Heinlein, Chairman of the Police Personnel Board presented the Rules and Regulations which were unanimously adopted by the Police Board. (See attached regulations. ) Personnel Councilman Riner moved that the Rules and Regulations be adopted and Board. amended at next meeting if necessary. They were advised by the Bonding Attorney and Mr. Ed Wisely not to lower the rates at this time because of the uncertainty of the Bond Market and that they will continue to operate on the funds which we now have. --------------- Committee-of- Councilman Willcoxon, Chairman of the Committee-of-the-Whole presented the the-Whole following report: Report. "The Committee of the Whole met November 213th at 7:00 p. m. , in the Council Chamber for the purpose of a public hearing on redistricting of the City. Those present were Councilmen Debo, llaake, Hawes, lliesber•ger, Kliegel, Riner, Scrivner, Stone, Van Loo and Willcoxon, Chairman. City Attorney 'Thomas P. Rose presented his legal opinion on reapportionment. (See attached letter). The following persons were heard by the Committee: C. Councilman Scrivner reported that a very dangerous condition exists at the Comm. School Crosswalk at the intersection of Ohio and Highway 50 West. He suggested that overhead signals be installed. Rozier RULE I Classification of Positions CHIEF OF POLICE DISTINGUISHING CHARACTERISTICS OF CLASS This is administrative and technical police work in directing all functions and operations of the Police Department. The Chief of Police is responsible for the overall command, efficiency, utilization, and general conduct of all personnel within the department; in the' protection of life and property through the enforcement of laws. The Chief of Police must exercise an extraordinary degree of initiative and independent judgement in directing and delegating authority in Police Department functions; and in meeting special situations including emergencies. EXAMPLE OF WORK: (Illustrative Only). Plans, organizes, directs and reviews all phases of law enforcement in- cluding administrative personnel-clerical, fiscal, patrol, traffic, criminal, in-service training, canine control and other services of the City. Formulates, interprets, and disseminates departmental policies and regu- lations. Cooperates with City officials and other City Departments, and agencies (Federal, State, and County) by giving mutual assistance and improving govern- mental relations and services. Actively participates in Police-Community Relations by making public appearances and through the use of available news media. DESIRABLE KNOWLEDGE, ABILITIES AND SKILLS: Extensive knowledge of the principles and practices of modern police science and administration. Thorough knowledge of the organization, responsibilities, functions and procedures of a modern municipal police department and of the limitations upon its authority together with the ability to adopt the organization, functions and procedures to a variety of situations and conditions. Thorough knowledge of the special techniques of organization and opera- tions that apply to field patrol activity, traffic control and safety, criminal investigations and related police services. r + Thorough knowledge of the use of police records and their application to the solution of police problems . Thorough knowledge of the standards by which the quality of police service is evaluated. Ability to command the respect of officers, and to assign, direct and supervise their work. Ability to speak and write effectively. Ability to react quickly and calmly in emergencies. Skill in the use and care of firearms. Physical strength, agility and freedom from disabling defects . • The ability to meet such specific physical requirements as may be established by competent authority. MINIMUM EXPERIENCE AND TRAINING QUALIFICATIONS: (The following statement represents the minimum experience and training standards which will be used to admit or reject applicants for tests, provided that equivalent substitution will be permitted in case of deficiencies of either experience or education.) Five years experience in law enforcement of which at least three years must have been in a supervisory or administrative capacity; and graduation from a standard high school; or its equivalent; or Five years of responsible supervisory experience in civilian or military law enforcement or closely related work of which at least three years must have been in an administrative capacity; and graduation from high school or its equivalent. TRAFFIC CAPTAIN DISTINGUISHING CHARACTERISTICS OF CLASS: This is supervisory police work with delegated administrative responsi- bility. Traffic Captain assumes command responsibility for the uniformed division on an assigned shift and for operation of the traffic division. The administrative aspects of the work require the application of advanced police skills and knowledges to the analysis of police problems and to the organi- zation and deployment of forces necessary to effective police work. Traffic Captain is continuously responsible for the analysis of traffic trends in the City and for evaluating the