The minutes of the meeting of November 7th and the Special Meeting of Approval of
November 15th were approved as received. Minutes.
The Council then took up for consideration the matter of approving a plan for a Industrial
project for the industrial development of the City of Jefferson, and, following a Development.
discussion of the plan, Councilman Scrivner offered and moved the adoption of
the following resolution:
A RESOLUTION APPROVING A PLAN FOR A PROJECT FOR INDUSTRIAL
DEVELOPMENT OF THE CITY OF JEFFERSON, COLE COUNTY, MISSOURI,
DIRECTING THE SUBMISSION OF SAID PLAN TO TIIE DIVISION OF COMMERCE
AND INDUSTRIAL DEVELOPMENT OF THE DEPARTMENT Oh' 13USINESS AND
ADMINISTRATION OF THE SrrATE OF MISSOURI FOR THE APPROVAL OF
SAID DIVISION, AND, AS A PART OTC SAID PLAN, AuTiIORIZING AND
DIRECTING THE MAYOR AND CITY CLERK OIL' SAID CITY TO EXECU'T'E A
CONTRACT TO LEASE THE PROPOSED PROJECT TO VON HOI' FMANN PRESS,
INC. , A MISSOURI CORPORA'.I'ION.
WHEREAS, this Council of the City of Jefferson, Cole County, Missouri,
has had presented to it a proposal jointly by the Chamber of Commerce of the
City of Jefferson, Missouri, and Von Hoffmann Press, 111c. , a Missouri
corporation, which would require said City of Jefferson to carry out a project
for the industrial development of said City; and
WHEREAS, this Council, having examined into the details of the said
proposal tnd having entered into considerable negotiations with said Chamber of
Commerce and Von 11offnranti Inc. , finds that such a project for the
industrial development of the City of Jefferson would be in th,.r hest interests of
the inhabitants of said City and woltild farther the economic development of,
employment in, arld f;encral welfar c of the said City ;ind the State of Missouri

it is necessary for this Council to approve a pine thel•efor• and submit thos sale to

WHEREAS, before submitting such a plan to the aforesaid Division of
Commerce and Industrial Development, a Contract to Lease should be entered
into between the City of Jefferson and Von Iioffrntrnn Press, Inc. , so that the
parties thereto may be bound by the provisions thereof; and
WHEREAS, this I3oard finds that steps should be taken as promptly as
possible to approve the following plan, enter into the Contract to Lease hereinafter
specified, and submit the plan to the aforesaid Division of Commerce and
Industrial Development: NOW, THEREFORE,
BE IT RESOLVED 13Y THE COUNCIL OF THE CITY OF JEFFERSON,
COLE COUNTY, MISSOURI, AS FOLLOWS:
SECTION 1 . That the Council of the City of Jefferson, Cole County,
Missouri, does hereby find and determine that the recitals contained in the
preamble to this Resolution are true and correct and that the project herein-
after described for the industrial development of the said City of Jefferson
Should be approved and carried out by said City.
SECTION 2. That the project herein contemplated to be carried out by
the City of Jefferson in order to further the economic development of, employment
in, and general welfare of said City and the State of Missouri is hereby approved
by this Council and shall consist of the purchasing by said City of a tract of
real estate approximately thirty (30) acres in area and the constructing thereon
pursuant to law of a building (equipped with certain fixtures and machinery

