerk further reported that, pursuant to the aforesaid "Notice of
Bond Sale, " there were filed with her, at or before the hour of 8:00 P. M. ,
Central Daylight Time, on Monday, the 6th day of June, 1966, ten (10) sealed
proposals for the purchase of said bonds, and the Clerk then and there presented
said sealed proposals to the Council. Thereupon, the Mayor instructed the
Clerk to proceed to open the aforesaid sealed bids and to read the same aloud
in the presence and hearing of the Council and of the bidders assembled.
The City Clerk then proceeded to open the aforesaid bids, which are summar-

BE IT FURTHER RESOLVED that the checks of all unsuccessful bidders for said
bonds shall forthwith be returned to them upon their respective receipts therefor,
and that the check of the successful bidders shall be hold uncashed by the
Treasurer of said City of Jefferson, pending delivery of the said bonds in
accordance with the terms of sale and award.
Councilman Hiesberger seconded the motion to adopt the foregoing resolution,
and, the question being put to a roll call vote, the result was as follows;

City Bus Mr. Daniel C. Rogers, Chairman of State Board of Mediation, appeared before the
Problem. Council in regard to the labor dispute involving the Jefferson City Lines, Inc. ,
to mediate a settlement. He stated that Mr. Watson owner of the Company, is
willing to sign contract with employees, but needs help in financing the payroll,
gas bills and repairs. He informed the Council that Mass Transportation is a
sick industry and is being subsidized in most cities and it is now necessary that
someone think about financing. The Company has seven buses - five in reasonably
good condition. $5, 000 is needed for rehabilitation of buses, the payroll is
approximately $3, 500 per month and gasoline bills are approximately $250 per
week. The average revenue of the Company is $1100 per week, consequently

necessary to obtain more money.
JHe suggested that the City make up the difference if the bills exceed the amount
!received by the Company and for the City to hire a person to work with the mans'

A Councilman Stone moved that the matter be referred to a committee to study the',,'

A request was received from Roy A. Scheperle Construction Company for a Request for
1permit for a 40 foot wide entrance to Dix Road Plaza Shopping Center located onli permit for
Dix Road. This entrance is just north of where state highway right-of-way ends; curb cut on
Councilman Willcoxon moved that the request be granted. The motion passed. Dix Road.

Mr. Fred Gilbert appeared before the Council in regard to a sewage problem in 'Sewage
the 700 block of Mulberry. Mr. Rackers, Director of Public Works stated that Problem
a test was now being made to determine if sewage is in the storm sewers and Mulberry St.
that the problem would be corrected when they could locate the break in the line.

i The following report of the Finance. Committe was presented by Councilman Finance Comm
Haake, Chairman of the Committee: Report.
The Finance Committee has now completed its hearings on the operating budget
of the various departments for the incoming fiscal year. After having had the
opportunity of carefully reviewing these requests it is apparent that the Mayor
presented a very conservative budget and one which it has been most difficult
to reduce without impairing the operation of our city government.
On the matter of salaries the members of the Finance Committee adopted the
motion of Councilman Stone and preferred to study individual salaries rather
than follow the recommendation for an overall percentage increase. The
subcommittee has spent considerable time and effort on this study and their
report will be made to an executive session of the finance Committee prior to
June 10. A special meeting of the Committee will be called for that purpose
only.
With regard to the Airport Budget the finance Committee adopted a motion of
Councilman Riner and recommends that a quarterly report of income and
expenses of the airport fund be made to the council members. A motion was
also adopted requiring the repayment of $10, 000. 00 to the Parking Garage Fund,
said repayment to be in quarterly ins tall tile tits of $2, 500. 00 each.
As the date of completion of the new fire station is indefinite the l�iniulce
Committee on motion of Councilman Willcoxon recommends that the itern of

The Finance Committee recor anted lrl that the health Inspector be permitted to
trade for it new automobile, the cost not to exceed $2, 000. The 1 960 model
which lie is now using is to he retained and used by tile departillent rather thilrl
allowing mileage for a temporary employee. An automobile formerly used by
the street department is to be traded on the new czar. The Committee further
recommended the hiring of a temporary part tinge employee at the rate of
$125. 00 per month who will handle all complaints concerning the enforcement
of the weed ordinance. The Health and Welfare Committee must approve the
appointment of this employee and the terns of employment is stipulated for the
months of June, July, and August.
The Finance Committee further recommends that the health Committee meet
with the newly appointed acting street conimis:sioner concerning the mosquito
fogging operation. This operation was previously placed in the hands of the
Street Department. The Health Committee has been requested to report on the
effectiveness of the fogging operation.
The Finance Committee will present a completed budget for approval oil Monday,
June 20, providing that the subcommittee recommendations are received in
sufficient time to allow study by the full committee. "
Councilman Haake moved the adoption of the report. The motion passed.
Councilman Haake moved that Mr. Arthur flollenstreet be employed on a
part-time basis to enforce the weed ordinance at the rate of $125. 00 per month,

100 per mile auto allowance and liability insurance policy to be filed in the
office of the City Clerk. The motion passed.

