Councilmen Present: Matzke, Hawes, fliesherg;er, Klieg;el, Lliner, icrivner, Moll Call.. Stone, Van Loo and Willcoxon. 9 Councilmen Absent: Debo, absent with leave. 1 A quorum was declared present. Councilman Hawes moved that the minutes of the Special Meeting of October 6th Approval of be corrected as follows: by inserting "to construct the building following the Minutes. •usual procedure; and that the bids" in line three of the joint motion between the swords "bids" and "inasmuch". The motion passed. The minutes of the meeting of October 3rd and October 6th, as corrected, were approved. -------------- The following bid-was received for the improvement of Aurora Street: Bids - Roy Scheperle Construction Company, (concrete) $20, 118. 38 Aurora St. Jefferson City, Missouri (asphaltic concrete) 15, 557. 25 Adjustment by Director of Public; Works on asphaltic concrete 19, 425. 13 Both bids were higher than the estimate made by the Director of Public Works. Councilman Willcoxon moved that the bid be referred to the Director of Public Works to report at the Special Meeting; to be held on October 24th. The motion passed. The following communication was received from Warden Swenson: Parking - "Your letter of September 28, 1966 expresses the views of the Council in asking Warden that we inform our employees not to park on the streets near the Penitentiary. Swenson. I have the following, comments. The parkin; lot is used to the maximum, but will not quite hold all the cars of employees, especially during; the overlap periods at changes of shifts. We are trying; to expand the lot, toward the river by putting; fill material over the bank when it i:i available. This is a glow process, as it is a high vmbanknient. We will continue to expand the lot, hilt this is certain to take many month s. I do not have authority to order our employees not to park on the streets. I have r•egne;sted that they lls(: the parking, lent and as previously stated, it i:; heinl; used to the: nlaxi►tntrn. Rackers, Jr. , Director Pxtension of . of Public Works and Robert L. Hawkins, Attorney: Sewers. "In a recent Committee-of-the-Whole meeting, the question of extension of sewers into the Joe Thoetren subdivision on Iloute #179 was discussed and the Committee recommended that this question be referred to Mr . Hawkins and Mr. Rackers, as it was felt that this question was directly related to annexation. We have discussed this problem at length and, even though part of this new subdivision is located outside of the new proposed city limits, we feel that Mr. Thoenen should be allowed to hook onto the city sewer system because of the following reasons: 1) Mr. Thoenen supported annexation in Area A because homes in his subdivision would be able to be served by the sewer system. `• a 1 Regular Council. Meeting, October 17, 1966 " 2) Mr. Thoenen would support, and desires that the remaining area of his subdivision also be annexed by the City of Jefferson. 3) Sewer District type of lines would serve this subdivision and would riot involve any construction cost to the city, as these additional extensions would utilize the trunk line already completed by the city. Circuit Court in regard to the annexation of Area "A". The Court found the issues in favor of the plaintiff upon its petition for a Declaratory Judgment and it is the order of the Court that there will be included within the city limits and annexed to the plaintiff City of Jefferson, Missouri, certain real estate adjacent. to City known as "Area A". Councilman Van Loo, Chairman of the Fire Department Committee, presented Committee the following communication: Report. "Due to the advancement of Vincent Willmeno from Fire Inspector to Assrt. Fire Chief, I respectfully submit the name of Captain Clarence Beek for the position of Fire Inspector. Retroactive to October 1, 1966. Captain Beck will retain his present rank and salary. The motion passed. 4 8,8 Regular Council Meeting, October 17, 1,966 � +tThe following report of the Public Utilities Committee was presented by public Utilities Councilman IIiesberger, Vice Chairman of the Committee: Committe "Your Utilities Committee met on Tuesday night, October 11, 1966, Residents Report. from Bald Hill Road and Nelson Drive area told the committee they are paying the Capital City Water Company to pipe water to their homes and asked if fire hydrants may be installed at the same time. After some discussion, it was agreed C ouncilman Iliesberger would work with lire Chief John Sullivan and draft a letter to the Missouri Inspection Bureau to determine flow many fire hydrants would be needed. The committee agreed to meet again at 7:00 p, m. on October 24, 1966 to make recommendations on this request. The Committee also visited the Tanner Bridge Road and Ellis Boulevard neighborhood to determine a request for a fire plug in this vicinity by Robert Hyder. Chief Sullivan was instructed to obtain a map of the area from the Water Company and report his recommendations back to the committee. A request of four residents along Ellis Boulevard from Rose Valley Drive to the intersection of U. S. Route 54 was turned over to the Missouri Power and Light Company to determine how many 6800 lumen mercury vapor lights will be needed. Mr. Homer Ferguson of MPL was asked to report his findings to Mr. Hiesberger for Council action at the Oct. 17, 1966 meeting. The Committee inspected lights at the following locations and recommends: 1. Replace three lights with 6800 lumen mercury lights on Tanner Bridge Road, starting at the Armory and continuing north toward the city business district. 2. Replace the present lights at 2001 'fanner Bridge Road and 2006 'fanner Bridge Road with 6800 Lurnen mercury vapor lights. 3. Install a 6800 lumen mercury vapor, light between the residences of Robert lI,yder and Brick Storts on the old Hough Park Road. 4. Replace the present lights at 1312 Major Drive and 1322 Major Drive with 6800 lumen mercury lights. 5. Install a 6800 lumen mercury vapor light in front of 1116 Moreau Drive. 6. Install a 6800 lumen mercury vapor light in front of 721 Clark Avenue. 7. Replace the present light across the street fronn 601 Jackson with a 61300 lu►nen mercury light. 6. The present lighting in the alley between McCarty and Miller :streets adjacent to the proposed lloliday Inn site: sucins sufficient and the committee reconinrends against the 1•4,yueyt for a 61100 lurrrcu mercury light there.
