Mayor Christy presided.
Prayer. Prayer was offered by Mayor Christy.
Roll Call. Councilmen present: Debo, IIaake, Hawes, Hiesberger, Kliegel, Riner,
Scrivner, Stone, Van I,00 and Willcoxon. 10
Councilmen absent: None. 0
A quorum was declared present.

Approval of The minutes of the meetings of October 17, and October 24, were approved
Minutes. as received.

Redistricting. Mayor Christy asked that the Council not take up Bills 73 and 74 at this time
so that the City Attorney could have the opportunity to study various cases
which are similar to those of Jefferson City and report back to the Council
with a written opinion.
Councilman Willcoxon moved that Bills 73 and 74 not be called up for third
reading at this time. The motion passed.

Bids - The following bids were received for the construction of a foundation for the
Foundation garage for the city buses:
Bus Garage. Don Cure Construction Company $4604. 00
Schell Construction Company 5564. 00
Roy Scheperle Construction Company 3779. 00
Councilman Willcoxon moved that the bid of Roy Scheperle Construction
Company be accepted. The motion passed.
Councilman Riner moved that additional expenses incurred above the estimate
be taken from the Mayor's Contingency Fund. The motion passed.

Planning & A request was received from ,Jordan & Kolb to rezone 2. 234 acres of land
Z 'ng Comm. located in part of the NW 1 /4 of the NE 1 /4 of Sec. 13, Twp. 44, Rg. 12, in
Jefferson City from "A-1" Single Family Dwelling District to "C" Multiple
Dwelling District. 'I'hc request was referred to the Planning and Zoning
Commission.

Extension of An application to make an extension to the Sanitary Sewer System of the City
Sanitary Sewer of ,Jefferson to the Ott Subdivision in the Belmont Area was received. The
System. application was referred to the Director of Public Works.
Police Dept. The following report of the Police Department Committee was presented by
Committee Councilman Scrivner, Chairman of the Committee:
Report. "The Police Department Committee met at 7:30 p, m. , November 7th.
Applications for taxi drivers were checked and approved. A letter of
appointment of Bobbie Vernon Luck, effective November 1, 1966 was received
from the Chief of Police, which was approved by the Police Department
Committee. "

The following report of the P ire Department Committee was presented by Fire Dept.
Councilman Van 1.,00, Chairtan of the Committee: Committee
"The Council's Fire Committee met on November 1, 1966, at 7: 30 p. rn. Report.
Meeting held at the Wert Fire Station.
Present for this meeting were: Councilmen Hawes, Deho, Stone, Willcoxon,
and Van Loo.
Also present: Fire Chief John F. Sullivan, Asst. Chiefs Vincent Willnieno and
Donald Hunter, Building Commissioner Tom Benton, City Attorney Tom Rose,
Mr. Glen Drew, and Mr. Ralph Johnson.
A discussion was held on ways of reducing the cost of the proposed new fire
station.
Motion by Willcoxon to accept low bid of Don Cure Construction Co, and to build
station according to plans.
Substitute motion by Stone - Due to the fact the bids were $45, 000. 00 over the
estimate that all bids be rejected and instruct the architects to draw up new plans.
Voting for substitute motion: Debo and Stone
Voting against the substitute motion: Hawes, Willcoxon and Van Loo.
. Amendment to the motion, by Debo - To eliminate items 1-2-5-7.
Voting for amendment to the motion: Debo and Hawes.
Voting against amendment to the motion: Stone, Willcoxon and Van Loo.
Voting for the motion: Willcoxon, Hawes, Debo and Van Loo.
Voting against the motion: Stone.
Motion made by Debo to proceed with the legal work involved in rail crossing
for the new station. Motion carried by voice vote.
Motion by Willcoxon to adjourn.

Councilman Van Loo moved the adoption of the report.
Councilman Stone offered the following substitute motion:
"In view of the fact that the bids far exceeded the architect's estimate, also
the possibility of a discrepancy in the low bid, I move that the Fire Committee
report be referred to the Committee as a Whole for further study and consideration. "
Councilman Stone and Ilaake asked for a roll-call vote.
The substitute motion passed by the following; vote:

Construction Company was presented to the Council.

of Boonville the work of constructing Boonville Road from the end of the present curbing
Road. to the City Limits on Boonville Road be and is hereby approved as the Council
finds that said work was done according to plans and specifications. "

The following resolution was presented to the Council: Resolution -
RLSOLUTION Park Board
WHEREAS, the City of Jefferson is an expanding city in the growing county of,
Cole, and
WIIERE'AS, tale City Park Board deems It necessary to improve existing public
park facilities to serve its citizens as well as the travelling public,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, OF THE CITY
OF Jefferson, as follows:
1. That application be made under the Land and Water Conservation Fund of
the United States Government for a grant-in-aid of 50°Jo of the total cost of the
project.
2. That a project proposal be prepared and submitted to the Department of the
Interior, Bureau of Outdoor Recreation through the State Inter-Agency Council
for Outdoor Recreation for said grant-in-aid.
3. The Mayor and President, City Park Board, be authorized, and hereby are
authorized, to execute the necessary documents for forwarding the project
proposal application for a grant-in-aid under the Land and Water Conservation
Fund Program.

Garage, be promoted to Attendant, since he performs the duties as required Parking Garage.
