Brixey -LIASON MINUTES FEBRUARY 20, 2014 Commissioner Michael Nott called the February 20, 2014, meeting of the Board of Police Commissioners to order at 6:00 p.m. In addition to Commissioner Nott, in attendance were Commissioner Greg Chapman, Commissioner Raymond Brixey, Commander Novak, and Yvonne Zambrano. Also present were students from Plainfield North High School. Public Forum-Citizen's Comments-None: Commissioner Nott took a few minutes to introduce the Board of Police Commissioners and its functions to the students in attendance. The minutes of November 21, 2013, meetings were read. There being no corrections or clarifications, Commissioner Nott moved the minutes be approved as read. Commissioner Brixey seconded the motion. All in favor, the minutes were approved. The new hire would be sworn in on March 24, 2014 at the Committee of the Whole meeting. Chapman-SECRETARY • Raymond P. Brixey-LIASON The motion granting the additional testing for the top three candidates was approved by Commissioner Nott and second by Commissioner Brixey. All in favor. A special meeting with an executive session will be scheduled for the beginning of March 2014, to discuss the results of the additional testing. Commissioner Nott explained to the students in attendance the hiring process for the Entry Level Police Officer. The commissioner also explained the Rule of 3, as it pertains to the top three candidates. For example: if a candidate with law enforcement experience is candidate number 2, then the Conunl;,sione:rs (.illl (.huus...: tl~;, candidate over the first or third candidate. Also, the outcome of the exams are also useful in determining the hire of the new officer. The Commissioners do have the right to decline a candidate due to the background investigation results. Commander Novak stated that they are trying to seek additional funds from the Village of Plainfield to accommodate the vacancy. However, it is not looking favorable at this time, per Commander Novak. ,. . .. oT l Rules and Regulations of the Board of Fire and Police Commissioners and the Collective Bargaining Agreement. Per Commander Novak, the current Collective Bargaining Agreement calls for the probationary period to commence after 12 months following the graduation of the Police Academy. Commissioner Chapman and Nott both agreed that this might be a conflict and that the Rules and Regulations of the Board and Fire and Police Commissioners take precedence.