effectiveness of police traffic techniques used. Work is performed with considerable independence within the framework of policy determined by the Police Chief, Supervision is received from the Chief on unusual problems. EXAMPLE OF WORK: (Illustrative Only.) As supervising officer of the uniformed police force on an assigned shift: assigns cruiser and foot patrolmen to tours of duty and to special details; in- spects officers going on duty for appearance, regularity of uniforms, and equip- ment; notifies officers going on duty of wanted and missing persons , stolen auto- mobiles, and other special police problems to be given special attention during that shift; directs the supervision of places of public assembly and any sus- pected places where vice is likely to exist. Insures that persons arrested and brought to the jail are properly searched and examined for physical condition, that necessary identifying information is obtained, that prisoners are properly booked, and that all regulations pertaining to the detention of persons are complied with. Maintains an irregular patrol of the City in a police cruiser as a means of inspecting the work of officers on duty; watches for and attempts to prevent crime; apprehends violators and criminals; assumes charge of police activities on the scene of large fires, riots, or other major emergencies. Performs related work as required. In addition to the above duties the Traffic Captain is responsible for the coordination of all traffic activities, carry out educational activities in traffic matters, to supervise the preparations and publication of traffic reports, to receive and dispose of traffic complaints , to recommend to the legislative body and other City Officials, ways and means for improvements of traffic conditions in the City, the Administration and enforcement of traffic regulations. The Traffic Captain shall be the National Safety Council Annual Inventory Coordinator for this city, serve as a member of•the Traffic and Parking Commis- sion in an advisory capacity relative to the installation of signs, signals and markings for all traffic control devices. Conducts analyses of traffic conditions • to plan the operation of traffic on the streets, prepares and distributes monthly, quarterly and annual motor vehicle traffic accident summaries to the Mayor, City Council and the National Safety Council. Summary contains information on traffic matters as follows: Number of accidents, number of persons killed and injured, etc. The Traffic Captain shall screen applicants for this Department. Direct and supervise inspection of taxicabs by direction of Police Board, assist City Attorney in preparation of Traffic Ordinances, Coordinator between Police Depart- ment and other City or State Departments (such as Public Works Department, Street Department and Highway Department) on traffic conditions or problems, new construction and highway or street improvements. Plan, direct and super- vise all special events, such as parades, football games, fairs, exhibits, Governor Inauguration, etc. , and any type of investigation or assignment by direction of Chief of Police. Performs related work as required. DESIRABLE KNOWLEDGE, ABILITIES AND SKILLS: Thorough knowledge of modern police methods, procedures, and techniques . Thorough knowledge of the rules and regulations of the Police Department. ordinances. Thorough knowledge of applicable federal and state laws and municipal Considerable knowledge of modern methods and practices in criminal in- vestigation and identification. Considerable knowledge of recent developments, sources of information, and current literature in police administration. Working knowledge of modern approved principles, practices, and proce- dures in municipal police administration. Ability to maintain or supervise the maintenance of police records and to prepare clear and definite reports of activities. Ability to enforce the law with' firmness, tact, and impartiality. Ability to express ideas clearly and concisely, orally and in writing. Skill in the use and care of firearms and of such other regular and special equipment as may be assigned. Physical strength and agility and freedom from disabling defects, and ability to meet such specific physical requirements as may be established by competent authority. MINIMUM EXPERIENCE AND TRAINING gUALTFICATIONS (The following statement represents the minimum experience and training standards which will be 'used to admit or reject applicants for tests, provided that equivalent substitution will be permitted in case of deficiencies of either experience or education.) Three years of responsible experience in law enforcement of which at least two years must have been in traffic enforcement or a combination of two years general law enforcement and completion of a formal recognized course of specialized training in traffic; graduation from a standard high school or its equivalent; or Three years responsible experience in civilian or military law enforcement with emphasis in traffic; and graduation from high school; or its equivalent. DETECTIVE CAPTAIN DISTINGUISHING CHARACTERISTICS