suitable to Von Hoffmann Press, Inc. , a Missouri corporation, for use as an
industrial plant by said corporation) and the leasing; of such real estate, building,
and machinery to said Company for the primary term of twenty-five (25) years
with ten (10) consecutive options granted to said Von Hoffmann Press, Inc. to
renew the lease for, additional periods of five (5) years each.
SEC'T`ION 3. That it is intended by this Council that the project herein
contemplated shall be financed through the issuance of an aggregate principal
amount of Three Million Dollars ($3, 000, 000) of industrial revenue bonds of
the City of Jefferson.
SECTION 4. That the project and the terms thereof are more particularly
described and established in the Contract to Lease attached hereto as Exhibit "1"
and incorporated herein by reference as if set out in full.
SECTION 5. That, immediately upon the adoption of this Resolution, the
Mayor of the City of Jefferson be and he is hereby authorized and directed to
sign, and the City Cleric is hereby authorized and directed to attest, the Contract
to Lease, in the form attached hereto as "Exhibit 1" and incorporated by
reference herein, for and on behalf of said City of Jefferson and in evidence of
the acceptance by said City of the terms of said Contract.
SECTION 6. That, immediately after the execution of the aforesaid Con-
tract to Lease by the City of Jefferson and by Von Hoffmann Press, Inc. , the
Mayor of said City be and he is hereby authorized and directed to submit the
plan for industrial development approved hereinabove to the Division of
Commerce and Industrial Development of the Department of Business and
Administration of the State of Missouri for the approval of said Division, and,
in order to assist him in the presentation and submission of said plan to said
Division.
SECTION 7. That this Resolution shall be in full force and effect upon
its adoption.
Councilman Riner seconded the motion to adopt the foregoing resolution,
and, the question being put to a roll call vote, the result was as follows:

the resolution.

Salary Savings Mr. Jim Becker, an agent for the B. M. A. Insurance Company, spoke in regard
Retirement to a voluntary salary savings retirement plan, the retirement to be withheld
Plan. from the employees salary. On motion of Councilman Scrivner, the matter was
referred to the Accounts and Claims Committee. The motion passed.
Resolution. The following resolution was received from the Missouri Bus and Truck
Association:
RESOLUTION
WHEREAS, Jefferson City, Missouri was the site for the 1966 convention
of the Missouri Bus and Truck Association, and
WHEREAS, the city officials and police department of Jefferson City,
Missouri have extended their hospitality and cooperation in making our stay
in their city a pleasant experience,
THEREFORE, BE IT RESOLVED that the Missouri Bus and Truck
Association go on record in expressing; its appreciation to these officials.
The resolution was ordered filed.
Planning and A request was received from Sheldon Gentry to rezone property on Highway
Zoning Comm. 54 South, from "Single Family" to "Highway Commercial". The request was
referred to the Planning and Zoning Commission.

The following report of the Planning and Zoning Commission was prevented to Planning &

NE 1/4 of See. 13 Twp. 44 Rng. 12, located on Swifts Highway to "C"
Multiple Dwelling District for the purpose of erection in the future of a new
Knights of Columbus Home, this property is across from Hellas High School

on Swifts Highway.
It is the recommendation of this Commission that the "C" Multiple Dwelling
District be extended from Myrtle Ave. along Swifts IIwy. to the east line of
the A. L. Hilkemeyer property and to the depth of 569. 5' of said tract back
west to "C" Multiple Dwelling District now existing on Myrtle Ave.

Item No. 3. - Councilman Kliegel presented a petition signed by property
owners against the rezoning of property on Swift's Highway due to the fact that
the street is narrow and also a school zone. The recommendation of the
Planning and Zoning Commission failed to pars by voice., vote.

on Public Utilities and adopted by said City Council on November 21, 1966:

BE IT RESOLVED, that the City Council of the City of Jefferson, meeting
at its regularly scheduled meeting, Monday, November 21, 11966, reaffirm its intent
and determination to reapportion the City's wards as outlined in the above quoted
resolution of April 19, and
RESOLVED FURTHER, that the members of the City Council submit to the
Mayor of the City of Jefferson before the next Council meeting the name of one
member of the Democratic party and one member of the Republican party, from
their respective wards, and that such members shall certify to the City Cleric
of the City of Jefferson that they are bonafide members of the party they
represent and
RESOLVED FURTHER, that the members of aforesaid committee shall
choose from among the membership of the committee, a chairman; and that the
committee shall report its recommendations to the Council by the first regular
Council meeting in January, 1967.

from the Secretary of State's Office and the County Clerk be invited to attend
