Van Loo and Wiltcoxon. 8 Councilmen absent: Deno and Scrivner, absent with leave. 2 A cluorurn was declared present. Be it further moved, that this motion will not preclude an invitation to competent firms to bid on the construction of said building. " Mayor Christy read the following communication from Councilman Debo: 'More than a month ago I was commited to a date out of town on October 5, and It is impossible for me to attend the special meeting of City Council set for the same time. I would be most appreciateive if you would read this letter to Council as I am quite concerned whether we are going to get our City buses under roof before winter arrives. First, I want to say there have been several mistakes in our getting into the bus business. Undoubtedly, we made one when we failed to advertise for bids on this garage. But these mistakes--if we want to put a label on our actions--were not committed with malice to anyone or with favoritism to all individual or company. I never heard of the r.onipan,y which submitted the low hid on this building, and I venture to say if you polled Council no other rnernher had. I also would wager no City errlployee had intimate Icnowiedt_;c of dii.s company or ally of its employees or -inyone else contacted oil this venture. But enough of this. But I do urge tilt: Council to give caroful consideration to the consequences if we decide to :start all over again. It may well be January or February before we .could get a garage built. And now that the bids have been exposed wouldn't it be an unfair advantage for any new bidders? )< apologize for the length of this letter, but I atn most grateful that you, Mister .Mayor, and the members of City Council gave nie this opportunity. Sincerely, Robert L. Debo /s/ William Knox, Schell Construction Company, agreed with Councilman Debo's letter but their complaint was in the manner in which the bidding was handled. He stated that he would like to go on record as opposing the motion on the floor. Councilman Riner moved that the motion be placed on Roll-call vote. The motion passed. Councilmen absent: Debo and Scrivner. 2 ------------- Bill No. 70. i; Bill No. 70, introduced by Councilman Van Loo, entitled: Fire "An Ordinance of the City of Jefferson, Missouri, adopting the Fire Prevention Code. Code, the 1965 Edition recommended by the American Insurance Association, Prescribing regulations governing conditions hazardous to life and property from fire or explosion, and prescribing additional powers and duties of the Fire Inspector of the City of Jefferson, and providing penalties for the violation thereof. Read first and second time by title and on motion of Councilman Van Loo, the rules were suspended and the Bill was read the third time by title and placed on final passage and was passed by the following vote: I ^—/;� Councilmen voting Aye: Haake, Hawes, Hiesberger, Kliegel, Riner, Stone, Van Loo and Willcoxon. 8 ii Councilmen voting Nay: None. 0 Councilmen absent: Debo and Scrivner, absent with leave. 2 -------------- Adjournment.