OF CLASS: This is supervisory police work in the criminal investigation division of the Police Department. The Detective Captain is responsible for planning, directing, and supervising Investigations of crimes against persons or property and for the successful appre- hension and prosecution of law violators, also work is performed in accordance with established policies and procedures of the Police Department, but an in- cumbent has considerable latitude for the exercise of individual initiative in the establishment of methods and techniques of investigation problems . Supervision Is received from the Police Chief on unusual problems of crim Ina l'invostigation. EXAMPLE OF WORK : (Illustrative only) Supervises, reviews and participates in the work of Police Patrolmen on- gaged in tho investigation of crimos against persons; takes personal charge ,of major cases involving capital crime whoro unusual and difficult problems of investigation or apprehension exwt. Assigns, supervises and participates in the investigation of crimes against property, where property is stolen or damaged; reviews investigation reports and personally assumes command of investigations presenting unusually or difficult investigative problems. t . Cooperates with other units of the Police Department, with other police jurisdictions of the area, and with other police officials throughout the country in the cooperative detection of crime and apprehension of violators. DESIRABLE KNOWLEDGES,, ABILITIES AND SKILLS: Thorough knowledge of modern procedures and methods employed in crime detection and criminal investigation, and considerable knowledge of general police practices and techniques . Considerable knowledge of the laws, ordinances, rules , and regulations effective in the city, including those related to arrest and evidence; and con- i siderable knowledge of the rules and regulations of the Police Department. Considerable knowledge of court procedures in criminal trials. Working knowledge of modern principles and practices in municipal police administration. Working knowledge of recent developments, current literature, and sources of information in criminal investigation and identification. Working knowledge of the principles and practices basic to the major areas of criminal identification such as fingerprinting, photography, ballistics and chemical analysis. Working knowledge of criminal attitudes and behavior patterns and of the social factors underlying criminal behavior. Ability to obtain information through interview, interrogation and observation. Ability to prepare comprehensive reports regarding criminal investigation and its administration. Ability to enforce the law with firmness, tact and impartiality. Ability to carry out special and general assignments requiring organization of material and development of procedures without direct supervision. Ability to plan, assign, supervise, and review the work of subordinates in a manner conducive to full performance and'high morale. Ability to react quickly and calmly in emergencies. POLICE CAPTAIN DISTINGUISHING CHARACTERISTICS OF CLASS: This is supervisory police work with some administrative responsibility. Police captains assume command responsibility for the uniformed division on an assigned shift. The administrative aspects of the work require the applica- tion of advanced police skills and deployment of forces necessary to effective police work. Police Captains are continuously responsible for the analysis of traffic or criminal trends in the City and for evaluating the effectiveness of police techniques used. The Traffic Safety Lieutenant assumes supervisory responsibility for the Adult School Cross Guards and Safety Advisor for the School Safety Patrol at all elementary schools, both parochial and public and aids and assists the Traffic Captain in operation of the Traffic Division and assumes supervision of this Division in the absence of the Captain. Police patrolmen are responsible for the protection of life and property, pre- vention of crime, apprehension of criminals, direction of vehicular and pedestrian traffic, and the general enforcement of laws and ordinances in a designated area on an assigned shift. Work is performed in accordance with departmental rules and- regulations and normally consists of routine patrol,preliminary investigation and traffic regulation duties which may be performed in cruiser cars, solo or three wheel motorcycles, or on foot. Work involves an element of personal danger, and employees must be able to act without direct supervision and exercise discretion in meeting emergencies. The Humane Officer assumes responsibility for controlling animals in the city, by enforcement of City Ordinance by impoundment of animals not properly registered, vicious dogs , bitch in heat, etc. , and maintains G suitablo shelter for all animals that are impoundod. Humane Officer is given specific work instructions by Chief of Police but works with cons idorable independence in performing regular duties. Work is reviewed by inspection and oral And written reports to the Chief of Police. EXAMPLE OF WORK (Illustrative