A quorum was declared present. --------------- Approval of The minutes of the meeting of September 6th and the recess of September 12th, Minutes, were approved as received. --------------- Transit Councilman Stone moved that a further study be made on starting annual salaries Salaries. for the personnel in the Transit Authority, and that it be referred to Councilmen Debo, Stone and Riner and for them to report back to the Council. The motion passed. --------------- Petition - The following petition was presented to the Council: Traffic WHEREAS we the residents of the seven thru ten hundred blocks of Lafayette Problem on Street have observed repeated violations of the speed limit of twenty miles Lafayette. per hour, often exceeding fifty miles per hour, and, WHEREAS there is a traffic hazard for southbound traffic in the ten hundred block of Lafayette Street in the form of a "blind" approach to the driveway at 1010 Lafayette Street (the cornet, of Lafayette and Franklin) and at the intersection of Franklin and Lafayette Streets, and, WHEREAS, during the month of June, 1966 there were two traffic accidents within twenty-four hours at this intersection at approximately four o'clock in the afternoon and, WHEREAS it is impossible for drivers entering Lafayette Street from Franklin or from the driveway at 1010 Lafayette Street to see southbound traffic until it conics over the hill only a little more than one hundred feet distant, thus Increasing the danger of accidents at the intersection and, WHEREAS with the opening of school the sidewalks of the area are being utilized by school children and students at Thorpe Gordon Elementary School, Senior High School, and Lincoln University from 8:00 a. 111. to 9:00 1). Randy Halsey, 904 I.,afayette, representing the residents in the 700 block through the 1000 block of Lafayette Street, spoke in regard to the dangerous traffic problem in the area and asked that the Council give the matter their immediate attention. -------------- Waivers on Communications were received from the Second Baptist Church and the Jefferson requirements City Board of Education waiving the requirements of Ordinance No. 7071, Section Ordinance No, 713 regarding the proposed cocktail lounge in the Holiday Inn, to be built on the 7071. northwest corner at the intersection of Monroe and Miller Streets. Councilman Willcoxon, moved that the Council give a vote of thanks to the School Board and various churches which were concerned. The motion passed. -------------- Wferson City The following communication was received from the Jefferson City and Cole role Co. County Libraries: Library, "The Jefferson City Library Board would like to thank you and the City Council for approving the tax reduction in the interest and contingency fund instead of reducing the income of the various city agencies. Would you please convey our appreciation to the members of the City Council? We can use all our tax funds to good advantage, especially the building fund money and we appreciate the cooperation and sympathy which we receive from the city administration Jefferson City Library Board 4`1`4 Regular Council Meeting, September 19, 1966 The communication was ordered filed. -------------- The following report of the Street Committee was presented to the Council: ..Street The Street Committee met at 7:00 p. m. , September 19. Present were ..Committee ij Chairman Willcoxon and members Fliesberger, Stone, Kliegel, Street c'Report. Commissioner Pope and Director of Public Works Rackers. The Committee discussed the request of Dr. Pepper-7Up Bottling Co. , to vacate part of the east-west alley lying south of Highway 50 West between Delaware and Ohio Street in return for dedicating a new north-south alley. The Committee discussed and considered the opinions of the adjacent property owners involved and recommended approval of the request subject to the recommendation of the Director of Public Works, that the new north-south alley to be dedicated be of a 201 width, the same as the alley to be vacated as shown on the attached sketch. Councilman Willcoxon moved the adoption of the report. The motion passed. -------------- The following was presented by Councilman Scrivner, Chairman of the Police "Police Dept. Department Committee: Committee Wells Bros. Yellow Cab Co. has recently acquired by purchase the Yellow Report. `j Cab Co. of Jefferson City from Jefferson City Line, Inc. d/b/a Jefferson City Yellow Cab Co. !'I Under Sec. 8 of Ordinance No. 7190, which was approved by the City Council ;i on March 5, 1962, it is required that the transfer of the Certificate of Convenience and Necessity be approved by the Police Board, of which you, Mr. Scrivner, are the Chairman. This matter has been cleared with the City Attorney. ij Wells Bros, have filed proper insurance with the City and are qualified to render the service as a taxi cab company. Councilman Hawes stated that Traffic Officers are needed at the Intersections of Stadium and Highway 54 and Dix Road and West Main, at the peak periods of traffic. Captain Farmer said that the Police Department does not have sufficient personnel. Councilman Haake moved that the matter be referred to the Police Board and the Chief of Police to discuss the situation and to come UP With some decision. The motion passed. --------------- The following report of the Fire Department Committee was presentdd by Fire Dept. Councilman Van Loo, Chairman of the Committee: Committee "The Council's Fire Committee met on September 12, 1966 at 8:15 p. m. Report. Councilman Stone moved that the City pick up the option on land for the new fire station. Councilman Debo moved the City Attorney be instructed to dedicate the drive into the new fire station a City Street. Also he is to work out legal aspects involved on the railroad crossing. Councilman Stone moved to give the 1935 Model American LaFrance Pumper Fire Truck to the Park Board. Councilman Hawes moved to adjourn.
