Approval of The minutes of the meeting of September 19th, were approved as received. Minutes. -------------- Letter of A letter of appreciation was received from Fred Vogel, in regard to the appreciation - installation of a fire hydrant near Gibson' s Discount Center, which will result Fred Vogel. in many hundreds of dollars of savings in insurance premiums for the various businesses located in the 2500 block of Industrial Drive. The communication was ordered filed. Letter of A letter of thanks was received from William A. Bates, President of Mid- thanks - America 'Television Co. , for being able to meet and talk with all of the Council Wm. Bates. Members and their making them feel so much at home in Jefferson City. After some discussion, Councilman Miner moved that the low bid of Mid Missouri Distributing Inc. , be accepted. The motion passed. "In recent weeks this department hay had several cornpl;ainbi ;shout the parking in tine 600 block of Cherry Street. ']'his :street runs north and '.south oil the cast side of the Lincoln L;al,, School. Thies street is it new concrete: street, ;approxilrr;ately :30' wide, with vehicillar parking on troth sides of the :street, actually making it a one (1) lane street. This street has a rather steep grade and in parking people have to tendency to park at somewhat of an angle, causing added confusion. This area has been spot-checked at different times of the day and at times it would be impossible for fire equipment to enter the school grounds or get to homes in this area. It is requested that the West curb be restricted to "No Parking at anytime" or• "No Parking between the hours of 7:00 AM - 5:00 PM". At the present time the Jefferson City Street Department has been requested to install "No Par-Icing at anytime" signs, until further action by the Council. " Councilman Hawes moved that parking be restricted to "No Parking at anytime" and that the necessary ordinance be prepared for the Council meeting of October 17th for final passage. The motion passed. Je Dept. Councilman Van Loo, Chairman of the hire Department Committee moved that Comm. Report. the Council adopt the Fire Prevention Code which has been recommended by the Fire Department Committee and that the necessary ordinance be prepared. The motion passed. Regular Council Meeting, October 3, 1966 Several petitions were received requesting replacements and new installations Public UtLlities of street lights. On motion of Councilman Scrivner, the petitions were Comm. referred to the Public Utilities Committee. The motion passed. Report. Councilman Iiiesbergcr, Cluuirrnan of the Accounts and Claims ComtYlittr,e, Accounts and presented the following report: Claims Comm. "Council's Claims and Accounts and Officers committee met at 7: 30 p, m. it] Report. Council Chambers, on Sept. 21: Councilman Willcoxon, Van Loo, Debo, Stone and Iliesbcrger were present. The following recommendations were passed. That Lon Stone and Roy Farmer, under the Collector's Office be given 5% pay raises effective when new Merchants license Law goes into effect. That Mary Lou Holmes be moved into the next bracket in her, pay scale with .pay retroactive to July 1 of current year. Her category is Police Clerk I. That Joe Strope and Jim Hartley of the Parking Facility be moved from their present bracket up two brackets to correspond with the time they have served the city. Recommended by Mr. Hamacher, supervisor. That Mrs. Lucille Baysinger of the Police Department be paid the same as a male officer of the same rank in the Police Department, retroactive to July 1. That Street Commissioner Ed Pope be jumped to the top bracket in the Street Commissioner's pay scale - to $7500 per annum from the $7000 he was hired at. Committee decided to hear only department heads in future. Addendum: Recommended that Theresa 'fanner be raised $25. 00 per month. Respectfully submitted, /s/ A. F. Councilman Willcoxon, Chairman of the Committee-of-the-Whole presented the Committee- of-,following re=port: the-Whole "Following the regular Council Meeting of September 11), 1966, the Committee- Report. of-the-Whole met at the request of the Director of Public Works, Id Racicers, ' Jr. , and discussed the following items: l) The drainage problem in Gentry's Westwood Subdivision. The Committee discussed the existing drainage problem in Part 2 of Westwood Subdivision and agreed that the developer be required to relocate the existing sanitary sewer onto the casement provided or to install a storm drain pipe in the ditch under the supervision of the Director of Public Works. 2) The request for a sewer extension for Joe Thoenen on Route #179. The sewer extension at the developers cost would serve the new subdivision on Route #179, part of which is included in the proposed annexation area and part of it outside of the new boundaries. The extension by the developer would .connect to a trunk line previously constructed by the City to serve the Industrial Tract and also other areas in Annexation Area A. The Committee discussed this question of annexation and felt that the matter should be left to the discretion ,of Mr. Robert Hawkins, attorney for the City in annexation, and Mr. Ed Rackers, Director of Public Works. rt � Regular Council Meeting, October 3, 190G „ 3) The request of Mr. Bell Findley, of Missouri Builders on Jaycee Drive, for permission to hook onto the City trunk line. The request was made by the property owner as ;r result of a septic tank problem, said property lying just outside the present city limits. The Committee agreed that Mr. .Y�indle,y be allowed to hook rrlr to the existing sewer I.o eliminate the present septic tank problem, but that Mr. Findley would agree to participate in the cost of the sewer district when it is £or•rned to serve this area. "The Committee-of-tire-Whole met September 26th at 7:30 p. m. , in the Council Redistricting. Chamber. Present were Councilmen I-laake, Hawes, Iiiesberger, Kliegel, Riner, Scrivner, Stone, Van Loo and Willcoxon, Chairman. The Committee met to discuss redistricting of the City. Plans were submitted, Councilman Ilaake moved that the ward line between the third and fourth ward be changed to Industrial Drive. The motion passed. Councilman Hawes moved to accept the plan with the Industrial Drive amendment. The motion passed by the following roll-call vote: Councilmen voting; Aye: Haake, Stone, IIiesberger, Hawes, Scrivner, and Willcoxon.