Only.) As supervisor, the Humane Officer maintains an irregular patrol of the City on an assigned shift, I-Te is responsible for impoundment of animals running at large or that fail to comply with the City Ordinances , The employee maintains a suitable shed for animals impounded, feeds and waters animals , continually cleans shelter, makes a diligent search for owner of animals, and at the end of three (3) days, if owner has not claimed same, animal is disposed of in a humane way. Employee is responsible for the confinement of fourteen (14) days of dogs that have bitten someone, at an animal hospital. Graduation from a standard high school; or its equivalent, ti RULE II Registers The Board shall keep an application and promotional register, in which shall be entered the names and addresses, the order and date of applications of all applicants for competitive examinations, and the positions in the police • department sought by the applicants. All applications shall be on forms pre- scribed by the Board. RULE III Requirements for Admission to an Examination for Entering Service Sec. 1. Residence and Citizenship. No applicant shall be accepted for examination unless he is a resident of Jefferson City, Missouri or-agrees to become one during his probationary period, and is a citizen of the United States. Sec. 2. Physical. Each male applicant shall be at least 5 feet 8 inches, not over 6 feet 4 inches tall and his weight shall be in proportion to his height but not less than 150 pounds. Each applicant shall be given a physical examin- ation by the City Physician who will determine his physical ability for police work. This examination shall be at no cost to the applicant. Sec. 3. Moral, Each applicant shall be subject to such background investigations as the Board deems essential. Sec. 4. Preliminary Interview, After presenting his application for examination each applicant will be given a short interview by the Chief of Police and one member of the Board appointed by the Chairman, to clarify any points in question. Sec. S. Prohibitions, No member of the police department, or applicant seeking a position therein, sholl be appointed, promoted, demoted, favored or discriminated against because of his race, political or religious opinions or affiliations. No person shall wilfully or corruptly make any false statement, certificate, mark or report in regard to any examination, certification or appoint- mont hold or given under the provisions of Ordinance 7804, or in any mannor commit, or attempt to commit, any fraud preventing the impartial execution of the provisions of Ordinance 7804, or of Any rules and regulations made thereunder. From and after the effective date of Ordinance 7804, no member of the police department shall continuo in such position after becoming a candidate for nomination or election to any public office unless he resign or obtain a leave of absence from his position in the department. No person seeking appointment to, or promotion in, the police department shall either directly'or indirectly give, render, or pay any money, service or other valuable thing to any person, for or on account of, or In connection with his examination, appointment, 1 proposed appointment, promotion or proposed promotion. No member of the police department shall make, accept or solicit any contribution to the cam- paign fund of any political organization or any candidate for public office, or take any part in the political campaign of any candidate or any political organization, further than in the exercise of his rights as a citizen to express his opinion and to cast his vote. No person holding any elective public office shall, while holding said office be appointed to the police department. No person in the police department shall be a member of any national, state, county or city political party or an officer of any partisan political club. i No person shall use, or threaten to use, any influence, persuasion or ! coercion to compel, or attempt to compel, any member of the police department I' to violate any provision of this section. No person shall use, or promise to �.; use, directly or indirectly, for any consideration whatsoever, any official authority or influence to secure or attempt•to secure for any person an appoint- ment or advantage in an appointment to any position in the police department or any increase in pay, promotion or other advantage in the department. RULE IV Rejection of Applications The Board may reject the application of any person for admission to an examination or may strike the name of any person on a register for a position in the police department, or withdraw the certification of such person if it finds that such person lacks any of the required qualifications, or is physically unfit to perform effectively the duties of the position to which he seeks employment, or is addicted to the habitual use of drugs or intoxicating beverages, or has been convicted of a crime or guilty of any notorious or disgraceful conduct, or has been dismissed from any public service because of delinquency, or has made a false statement of fact, or attempted