Street The following report of the Street Committee was presented to the Council:
Committee "The Street Committee met at 7:00 p. m. on Monday, June 6, 1966. Present
Report, for this meeting were.- Councilmen Stone, Riner, Kliegel and Hiesberger;
Ed Pope, Street Commissioner; Ed Rackers, Director of Public Works; and,
Montie Willcoxon, Chairman of the Committee. Also present at this meeting
was Mr. Jack Jordan, President of the West Side Business Association.
Items discussed were:
1) Highway 50 West Improvement - Mr. Jack Jordan discussed the proposed
Highway 50 West improvement and the revisions since the first presentation.
After considerable discussion on the proposal, the Street Committee recommends
the Mayor be authorized to execute the agreement with the Missouri State
Highway Commission, pertaining to the said improvement.
2) Franklin Street - The question of paving the 200 block of East Franklin
Street once again arose. Considering a recent change of property ownership to
a party desiring the street improvement, the Committee recommends that the
remaining portion of the 200 block of East Franklin Street be paved.
3) Sewers in Morris-Edmonds Addition - The Committee discussed the need for
sewers in the Morris-Edmonds area and adopted a motion for the City to
undertake the project through the Street Department. "

Relocation of Mr. Rose, City Attorney, stated that Mr. Reed, President of the Capital City
Utilities - Water Company had agreed that his Company would pay for the relocation of
Hwy. 50 West. water mains for the Highway 50 West improvement. The Missouri Power and
Light Company has also agreed to make their own relocations.

Bids - Bids were received for Fire Department Equipment. On motion of Councilman
Fire Willcoxon, the bids were referred to the Fire Committee, with power to act.

BE IT RESOLVED BY the City Council, City of Jefferson, Missouri, that the
Missouri Power and Light Company make the following installations in
accordance with recommendations presented to the City Council by its Committee
on Public Utilities and adopted by said City Council on June 6, 1966:
1. Replace existing light at 2032 West Main with new 6800 Lumen Mercury
Vapor Light.
2. Replace existing light in the center of the block in the 100 block of Westmore
Drive with new 6800 Lumen Mercury Vapor Light.
3. Replace existing light across the street from 1514 Bald Hill Road with new
6800 Lumen Mercury Vapor Light.
4. Replace existing light at West Main and Douglas and light one block west of
Douglas on West Main with new 6800 Lumen Mercury Vapor Light.
5. Replace light at 2032 West Main with new 6800 Lumen Mercury Vapor Light.
6. Install new 6800 Lumen Mercury Vapor Light on Mart, midway between

RE'SOLVE'D F UR'TIll.1It, that anyone do.-siring to do so may appear before the
City Council of the City of Jefferson, Missouri, on 'Tuesday, July 5th, 1906,
at 8:00 p. rll. , and be heard on the question of the necessity for grading and
paving, curbing and guttering with Portland Cement concrete, where necessary,
that portion of Franklin Street, from the westerly curb line of Monroe Street
westerly to the end of a 30-foot concrete pavement, as provided in Section 823
of the Revised Ordinances of the City of Jefferson, Missouri, 1056.
RESOLVED FURTHER, that the cost of grading and paving the above described
portion of Franklin Street and curbing and guttering; same with Portland Cement
concrete, where necessary, shall be charged against the abutting property in
proportion to the number of fronting or abutting feet and sliall be paid for by
special tax bills against the property fronting or abutting on said improvement.
RESOLVED FURTHER, that the Director of Public Works, and ex-officio City
Engineer, be, and he is hereby instructed, to prepare plans and specifications
for said improvement and an estimate of the cost thereof and file the same in
the office of the City Clerk.
RESOLVED FURTHER, that when the plans, specifications and estimate of the
cost of said work shall have been filed in the office of the City Cleric, that the
said Clerk shall cause this Resolution to be published for seven (7) consecutive
insertions in the Post Tribune, a daily newspaper published in the City of
Jefferson, Missouri.