to practice any fraud or deception in his application or in his examination or in attempting to secure appointment to the city police department. RULE V Examinations For Entering Service, for Promotion and Fitness 1 Sec. 1 . The Board shall, as often as necessary to comply with the needs of the Police Department for recruitment and promotion, conduct open, compoti- tive,written and oral examinations, supervised and graded by two (2) members of the Board appointedby the Chairman for each series of examinations, to establish eligibility registers for employment or promotion. Sec. 2. Notice of Examinations . The Board shall give public notice of each open competitive examination and promotional examination, sufficiently in advance of same and of a sufficient width in scbpe,. to afford persons who are interested in taking, the examination a reasonable opportunity to apply. The time between the official announcement of an examination and the holding of same shall not be less than fifteen days . Each official notice of an examination shall state the titles, duties and pay of the positions in the class for which the examination is to be held, the necessary or desirable qualifications required, and the time, place and manner of applying for admission to such examination. The official announcement shall consist of the posting of an official notice thereof in any newspaper published, and of general circulation, within, the city and of the posting thereof on a public bulletin board maintained at the office of the police department and in the city hall building. The board shall also use such other means of publication as in its judgment is best suited and reasonably necessary to inform the public that the examination is to be given. i Sec. 3. Types of Examinations . a . The examinations shall be of such character as to determine the relative qualifications, fitness and ability of the persons tested to perform the duties of the class of positions for which a register is established. The examination may be divided into various parts, and may be written, oral, physical, evaluate training and experience, require a demonstration of skill or any combination of these factors. The examinations shall be of such character as to determine the relative qualifications of the persons taking the examination and may take into consideration any relevant factor including training, experience, aptitude, capacity knowledge, character, health, physical fitness, marksmanship and other qualifications as , in the judgment of the board, shall enter into a proper determination of the relative fitness of the applicants . Political or religious opinions or affiliations shall not be considered in determining, the qualifications of an applicant and no ques- tion shall be framed to elicit information concerning same. b. On or before the expiration of the term of office of the Chief of Police and other members of the present Police Department, they shall be given an examination, the purpose of which will be to determine both their eligibility and qualifications to continue in their present position and such examination shall be given only to present members of the Police Department. Ratings of each examination shall be completed and the appropriate registers established not later than ninety days after the first part of the exami- nation was hold, unless such time is extended by the board for reasons stated in their official records . , J .. ti Sec. S. Veterans' Preference. Honorably discharged veterans of any military conflict in which the United States of America has been engaged and who have met the minimum requirements for eligibility shall have a preferen- tial increase of 5 points added to his final grade. Sec. 6. Credit for Experience. Each applicant who has met the minimum requirements for eligibility will be given a 5 point preferential increase in his final grade for each 12 months of prior satisfactory police work in the Jefferson City or other Police Department of a city of comparable or larger size or in a State Patrol, a Sheriff's Department, the Military Police, the Federal Bureau of Investigation, or other type of police work approved by the Board. Sec. 7. Each person taking an examination shall be notified in writing whether he passed or failed the examination. Each person taking the examination shall, in accordance with regulations adopted by the board, be entitled to inspect his examination papers and ratings, but ratings shall not be open to inspection by the general public. A manifest error in rating and grading of an examination which affects the relative ranking of persons taking the examination shall be corrected if called to the board's attention in writing by certified mail within 30 days after the establishment of the register, but such correction shall not invalidate any appointment previously made from such register unless it is established that the error was made in bad faith and with intent to deprive the person adversely affected of certification to the eligibility list. RULE VI Method of Appointing Sec. 1 . The Board shall certify a list of all eligible persons for member- ship in the Police Department, and for promotion within the Department, to the Mayor of the City, in order of rank, for the purpose of filling vacancies . If possible these lists should always contain three names, the order of which will be determined by appointments and later examinations . The Mayor, with the consent of a majority of the elected members of the City Council, shall appoint and promote all personnel. Sec. 2. Temporary or Emorgency-Aponintments . In the Absence of an eligibility list the Appointing Authority shall make temporary appointments which shall be subject to examination by the Board at the earliest possible time. Sec. 3 . Special Police Personnel. The Mayor with the consent of a majority of the elected members of the city council, shall have the power and authority to appoint special policemen from a list of eligible candidates certi- fied by the personnel board in case of extraordinary emergencies , unusual public celebrations, exhibitions, or gatherings within the city,• or when for other causes the public safety may require it, Before entering upon their duties, such special policemen shall take the oath of office prescribed for other members of the department. Special police- men shall have the same powers and perform the same duties as other members of the department, and upon the termination of the emergency or other cause for their appointment, they shall be discharged by the Mayor. Special policemen used solely for temporary periods of time under the pro- visions of this section shall not be subject to the merit system provisions of this ordinance. Sec. 4. Tenure. All persons appointed or promoted to a position in the Police Department shall be entitled to hold office during their good behavior and efficient service after a probationary period of six months . The efficiency of each member's service shall be determined by service ratings made by his superiors. RULE VII Training Sec. 1 . Training Officer. A Training Officer shall be designated from the Department by the Chief of Police with the duty of carrying out the duties of the following sections: Sec. 2. Classes 1 . Each member of the Department is admonished to improve his pro- fessional knowledge and ability and to that and each member shall attend (at least quarterly) a class conducted by the City Attorney (or other qualified attorney- at-law obtained by the City Attorney) to acquaint the Department Member with new laws and rulings of the Courts affecting police work and to refresh their memories on rulings previously in effect. Each member of the Department, as the occasion presents itself, should avail himself of every opportunity to attend classes or other types of instruction availaolo through the Federal Bureau of Investigation, the Missouri State Highway Patrol, other Police Dopartmonts, etc. Sec. 3 . Mrarksmanshio. Before ontoring service each now member of the Department shall be instructed and shall fire a qualifying course with all weupons used by the Department. Each member of the Department shall fire a familiariza- tion course, with all weapons at least annually; with Ammunition expense to be furnished by the City. , f RULE VIII Demotion, Suspension or Discharge The chief of police may demote, suspend or discharge for misbehavior, Inefficiency, neglect of duty, or other valid cause, any member of the police department when the good of the department will be promoted thereby. The reason for such demotion, suspension or discharge shall be stated in writing + and given to the Police Personnel Board and to the affected member of the ' department. Any regular member of the department who is demoted, suspended 1 or discharged may appeal to the police personnel board and be granted a public hearing. RULE IX Appeals i 1 Any member of the city police department who is demoted, suspended or discharged may appeal in writing to the police personnel board, within thirty + (30) days after the effective date of such action, setting forth his reasons for jclaiming his or her demotion, suspension or discharge was not for good cause j or for the good of the department. i Upon such action the board shall within ten (10) days hear the appeal and ' the appellant, the chief of police and the appointing authority shall have the right to be heard in person and to be represented by counsel, and to present evidence at such hearing which shall be a public hearing at the request of the appellant. Technical rules of evidence shall not apply at such hearing. I Upon consideration of the evidence, and within fifteen (15) days of the con- clusion of the hearing, the board shall approve or disapprove the action appealed i from and in the event of a disapproval, the Board shall order the appellant re- Instated to his or her former position and payment of such salary as was lost to the appellant by reason of such demotion, suspension or discharge. I . RULE X Forfeiture of Position Any mombor of the police departmont who violates any provision of Section 11 of ordinance 7009• ahrall, upon conviction thorofor, forfeit his position as is member of the department. RULE XI Outside Employment While no member of the Police Department is prohibited from other employ- ' ment while off-duty, if approved by the Chief of Police, he shall not wear his uniform or in any way use his police connection in such employment. No member ♦• V of the Police Department, upon penalty of .dismissal, shall accept any pay from sources outside the Police Department for police actions performed during time on duty. RULE XII Salaries of Personnel The Board shall, from time to time, study and recommend to the City Council appropriate salaries for members of the Department. RULE XIII Forms and Examinations The Board shall prepare or procure such examinations and forms as may be required to put into effect and operate a Merit System Police Department. These will include but not be limited to the following: a. Qualifying, Eligibility and Promotional Examinations b. Announcement of Examinations c. Registers of Applicants d. Introductory Information e. Application for Examination for Employment f. Notice of Examination (place and date) g. Notice of Examination Results h. Eligibility Lists The cost of these forms and examinations to be borne by the City. RULE XIV Amendments to these Rules. These Rules may be amended at any time. 3 , or Practical related experience may be substituted for any educational deficiency. ASSISTANT HUMANE OFFICER DISTINGUISHING :CHARACTERISTICS OF CLASS This is specialized work in the field. The Assistant Humane Officer assumes responsibility for controlling animals in the city, by enforcement of City Ordinance by impounding of animals not properly registered, vicious dogs, bitch in heat, etc. , and maintains a suitable shelter for all animals that are impounded. Assistant Humane Officer is given specific work instructions by Humane Officer but works with considerable independence in performing regular duties . Work is reviewed by inspection and oral and written reports to the Chief of Police. EXAMPLE OF WORK (Illustrative Only.) The Assistant Humane Officer maintains an irregular patrol of the City on an assigned shift. He is responsible for impoundment of animals running at large or that fail to comply with the City Ordinances. The employee maintains a suitable shed for animals impounded, feeds and waters animals, continually cleans shelter, makes a diligent search for owner of ! animals, and at the end of three (3) days, if owner has not claimed same, animal is disposed of in a humane way. Employee is responsible for the confinement of fourteen (14) days of dogs that have bitten somoono, at an animal hospital. Employee also answers calls on animals received by the Police Department. Employee records and maintains suitable rocords of purchases, impoundment foes, and budget for Humane Dopartment. Perform relatod work as requirod., 4 DESIRABLE KNOWLEDGE, ABILITIES AND SKILLS A humane interest in animal care. Extensive knowledge of the geography'of the City and street locations. i 3 i Ability to understand and carry out detailed oral and written instructions. Ability to prepare written report, Ability to react quickly and calmly in emergencies. Physical strength and agility and freedom from disabling defects, and ability to meet such specific physical requirements as may be established by competent authority. MINIMUM EXPERIENCE AND TRAINING QUALIFICATIONS R (The following statement represents the minimum experience and training standards which will be used to admit or reject.applicants for tests, provided that equivalent substitution will be permitted in case of deficiencies of either experience or educa- tion). Experience or training in the husbandry of animals. Graduation from a i standard high school; or its equivalent. or i Praotical related experience may be substituted for any educational deficiency. CUSTODIAN DISTINGUISHING CHARACTERISTICS OF CLASS 1 This employee has the general housekeeping duties of the Police building premises. Consist of keeping offices and detention facilities clean, presentable, and sanitary. EXAMPLE OF WORK (Illustrative Only.) Dusting desks and chairs. i Washing and waxing floors. Sanitizing restrooms, etc. Keeping windows and walls free of dirt and emptying waste. f Changing beds in detention quarters. { Perform related work as required. DESIRABLE KNOWLEDGE, ABILITIES AND SKILLS x General knowledge of cleaning practices. Type of equipment to be used. Physical ability to lift and apply other physical exertions. Ability to carry out oral instructions. C Ability to adapt to routine. MINIMUM EXPERIENCE AND TRAI_NING QUALIFICATIONS i No experience or training necessary, however, subject should be physically jable to engage in manual labor. , I i I • 4 RULE II Registers The Board shall keep an application and promotional register, in which shall be entered the names -and addresses, the order and date of applications of all applicants for competitive examinations, and the positions in the police department sought by the applicants. All applications shall be on forms pre- scribed by the Board. RULE III 1 Requirements for Admission to an Examination for Entering Service i Sec. 1. Residence and Citizenship. No applicant shall be accepted for examination unless he is a resident of Jefferson City, Missouri or agrees to become one during his probationary period, and is a citizen of the United States. Sec. 2. Physical. Each male applicant shall be at least 5 feet 8 inches, not over 6 feet 4 inches tall and his weight shall be in proportion to his height but not less than 150 pounds. Each applicant shall be given a physical examin- ation by the City Physician who will determine his physical ability for police work. This examination shall be at no cost to the applicant. Sec. 3. Moral. Each applicant shall be subject to such background investigations as the Board deems essential. Sec. 4. Preliminary Interview. After presenting his application for examination each applicant will be given a short interview by the Chief of Police and one member of the Board appointed by the Chairman, to clarify any points in question. Sec. 5. Prohibitions. No member of the police department, or applicant seeking a position therein, shall be appointed, promoted, demoted, favored or discriminated against because of his race, political or religious opinions or i affiliations. No person shall wilfully or corruptly make any false statement, certificate, mark or report in regard to any examination, certification or appoint- ment held or given under the provisions of Ordinance 7804 , or in any manner commit, or attempt to commit, any fraud preventing the impartial execution of the provisions of Ordinance 7804, or of any rules and regulations made thereunder. From and after the effective date of Ordinance 7804, no member of the police department shall continue in such position after becoming a candidate for nomination or election to any public office unless he resign or obtain a leave of absence from his position in the department. No person seeking appointment to, or promotion in, the police department shall either directly'or indirectly give, render, or pay any money, service or other valuable thing to any person, for or on account of, or in connection with his examination, appointment, . V proposed appointment, promotion or proposed promotion. No member of the police department shall make, accept or solicit any contribution to the cam- paign fund of any political organization or any candidate for public office, or take any part in the political campaign of any candidate or Any political organization, further than in the exorcise of his rights as a citizen to express his opinion and to cast his vote. No person holding any elective public office shall, while holding said office be appointed to the police department. No person in the police department shall be a member of any national, state, county or city political party or an officer of any partisan political club. No person shall use, or threaten to use, any influence, persuasion or coercion to compel, or attempt to compel, any member of the police department to violate any provision of this section. No person shall use, or promise to use, directly or indirectly, for any consideration whatsoever, any official authority or influence to secure or attempt'to secure for any person an appoint- ment or advantage in an appointment to any position in the police department or any increase in pay, promotion or other advantage in the department. RULE IV Rejection of Applications The Board may reject the application of any person for admission to an examination or may strike the name of any person on, a register for a position In the police department, or withdraw the certification of such person if it finds that such person lacks any of the required qualifications, or is physically unfit to perform effectively the duties of the position to which he seeks employment, or is addicted to the habitual use of drugs 'or intoxicating beverages, or has been convicted of a crime or guilty of any notorious or disgraceful conduct, or has been dismissed from any public service because of delinquency, or has made a false statement of fact, or attempted to practice any fraud or deception in his application or in his examination or in attempting to secure appointment to the city police department. RULE V Examinations For Entering Service, for Promotion and Fitness Sec. 1 . The Board shall, as often as necessary to comply with the needs of the Police Department for recruitment and promotion, conduct opeq, competi- tive,written and oral examinations, supervised and graded by two (2) members of the Board appointed by the Chairman for each series of examinations, to establish eligibility registers for employment or promotion. Sec. 2. Notice of Examinations . The Board shall give public notice of each open competitive examination and promotional examination, sufficiently in advance of same and of a sufficient width in scope, to afford persons who are interested in taking,the examination a reasonable opportunity to apply. The time between the official announcement of an examination and the holding of same shall not be less than fifteen days . The reason for such demotion, suspension or discharge shall be stated in writing and given to the Police Personnel Board and to the affected member of the department.
